HomeMy WebLinkAbout021225-05.1 PARKS, RECREATION AND ARTS COMMISSION STAFF REPORT 5.1 TO: Parks, Recreation and Arts Commission February 12, 2025 SUBJECT: Consider approval of the Tassajara Valley Little League Scoreboard Plaque Proposal at Sycamore Valley Park BACKGROUND Tassajara Valley Little League (TVLL) is a longtime member of the Sports Alliance and the primary user of baseball fields #1 and #5 (the upper-level grass fields) at Sycamore Valley Park during their season, which generally runs from March through July of each year. The Town enjoys a successful partnership with TVLL at Sycamore Valley Park, including their maintenance of the grass and dirt infields at fields #1 and #5, the scorekeeper booths at fields #1, #2, #3, #5 and #6, their annual use and upkeep of the snack shack during their season, and coordination for tournaments and events. In 2024, TVLL approached the Commission with a request to fund the installation of a scoreboard on Sycamore Valley Park field #5 and received approval. DISCUSSION Construction of the scoreboard began in January 2025 and is nearing completion. The scoreboard design initially included the TVLL logo and was approved by the Commission, but the league subsequently decided to showcase the Town’s logo instead. Rather than include the TVLL logo, the league is requesting to install a plaque on the concrete base of the scoreboard in memory of Bobby Carter, who played in the league and whose family, along with TVLL, donated the funds for the scoreboard project. The plaque would be approximately 20” by 18” with the inscription: This scoreboard has been donated by The Carter Family and Tassajara Valley Little League, in loving memory of Bobby Carter. "It doesn't matter if you fail as you long you give the perfect effort" In 1992, the Town Council adopted Resolution No. 171-92, approving guidelines for naming parks or dedicating facilities. The Guidelines state that, while the general policy is to not name parks for people, park amenities may be named for individuals; that benefit to the community is an over-riding consideration when recognizing an individual or organization; and that names for parks or amenities are usually selected based on local contribution by a community leader, volunteer or organization. Based on the criteria above, along with the donation of the scoreboard by TVLL and the Carter family, the proposed plaque being tied directly to the scoreboard rather than the overall park or even the field it is located within, and the benefit provided to the community through the Town’s relationship with TVLL over the years, staff considers the requested plaque appropriate for the location. RECOMMENDATION Approve the Tassajara Valley Little League Scoreboard Plaque Proposal at Sycamore Valley Park.
