DESIGN REVIEW BOARD STAFF REPORT 5.3
TO: Design Review Board Members March 13, 2025
SUBJECT: Review and approve the architectural drawings, landscape design, and
colors and materials for Development Plan request DEV24-0013 allowing the
development of a new single-family residence with a detached ADU, and
Tree Removal request TR25-0004 allowing the removal of one Town-
protected 27” diameter Valley Oak tree located on Parcel D of 824 Danville
Blvd.
PROJECT DESCRIPTION/BACKGROUND
The subject site is part of a four-lot Minor Subdivision MS 870-2022, referred to as Parcel
D. The subdivision was approved by the Planning Commission on March 28, 2023,
following a public hearing that was held on March 14, 2023.
The Development Plan proposes a 4,115 square-foot single-family residence and a 743
square-foot detached Accessory Dwelling Unit (ADU). This lot will be connected to
Danville Boulevard via a private road to be constructed by the applicant.
EVALUATION
Architecture
The proposed development is consistent with the Town’s R-20; Single Family
Residential District Zoning criteria including height and setback standards.
The proposed two-story residence has approximately 4,115 square feet of living
space, two garages (a two-car garage and a one-car garage, totaling 985 square feet),
and an ADU of 743 square feet. The main residence also includes a 170-square-foot
porch at the entrance and a 350-square-foot loggia, providing additional dining
space in a covered outdoor setting. The second floor is set back from all sides of
the first floor.
The exterior treatments of the main residence and ADU will share the same
materials and colors under a neutral color palette. Exterior walls are gray stucco
with brownish-gray stone accents, trims and windows are in bronze color, and
gutters and roofs in a darker brown.

Tree Removal
Tree removal permits supported by an arborist report have previously been
approved by the Planning Commission during the subdivision application process.
Two additional trees located at the southwestern corner of the lot, tree #65 and #66,
are proposed for removal to allow for the construction of the detached ADU. Tree
#65 is not protected, while tree #66 is a Town-protected Valley Oak that is 27” in
diameter. The arborist report dated March 22, 2022, states that tree #66 is in poor
condition and recommended for removal.
Landscaping
Two trees that were identified for retention, Tree #46 and Tree #63, and have been
incorporated into the proposed landscape plan.
RECOMMENDATION
Review and approve the architectural drawings, landscape design, and colors and
materials for Development Plan request DEV24-0013 allowing the development of a new
single-family residence with a detached ADU, and Tree Removal request TR25-0004

INCLUDE A LIST OF CONTRACT PERSONS WITH NAME, TITLE, PHONE NUMBER AND AREA OF
RESPONSIBILITY. THE PERSON RESPONSIBLE FOR MAINTAINING THE LIST SHALL BE INCLUDED.
THE LIST SHALL BE KEPT CURRENT AT ALLTIMES AND SHALL CONSIST OF PERSONS WITH
AUTHORITY TO INITIATE CORRECTIVE ACTION IN THEIR AREA OF RESPONSIBILITY. THE NAMES OF
INDIVIDUALS RESPONSIBLE FOR DUST, NOISE AND LITTER CONTROL SHALL BE EXPRESSLY
IDENTIFIED IN THE NOTICE.
ALL CUT SLOPES SHALL BE ROUNDED TO MEET EXISTING GRADES AND BLEND WITH
SURROUNDING TOPOGRAPHY. ALL GRADED SLOPES OVER 1.5 METERS (FIVE FEET) IN HEIGHT
SHALL BE PLANTED WITH SUITABLE GROUND COVER.
ALL EARTH SWALES SHALL BE 1% MINIMUM SLOPES, AND 4% MAXIMUM SLOPES.
WHERE SOILS OR GEOLOGIC CONDITIONS ENCOUNTERED IN GRADING OPERATIONS ARE
DIFFERENT FROM THAT ANTICIPATED IN THE SOILS REPORT, A REVISED SOILS REPORT SHALL BE
SUBMITTED FOR REVIEW AND APPROVAL BY THE CITY ENGINEER. IT SHALL BE ACCOMPANIED BY
AN ENGINEERING AND GEOLOGICAL OPINION AS TO THE SAFETY OF THE SITE FROM SETTLEMENT

