1. CALL TO ORDER
The regular meeting of the Danville Town Council was called to order by Mayor
Morgan at 5:00 p.m. at the Town Meeting Hall, 201 Front Street, Danville, CA.
Present: Renee Morgan, Mayor
Newell Arnerich, Vice Mayor

Karen Stepper, Councilmember

2.PLEDGE OF ALLEGIANCE TO THE FLAG
The pledge of allegiance was led by Dave Clark.

5.1Presentation of a proclamation to Shanelle Scales-Preston, Contra Costa
County Supervisor District 5, proclaiming February 2025 as Black History
Month
Mayor Morgan presented proclamations to Dave and Lucretia Clark, and
Shanelle Scales-Preston, Contra Costa County Supervisor District 5.

6.1Consider approval of the Summary of Actions from the regular Town
Council meeting of January 14, 2025

6.3Consider adoption of Resolution No. 3-2025, approving Minor Subdivision
MS 852-2019 and accepting the public improvements and dedications for a
two-lot subdivision located at 2434 Tassajara Lane
6.4Consider adoption of Resolution No. 4-2025, accepting a Grant of Public
Trail Access Easement for Public Trail Access located at 2434 Tassajara Lane
6.5Consider adoption of Resolution No. 5-2025, awarding a professional

Danville Landscaping and Lighting Assessment District No. 2025-1 and
ordering preparation of the required Engineer’s Report pursuant to the
Landscaping and Lighting Act of 1972 and Section 4 of Article XIIID of the
California Constitution

TO APPROVE THE CONSENT CALENDAR
Councilmember Stepper expressed the importance of the Landscaping and
Lighting Assessment District.

7.1 Monthly Town Manager’s report by Joe Calabrigo
Joe Calabrigo provided the report on the Landscaping and Lighting
Assessment District.
8. COMMUNICATIONS
8.1Recruitment announcement by City Clerk Marie Sunseri for 20 positions
open to Danville residents interested in volunteering
City Clerk Marie Sunseri announced the following recruitments:
a.Bicycle Advisory Commission: 2 regular members
b.Heritage Resource Commission: 2 regular members; 1 licensed architect
c.Parks, Recreation and Arts Commission: 4 regular members; 1 alternate
d.Youth members: 1 Parks, Recreation and Arts Commission
1 Arts Advisory Board

9. PUBLIC HEARINGS
9.1Consider adoption of Resolution No. 8-2025,approving the issuance of the
California Municipal Finance Authority Exempt Facility Bonds in an
aggregate principal amount not to exceed $30,000,000 for the purpose of
financing or refinancing the acquisition, construction, improvement and
equipping of Walnut Apartments and certain other matters relating thereto
City Attorney Rob Ewing presented the staff report.

Ramon Amaral, NorCal Carpenters Union, expressed the importance of
affordable housing and opposed the project in its current form due to pay
and labor standards.
Mayor Morgan closed the item to public comment.
Vice Mayor Arnerich questioned whether prevailing wage applies to the
Finance Authority.
Mr. Ewing stated there was no condition of approval on this project and
there is no Town requirement for prevailing wage.
MOTION BY COUNCILMEMBER STORER, SECOND BY COUNCILMEMBER BELOTZ,
TO ADOPT RESOLUTION NO. 8-2025, APPROVING THE ISSUANCE OF THE
CALIFORNIA MUNICIPAL FINANCE AUTHORITY EXEMPT FACILITY BONDS IN
AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $30,000,000 FOR THE
PURPOSE OF FINANCING OR REFINANCING THE ACQUISITION,
CONSTRUCTION, IMPROVEMENT AND EQUIPPING OF WALNUT APARTMENTS
AND CERTAIN OTHER MATTERS RELATING THERETO
MOTION CARRIED 5-0
10. ADMINISTRATIVE STAFF REPORTS
10.1Consider adoption of Resolution No. 9-2025, authorizing Community
Events Support for Calendar Year 2025; and, Resolution No. 10-2025,
