HomeMy WebLinkAbout041025-05.1 DESIGN REVIEW BOARD STAFF REPORT 5.1 TO: Design Review Board Members April 10, 2025 SUBJECT: Review and recommend approval of the architecture, color and material board, and landscape design for Development Plan request DEV24-0009 allowing the development of the Ivy, a 105-unit assisted living facility, and Tree Removal Permit request (TR25-0013) to allow the removal of five Town-protected trees. The property is located at 828 Diablo Road, currently occupied by Sloat Garden Center. PROJECT DESCRIPTION The project includes a Development Plan request (DEV24-0009) to review architectural elevations, colors and materials, and landscaping for the proposed 112,124 +/- square foot assisted living facility. The project includes a Tree Removal request (TR25-0013) to allow for the removal of five Town-protected valley oak trees. This development was previously submitted as a Preliminary Housing Development Application under SB 330. This property was rezoned to the Town’s M-35; Multifamily High/Special zoning district as part of the Town’s 2023-2031 Housing Element process. A Development Plan Application has been submitted by the applicant and is currently under review by Town Staff. This project was seen by the Design Review Board on March 13, 2025, where Board Members and members of the public provided comments on the proposed design. EVALUATION Board Members and members of the public provided comments which the applicant addressed as follows: Architecture  Paint Colors: Board Members requested the applicant provide alternate color alternatives including warmer body colors. The applicant has submitted several additional alternate color schemes for DRB review. The Ivy Care Facility – Development Plan 2 April 10, 2025  Lighting: Members of the public expressed concerns regarding light pollution in the rear parking area and excessive illumination from wall sconces. The applicant has provided additional lighting details verifying that the parking lot lighting would be dark sky compliant, and reselecting pathway lighting and wall sconces to reduce glare and light spill. Landscape  Screening: Board Members and members of the public requested the addition of more landscaping along the western property line and expressed concern regarding the landscaping along the southern property line and its effectiveness at screening the project from view. The applicant verified that the southern landscaping would include two different tree species with varying heights and growth patterns within an adequate planting area. Additional landscaping will be added to the western property line either on- site or on the neighboring property. Shrubs and vines would be included Tree Removal  Five Town-protected valley oak trees are proposed for removal. RECOMMENDATION Review and recommend approval of the architecture, color and material board, and landscape design for Development Plan request DEV24-0009 allowing the development of the Ivy, a 105-unit assisted living facility, and Tree Removal Permit request (TR25- 0013) to allow the removal of five Town-protected trees.
