HomeMy WebLinkAbout031325-05.5 DESIGN REVIEW BOARD STAFF REPORT 5.5 TO: Design Review Board Members March 13, 2025 SUBJECT: Review and provide comments on the architecture, color and material board, and landscape design for Development Plan request DEV24-0009 allowing the development of the Ivy, a 105-unit assisted living facility. The property is located at 828 Diablo Road, currently occupied by Sloat Garden Center. PROJECT DESCRIPTION The project includes a Development Plan request (DEV24-0009) to review architectural elevations, material colors, and landscaping for the proposed 112,124 +/- square foot assisted living facility. This development was submitted as a Preliminary Housing Development Application under SB 330. This property was rezoned to the Town’s M-35; Multifamily High/Special zoning district as part of the Town’s 2023-2031 Housing Element process. EVALUATION Architecture  This development is evoking the Density Bonus Law and is requesting waivers. These waivers include: a reduction of second and third story setbacks from 50 feet to 30 feet, a reduction of the open area requirement from 25% to 23%, the allowance of retaining walls to exceed six feet in height, and the allowance of a height up to 40 feet where an average height of 35 feet is allowed.  The proposed development is a three story 105 unit assisted living facility with a maximum building height of 40 feet. The majority of the roof line is at a height of 35 feet or 37 feet with roof gables and hipped roof features extending up to 40 feet.  The proposed development has off-white lap siding, dark grey vertical board and batten, tan stone veneer, dark grey window frames, and charcoal roofing.  Staff recommends that the third story be pushed back to reduce the three-story massing and to allow for additional landscaped patio areas. The Ivy Care Facility – Development Plan 2 March 13, 2025 Landscape  All trees are a minimum of 15-gallon container sizes and the shrubs are a minimum of 5-gallons in size.  Trees and tall shrubs are placed along the southern property line to help reduce the visual impact on surrounding properties.  Staff recommends the addition of tree wells or landscape fingers in the parking lot to add additional screening and temperate controlling measures.
