SUMMARY OF ACTIONS
March 4, 2025 - DRAFT
1. CALL TO ORDER
The regular meeting of the Danville Town Council was called to order by Mayor
Morgan at 5:00 p.m. at the Town Meeting Hall, 201 Front Street, Danville, CA.
Present: Renee Morgan, Mayor
Mark Belotz, Councilmember
Karen Stepper, Councilmember
Excused: Newell Arnerich, Vice Mayor
Robert Storer, Councilmember
2. PLEDGE OF ALLEGIANCE TO THE FLAG
The pledge of allegiance was led by Ryan, a scout in attendance.
3. CHANGES TO THE ORDER OF THE AGENDA
There were no changes to the order of the agenda.
4. FOR THE GOOD OF THE TOWN
Carol Mascali informed the Town Council and the community of the 988 Suicide
and Crisis Lifeline which offers 24/7 support for mental health, substance use and
more.
Dave Fong introduced Amy Millington, President, of the Danville Area Chamber
of Commerce.
The following individuals expressed support for the multi-sport skatepark
proposed for Diablo Vista Park:

for considering reasonable accommodation under the Town Zoning
Ordinance
6.4Consider adoption of Resolution No. 13-2025, designating the Danville
Grange located at 743 Diablo Road as a Danville Heritage Resource and
approving a historic incentive package REMOVED FOR PUBLIC

Manager to execute a Regulatory Agreement and Declaration of Restrictive
Covenants for the below-market rate units associated with the previously
approved 167-unit residential multifamily development at 3020 Fostoria
Way (the Borel property)

Mayor Morgan opened the item to public comment.
David Peers asked what the designation would do with respect to the property and what
the change means. He requested that the Town Council not make a change that would
preclude residential development on the property.
Lynette Dupree echoed the comments by David Peers and asked if the designation would
affect the noise ordinance or would the designation impact the surrounding
neighborhood.

Mayor Morgan closed the item to public comment.
City Attorney Rob Ewing responded to speaker questions and stated that the permitted
use of the property would not change; the historic designation would not preclude the
ability of the Town to make modifications to the noise ordinance; and, the historic
designation makes the Grange eligible to apply for reduced property taxes and the
potential waiver of Town building permit fees, should the Grange apply for building
permits.
