Transportation Planning Agency for Contra Costa County
State -designated Congestion Management Authority for Contra Costa

Administers the Measure J Growth Management Program (GMP)
What does Measure J fund?
PEDESTRIAN
Improvements to sidewalks, crosswalks, trails, and paths
LOCAL STREETS
Smooth traffic flow on major roads and make surface improvements
such as pothole repairs
BUSES
Invest in a reliable, comfortable and convenient bus network
SAFE ROUTES TO SCHOOLS
Focus on programs and projects aimed at bicycle and pedestrian
safety for K-1 2 students
FERRIES
Expand ferry system by looking to ferries as an alternate commute
method between West County and San Francisco

Invest in safe routes and infrastructure improvements for bicyclists
BART
Improve BART service and stations, extend routes and increase parking
HIGHWAYS
Complete Contra Costa's highway system, and improve air quality and
noise protection along corridors

Implement smart transportation infrastructure to reduce congestion and
encourage greener travel

What is the Citizens Advisory Committee?
Includes representatives from all 19 cities and towns, the County and
four at -large members
Determine local compliance with Growth Management Program (GMP)
through the Biennial GMP Checklist
Checklist approval releases two fiscal years of Measure J Local Streets
and Roads Maintenance Funds (18% of annual Measure J revenues) to
19 cities/towns and the County
Provide input and comment on local and regional issues related to
transportation, land use, and housing.
What is the Growth Management Program?
t� Approved by voters as part of Measure J Sales Tax Measure
O Major requirements include voter -approved Urban Limit Line (ULL)
adoption by each jurisdiction
0 Jurisdictions must comply to receive Measure J return -to -source (LSM)
funds and other program funds
Share of return -to -source is based on a roadway mileage/population-
based formula
Jurisdictions must report annually on their LSM expenditures
What is the Growth Management Program?
Assures that new development pays for the facilities required to meet
the demands resulting from that growth.
Requires cooperative transportation and land use planning among local
jurisdictions.
Encourages land use patterns that make more efficient use of the
existing transportation system, consistent with local General Plans.
Encourages infill and redevelopment in existing urban and brownfield
areas.
Protects greenfield and agricultural areas.

regarding Capitol future passenger rail plans in Contra Costa County,
which resulted in major change to fare structure for local rides within
Contra Costa.