WITHIN 30.5 METERS (100 FEET) OF THE FIND SHALL BE HALTED, THE TOWN PLANNING DIVISION
NOTIFIED, AND A PROFESSIONAL ARCHAEOLOGIST, CERTIFIED BY THE SOCIETY OF CALIFORNIA
ARCHAEOLOGY AND/OR THE SOCIETY OF PROFFESSIONAL ARCHAEOLOGY, SHALL BE NOTIFIED.
SITE WORK IN THIS AREA SHALL NOT OCCUR UNTIL THE ARCHAEOLOGIST HAS HAD AN

SUITABLE DISPOSAL AND/OR TREATMENT OF ANY CONTAMINATED SOIL SHALL MEET ALLFEDERAL
STATE AND LOCAL REGULATIONS. IF DEEMED APPROPRIATE BY THE HEALTH DEPARTMENT, THE
APPLICANT SHALL MAKE PROVISIONS FOR IMMEDIATE CONTAINMENT OF THE MATERIALS.
RUNOFF FROM ANY CONTAMINATED SOIL SHALL NOT BE ALLOWED TO ENTER ANY DRAINGE
FACILITY, INLET OR CREEK.
ALL GRADING ACTIVITY SHALL ADDRESS NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
(NPDES) CONCERNS. SPECIFIC MEASURES TO CONTROLSEDIMENT RUNOFF, CONSTRUCTION
POLLUTION AND OTHER POTENTIAL CONSTRUCTION CONTAMINATION SHALL BE ADDRESSED
THROUGH THE EROSION CONTROL PLAN (ECP) AND STORM WATER POLLUTION PREVENTION
PLAN (SWPPP). A NPDES CONSTRUCTION PERMIT MAY BE REQUIRED, AS DETERMINED BY THE
CITY ENGINEER.

ALL DEVELOPMENT SHALL TAKE PLACE IN COMPLIANCE WITH THE TOWN EROSION CONTROL
ORDINANCE (ORD. 91-25). RESTRICTIONS INCLUDE LIMITING CONSTRUCTION PRIMARILY TO THE
DRY MONTHS OF THE YEAR (MAY THROUGH OCTOBER) AND, IF CONSTRUCTION DOES OCCUR
DURING THE RAINY SEASON, THE DEVLEOPER SHALL SUBMIT AN EROSION CONTROL PLAN TO
THE CITY ENGINEER FOR REVIEW AND APPROVAL. THIS PLAN SHALL INCORPORATE EROSION
CONTROL DEVICES SUCH AS THE USE OF SEDIMENT TRAPS, SILT FENCING, PAD BERMING AND
OTHER TECHNIQUES TO MINIMIZE EROSION.

GENERAL NOTATION:
THE LANDSCAPE CONTRACTOR SHALL INSPECT THE SITE AND BE FAMILIAR WITH ALL
EXISTING SITE CONDITIONS PRIOR TO BIDDING THE JOB. CONTRACTOR SHALL NOT
WILLFULLY PROCEED WITH CONSTRUCTION AS SHOWN WHEN IT IS OBVIOUS THAT
OBSTRUCTIONS, UTILITIES, LANDSCAPE GRADE DIFFERENCES, OR LANDSCAPE AREA

SOIL TEST:
THE LANDSCAPE CONTRACTOR IS RESPONSIBLE TO OBTAIN A SOILS ANALYSIS FROM
AN APPROVED LAB TO INDICATE WHAT AMENDMENTS WOULD BE APPROPRIATE TO ADD
TO THE SOIL PREPERATION REGIME. TESTS SHOULD ANALYZE SOIL FERTILITY,
HORTICULTURAL SUITABILITY, AND PHYSICAL CHARACTERISTICS AND SHOULD
RECOMMEND APPROPRIATE CORRECTIVE MEASURES. SOIL TEST SHALL BE SUBMITTED
TO THE LANDSCAPE ARCHITECT PRIOR TO PLANTING.
SOIL PREPARATION:
THE LANDSCAPE CONTRACTOR SHALL BE RESPONSIBLE FOR FINISH GRADING AND ALL
PLANTING AREA DRAINAGE. POSITIVE DRAINAGE AWAY FROM HOUSE (2 % MIN.) SHALL
BE MAINTAINED. NO LOW SPOTS WHICH HOLD STANDING WATER WILL BE ACCEPTED.
THE LANDSCAPE CONTRACTOR SHALL INCORPORATE BACKFILL SOIL MIXES IN
