TOWN COUNCIL – REGULAR MEETING AND CLOSED SESSION SUMMARY OF ACTIONS MAY 6, 2025 - DRAFT 1. CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Morgan at 5:00 p.m. at the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Renee Morgan, Mayor Newell Arnerich, Vice Mayor Mark Belotz, Councilmember Karen Stepper, Councilmember Robert Storer, Councilmember 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance was led by Marie Sunseri. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 4. FOR THE GOOD OF THE TOWN Cecilia Bito expressed appreciation to the Danville Police Department for the response to the recent robbery of her jewelry during an interaction in a local parking lot. Chris Parsons, Deputy Chief, San Ramon Valley Fire Protection District, provided information and handouts encouraging emergency preparedness. Chuck Preas expressed concern regarding e-bikes and e-scooter safety and enforcement. DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS MAY 6, 2025 5. PRESENTATIONS AND PROCLAMATIONS 5.1Presentation of a proclamation to Kay Wang proclaiming May 2025 as Asian American and Pacific Islander Heritage Month Mayor Morgan presented the proclamation. 5.2Presentation of a proclamation to City Clerk Marie Sunseri proclaiming May 4 through May 10, 2025, as the 56 annual Professional Municipal th Clerk’s Week Mayor Morgan presented the proclamation. 6. CONSENT CALENDAR 6.1Consider approval of the Summary of Actions from the regular Town Council meeting of April 15, 2025 6.2Consider approval of the Register of Demands 6.3Consider adoption of Resolution No. 24-2025, authorizing the Town Manager to execute a Regulatory Agreement and Declaration of Restrictive Covenants for the below-market rate Accessory Dwelling Units associated with the nine-lot subdivision at 2830 Camino Tassajara MOTION BY COUNCILMEMBER STEPPER, SECOND BY VICE MAYOR ARNERICH, TO APPROVE THE CONSENT CALENDAR MOTION CARRIED 5-0 7. COMMUNICATIONS 8.1MCE Community Choice Energy report by Laura Wehrley, MCE Community Development Manager Laura Wehrley provided the report. 8.2Announce recruitment for new vacancy on County Connection Citizen Advisory Committee for term ending June 30, 2026, and provide update on positions open to Danville residents interested in volunteering: a.NEW! County Connection Citizen Advisory Committee: 1 member b.Heritage Resource Commission: 2 regular members; 1 licensed architect c.Parks, Recreation and Arts Commission: 4 regular members; 1 alternate d.Youth members: 1 Parks, Recreation and Arts Commission; 1 Arts Advisory Board e.Senior Advisory Commission: 2 regular members f.Design Review Board: 1 regular member g.Danville Poet Laureate: 1 h.Youth Poet: 1 i.Contra Costa County Advisory Council on Aging: 1 member j.Contra Costa Transportation Authority Citizens Advisory Committee: 1 member City Clerk Marie Sunseri provided the update. 9. ADMINISTRATIVE STAFF REPORTS 9.1Consider adoption of Resolution No. 25-2025, authorizing the Mayor to execute an affirmative vote for all Town-owned properties in connection with the ratification balloting for Danville Landscaping and Lighting Assessment District No. 2025-1 City Attorney Rob Ewing presented the staff report. Mayor Morgan opened the item to public comment. 3 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS MAY 6, 2025 There were no speakers. Mayor Morgan closed the item to public comment. The Town Council expressed unanimous support to vote affirmatively for LLAD 2025-1 for all Town-owned properties. MOTION BY COUNCILMEMBER BELOTZ, SECOND BY VICE MAYOR ARNERICH, TO ADOPT RESOLUTION NO. 25-2025, AUTHORIZING THE MAYOR TO EXECUTE AN AFFIRMATIVE VOTE FOR ALL TOWN-OWNED PROPERTIES IN CONNECTION WITH THE RATIFICATION BALLOTING FOR DANVILLE LANDSCAPING AND LIGHTING ASSESSMENT DISTRICT NO. 2025-1 MOTION CARRIED 5-0 Mayor Morgan affixed an affirmative vote on the Town of Danville ballot and placed it in the secured ballot box made available by the City Clerk. 9.2Consider request from the City of Pleasanton to acknowledge a proposed increase to the Tri-Valley Tourism Marketing District (TVTMD) assessment rate Communications and Economic Development Manager Jenn Starnes presented the staff report. Mayor Morgan opened the item to public comment. Tracy Farhad, President and CEO of Visit Tri-Valley, responded to Town Council questions regarding marketing efforts, budget, and use of funding. Mayor Morgan closed the item to public comment. MOTION BY COUNCILMEMBER STEPPER, SECOND BY COUNCILMEMBER STORER, TO ACKNOWLEDGE A PROPOSED INCREASE TO THE TRI-VALLEY TOURISM MARKETING DISTRICT (TVTMD) ASSESSMENT RATE AND AUTHORIZE A LETTER OF ACKNOWLEDGEMENT TO THE CITY OF PLEASANTON MOTION CARRIED 5-0 4 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS MAY 6, 2025 10. TOWN COUNCIL REPORTS 10.1Report on Federal Advocacy Trip to Washington, D.C., from April 30 to May 2, 2025, by Mayor Morgan Mayor Morgan provided the report. 10.2San Ramon Valley Unified School District liaison report by Mayor Morgan and Vice Mayor Arnerich Mayor Morgan and Vice Mayor Arnerich provided the report. 10.3Town Council updates Councilmembers provided updates on events and activities in Danville. 11. ADJOURN TO DANVILLE DISASTER COUNCIL The regular meeting of the Danville Town Council was adjourned to the Danville Disaster Council at 6:54 p.m. 12. CALL TO ORDER DANVILLE DISASTER COUNCIL The meeting of the Danville Disaster Council was called to order at 6:54 p.m. 12.1Report on emergency preparedness activities/events (N. McCormack) Emergency Service Manager Nate McCormack provided the report. 13. ADJOURN TO CLOSED SESSION The meeting was adjourned to the Closed Session at 7:15 p.m. 14.
