HomeMy WebLinkAbout031825-06.4TO: ADMINISTRATIVE STAFF REPORT 6.4 Mayor and Town Council March 18, 2024 SUBJECT: Resolution No. 15-2025, appropriating funding for the November 2024 municipal election BACKGROUND A municipal election was held in Danville on Tuesday, November 5, 2024, to elect three members to the Danville Town Council for four-year terms. The Contra Costa County Elections Division administered Danville's Municipal Election. Consistent with long- standing practice, the Elections Division provided the Town with an estimate to administer the election based on a registered voter population at that time of 32,251, with three Town Council at -large seats on the ballot. The estimate provided to the Town was $38,000 - $45,000, with final costs to be determined following the election. Based on that estimate, a total of $45,000 was appropriated in the 2024/25 operating budget. Historically, the estimate provided to the Town has aligned with the budgeted amount, and the final invoice for services. DISCUSSION The Town has now received the final cost for the election from the County Elections Division. The total is $75,122, greatly exceeding the previous estimates. Town staff has asked for clarification from the County to justify the cost. The only response provided is that election costs increased by 30-40% over estimate, but no details or further explanation was provided. Based on the cost, it is necessary to appropriate additional funds. This situation was not unique to Danville, as most all of the other cities in Contra Costa County were billed in excess of the estimate initially provided. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. FISCAL IMPACT The Town included $45,000 in the FY 2024/25 budget for election administration purposes, meaning that an additional $30,122 is required to pay the total due of $75,122. It is recommended that the Town Council appropriate $30,122 from the General Fund Contingency Fund to pay to Contra Costa County for the municipal election. RECOMMENDATION Adopt Resolution No. 15-2025, appropriating funding for the November 2024 municipal election.
