1. CALL TO ORDER
The regular meeting of the Danville Design Review Board was called to order at 5:00
p.m., at the Town Offices, 500 La Gonda Way, Danville, CA
Board Attendance: Robert Combs, Afshan Hamid, Lou Palandrani, Chris Trujillo,
Kevin Wong
Staff Attendance: Riley Anderson-Barrett, Jessica Lam

4. ITEMS FOR CONSIDERATION/ACTION
4.1 Consider approval of the Meeting Summary from the Design Review Board
regular meeting of February 13, 2025.
Board Member Palandrani made a motion to approve the meeting summary
which was seconded by Board Member Wong.
Motion carried 4-0-1-0 (Board Member Hamid abstained due to previous
absence)
5. DESIGN REVIEW ITEMS
5.1 Review and approve final building permit plans for previously approved
Development Plan request DEV24-0004 for a four-lot single family residential
development located at 910 Podva Lane (Project Planner: Riley Anderson-
Barrett).
Riley Anderson-Barrett, Associate Planner, introduced the project and presented
the staff report.

Decision: Board member Hamid made a motion to approve the project with the
caveat that the final color and material board be provided for review, which was
seconded by Vice Chair Trujillo.
Motion carried 5-0-0-0
5.2 Review and approve Development Plan request DEV25-0004 allowing the
change of exterior paint colors at Pete’s Brass Rail located at 201 Hartz Ave.
(Project Planner: Riley Anderson-Barrett)
Riley Anderson-Barrett, Associate Planner, introduced the project and presented
the staff report.
Ron Abbes, Applicant, presented the project and answered questions from
Design Review Board Members.
Vice Chair Trujillo believes the proposed paint colors contain too much white.
Board Members discussed gooseneck lighting and making the proposed trellis
and recessed windows black.
Decision: Board Member Hamid made a motion to approve the project, with the
caveat that the trellis and recessed windows be painted black, which was
seconded by Board Member Palandrani.
Motion carried 4-1-0-0 (Vice Chair Trujillo voted against approval)
5.3 Review and approve the architectural drawings, landscape design, and colors
and materials for Development Plan request DEV24-0013 allowing the
development of a new single-family residence with a detached ADU, and Tree
Removal request TR25-0004 allowing the removal of one Town-protected
27”diameter Valley Oak tree located on Parcel D of 824 Danville Blvd. (Project
Planner: Jessica Lam).
Jessica Lam, Assistant Planner, introduced the project and presented the staff
report.
Jason Bond, Applicant, discussed the project and answered questions from
Design Review Board Members.

Board Members asked questions about the removal of the protected tree and the
placement of the ADU.
Decision: Vice Chair Trujillo made a motion to approve the project, which was
seconded by Board Member Wong.

5.4 Review and approve Development Plan request DEV25-0001 to allow the
development of an outdoor beer garden located in the rear parking lot of
Incontro Ristorante at 455 Hartz Ave. (Project Planner: Riley Anderson-Barrett).
Riley Anderson-Barrett, Associate Planner, introduced the project and presented
the staff report.
Gabe and Monique Moufarrej, Applicants, answered questions from Design
Review Board Members.
Board Members discussed the need for more detailed parking plans, renderings,
and a review of the occupancy load. Board Members asked questions about the
entrance to the massage building, the proposed flooring material, drainage of
spilled beer, landscaping within the planted boxes, and if there is adequate
backup area for parking stalls 20 and 21.
Decision: Board Members continued the item to a future meeting where
renderings, colors and materials, and landscaping details will be provided.
5.5 Review and provide comments on the architecture, color and material board,
and landscape design for Development Plan request DEV24-0009 allowing the
development of the Ivy, a 105 unit assisted living facility. The property is located
at 828 Diablo Road, currently occupied by Sloat Garden Center (Project Planner:
Riley Anderson-Barrett).

Carissa Savant, Applicant; Eric Oxford, Contractor; and Blake Rinehart,
Landscape Architect, discussed the project and answered questions from Design
Review Board Members.

Felix Miranda, 10 Turrini Place, requests the addition of trees along the west side
of the property to provide screening to his lot. He mentioned the concern that
tall light poles will shine into his backyard.
Melody Johnson, 859 Turrini Drive, discussed being displeased with the
rezoning of the parcel and the proposed three stories. She expressed concerns
with PTAB HVAC systems and requests that all units be placed on the roof.
Kristen Phillips, 15 Betten Court, expressed concerns with noise, lighting, and
the removal of trees. She expressed that the HVAC systems would be too noisy.
She also suggested the inclusion of downward lighting with auto-shutoff and
using a dark sky consultant. She would like to confirm the inclusion of an
arborist report, believes the retaining wall to the south is too close to allow for
adequate landscaping, and would like a more neutral color pallet.
Don Andres, 39 Betten Court, expressed concerns about light pollution and
believes the proposed lighting to be too tall and too bright. He also expressed
concerns about increased traffic, the inclusion of balconies on the southern side,
delivery frequency, and the loss of Mt. Diablo views.
Jason Lenk, 27 Betten Court, voiced compliments to O&I for being very
communicative. He expressed concerns about light pollution, sound, the color
palate, drainage with a high water table, and safety concerns regarding people
hopping fences.
Gary Parsons, previous owner of 828 Diablo Road, voiced that the previous
nursery use was very noisy and that they frequently received noise complaints.
He also stated that when selling the land, they reviewed multiple offers and did
not choose the highest offer but instead chose O&I with the belief that this use is
needed by the Town, would not burden the school capacity, would have a
reduced water use, and would reduce ingress and egress.
Board Member Palandrani requested more information about landscaping, and
a detail to show the walls in the southwest corner, and if the floorplan of the
third floor will include a dining area. Board Member Hamid requests the
addition or more landscaping along the western edge to provide a buffer. Vice
Chair Trujillo commented that the color pallet appears similar to the Alexan
Riverwalk and would like to see a warmer color pallet. Board Member Wong
asked if there is an alternate placement for the bioretention area, if the drainage
areas may be split to drain to the front and rear of the property, if the drive aisle

is unnecessarily wide, if there are any trees on site proposed for removal, if the
landscaping to the north may be reduced to allow for greater setbacks to the
south, and commented a desire for more landscaping along the western edge.
Chair Combs recapped that the primary issues involve lighting and landscaping,
and requests an alternate muted color pallet.
Decision: Board Members continued this item to a future meeting where
modified plans will be presented.
