SUBJECT: Resolution No. 20-2025, awarding a construction contract for the Diablo
Vista Park Multi-Sport Skate Park, CIP B-616
BACKGROUND
The Capital Improvement Program (CIP) includes CIP Project B-616 which would
construct a multi-sport skate park at Diablo Vista Park. The addition of a skate park was
included as a potential destination outdoor recreation facility in the Parks, Recreation and
Arts Strategic Plan adopted by the Town in 2017.
The project improvements include an 11,000-square-foot multi-use skate park
incorporating features for a variety of ages and users. The park’s iconic elements such as
the ‘snake’ feature and existing hill allowing a southern view are preserved. CIP Project
B-560, which would replace and upgrade the existing children’s play area, is a separate
project which would be located adjacent to the skate park.
In 2021, CIP projects B-560 and B-616 were combined to proceed with design and
construction. This combined project approach was pursued because the children’s play
area and skate park sites are located adjacent to one another, and it presented an
opportunity to achieve economies of scale and more favorable construction bids.
Construction bids were solicited in Spring 2024. Only two bids were received. After
considering all the information presented, the Town Council rejected both bids at their
July 2, 2024, meeting.
The Town Council subsequently opted to proceed with re-bidding and constructing the
two projects separately. On January 17, 2025, the Town issued a call for bids for CIP B-
616 – Diablo Vista Multi-Sport Skate Park.
DISCUSSION
Five bids were received and opened on February 27, 2025. The lowest bid was submitted
by Suarez and Munoz Construction Inc., of Hayward, California, with a base bid of
$1,828,753. Two bid alternate items were also included as a part of the bid package. The
bid alternate items included:
Alternate 1 – Boulders
Alternate 2 – Night Lighting (underground conduit included in base bid)

Bid results are summarized in Attachment B.
The following table summarizes the engineer’s estimate, bid plus contingency costs for
the base bid and the two bid alternates:

Construction cost for the base project including a 10% contingency is $2,011,628. The two
bid alternate items, plus a 10% contingency total an additional $415,052.
This report recommends awarding the construction contract to Suarez and Munoz
Construction Inc., of Hayward, California, based upon the base bid for the project.
PUBLIC CONTACT
Posting of the meeting agenda serves as notice to the general public. Before construction
begins, residents within proximity to the project will be notified by the contractor in
writing. In addition, project identification signs will be posted together with changeable
message boards.
FISCAL IMPACT
The low bid amount of $1,828,753 plus a 10% contingency amount of $182,875 yields a
total construction budget of $2,011,628. Sufficient funds are available in CIP Project No.
B-616 to fund the award of contract to Suarez and Munoz Construction Inc.

RESOLUTION NO. 20-2025
AWARDING A CONSTRUCTION CONTRACT FOR THE DIABLO VISTA PARK
MULTI-SPORT SKATE PARK, CIP B-616
WHEREAS, the Danville Town Council has previously approved funding in the Capital
Improvement Program for the Diablo Vista Park Multi-Sport Skate Park, CIP B-616; and
WHEREAS, the Town has determined that the project is Categorically Exempt from
requirements of the California Environmental Quality Act (CEQA); and
WHEREAS, bids were solicited from contractors for the project; and
WHEREAS, the City Clerk of this Town did, in open session on the 27th day of February,
2025, publicly open and read aloud the sealed bids received as required by law; and
WHEREAS, the low responsive bid was submitted by Suarez and Munoz Construction
Inc., of Hayward, California and the City Engineer recommends awarding a construction
contract to said contractor, based upon the base bid; now, therefore, be it
RESOLVED, by the Danville Town Council, that the Town award a construction contract
for the Diablo Vista Park Multi-Sport Skate Park, CIP B-616, to Suarez and Munoz
Construction Inc., of Hayward, California; and, be it further
RESOLVED, by the Danville Town Council, that the Town Manager be and hereby is
authorized to execute, on behalf of the Town, a written contract with Suarez and Munoz
Construction Inc., of Hayward, California for $1,828,753 and authorize the use of a 10%
contingency not to-exceed $182,875 for a total construction budget of $2,011,628 for work
in connection therewith, and the City Clerk is hereby directed to attest same and affix
thereto the official seal of the Town; and, be it further
RESOLVED, that the Town shall within five (5) days of the adoption of this resolution,
transmit an Extract of Public Works contract award to the Department of Industrial
Relations, Division of Apprenticeship Standards, P.O. Box 420603, San Francisco, CA
94142. (Note: Should a finding of any discrepancy regarding this ratio of apprentices to
journeymen be made, the Town shall notify the Division of Apprenticeship Standards of
such findings.)

PROJECT APPROPRIATION AND FUNDING
The Parks, Recreation and Arts Commission recommends this as a high
priority parks project. The project is identified in the Parks, Recreation,
and Arts Strategic Plan as an important enhancement to the Parks,
Recreation, and Arts system.
2018/19: Study for potential locations will include search for a location
and a conceptual design. (COMPLETE)
2024/25: Multi-sport skate park construction, planned in conjunction
