DESIGN REVIEW BOARD STAFF REPORT 5.3 TO: Design Review Board Members February 13, 2025 SUBJECT: Review and deny Sign Permit request SR25-0002 to allow for a total of three hanging signs for F&M Bank located within Lunardi’s Markets at 345 Railroad Ave which require an exception to the Iron Horse Plaza Master Sign Program. PROJECT DESCRIPTION This request is for two new hanging signs for F&M Bank located within Lunardi’s Markets. Two hanging signs were previously approved under SR24-0019. This application requests to replace one existing hanging sign with two new hanging signs, for a total of three signs. EVALUATION • The Master Sign Program for the Iron Horse Plaza outlines the allowed signs for Lunardi’s. F&B Bank is a subtenant of Lunardi’s and does not have additional signage granted as part of the Master Sign Program. The existing signs for F&M Bank have been approved beyond the limitations outlined in the Master Sign Program. • The Town’s Sign Control Ordinance allows two signs per tenant if the two signs have different visual orientations. Staff feel that three signs are not necessary to provide adequate wayfinding for a subtenant. • The proposed signs include two new and one existing non-illuminated hanging signs with raised white lettering and blue and grey backing with an area of 9.45 square feet. • The two new signs would be placed on either side of the portico located along Railroad Ave. The two existing signs previously approved under SR24-0019 are in the same location as the previous signage for past Lunardi’s subtenant banks, with one facing Railroad Ave and one facing the northwest parking lot. It outlines the type, size, location, colors, installation, character, and illumination of all tenant signage. Conformance to the criteria will be strictly enforced. 1. GENERAL REQUIREMENTS All signs are subject to the following limitations and regulations: A. Each tenant shall submit to the landlord for approval four (4) copies of detailed drawings indicating the location, size, color, layout, design, illumination, materials and method of installation. Material and/or color samples shall be submitted for review by the Landlord and the Town of Danville, in accordance with the approved color board. B. All permits required by the Town of Danville and associated fees shall be obtained and paid for by the tenant or tenant’s representative. C. All signs shall be constructed and installed at the tenant’s expense. D. Tenant shall be responsible for the fulfillment of all requirements and specifications provided by the Sign Program and all other applicable codes and ordinances of the Town of Danville. E. All signs shall be reviewed for conformance with the Master Sign Program and for overall design, material and workmanship quality. Approval of the final SIGNAGE and the correctness of installation shall be at the sole discretion of the Landlord and the Town of Danville. F. Tenant shall be responsible for the installation and maintenance of the tenant signage. Should tenant’s sign require repair, Landlord shall give Tenant written notice to affect said maintenance or repair. G. Should Tenant fail to comply with written notice within thirty (30) days of receipt of notice, Landlord shall have the right to remedy the matter and charge the Tenant all costs associated with repair and/or maintenance including Landlord’s administrative costs. H. All sign contractors must be fully licensed, and must provide Landlord with a certificate of liability insurance prior to commencing any work on the property. I. Illumination of all secondary tenant signs shall be turned off during the evening hours at the same approximate time, or in no case later than 12:00 p.m., except those tenants which are authorized by the Town of Danville to remain open for business after 12:00 p.m. For those tenants who are authorized by the Town of Danville to remain open after 12:00 p.m., the signs shall be illuminated only during the authorized business hours. Landlord reserves the right to refuse acceptance of any design for aesthetic compliance to the theme of the IRON HORSE PLAZA as interpreted by the Landlord. K. Minor variations shall be permitted if approved by the Landlord and the Town of Danville. L. Upon termination of tenant’s lease, all existing non-conforming tenant signage shall be removed at the tenant’s expense. All new tenant signage shall comply with the current Master Sign Program. 2. MONUMENT SIGNAGE A. CENTER IDENTIFICATION – MONUMENT SIGN (See Exhibits SN-1, SN-2 and SN-11) 1) A monument sign to be located at the primary entry off San Ramon Valley Boulevard and is designed to identify the project. 2) The maximum area shall be 35 square feet per side. (Two-sided) 3) The maximum height shall be seven feet measured from the finished grade. 4) Sign shall be located a minimum of three feet behind the sidewalk or two feet from the property line whichever is greater. 5) The sign shall be limited to the name of the building complex. 6) The sign may be directly illuminated or internally illuminated. 7) Final design of monument sign must be reviewed and approved by Town of Danville Design Review Board prior to installation. At the Design Review Board’s discretion, alternative designs may be considered. B. CLOCK DISPLAY (See Exhibit SN-10 & SN-11) GROUND SIGN 1) This display has been designed to provide a community service awareness and art display at corner of Building 6 and School Street. This display will provide non- illuminated incidental signage for the two major tenants occupying Building 2 and Building 6. Iron Horse Plaza Master Sign Program 5 of 27 September 2011 3. ALLOWABLE SIGNAGE A. RETAIL BUILDINGS Type A – METAL CHANNEL LETTERS – BLDGS 1, 2, 3 & 4 (See Exhibits SN-1, and SN-3 through SN-6) These signs may be installed on store fascia as shown in the Master Sign Program and as approved by the Landlord and the Town of Danville for identification of tenant. Signage area on the stores shall reflect that required by the Town of Danville Sign Ordinance – 0.75 square feet of signage per one linear foot of building frontage up to a maximum of 75 square feet. 1) All building signs shall be directly illuminated metal channel letters. (18” maximum height) 2) The wording of the signs shall be limited to the store name only and such name shall not include any items sold therein. 3) The use of corporate logos and trade style shall be permitted (subject to Landlord’s approval) provided such logos or trade style do not exceed the allowed height for the tenant signage and are within the allowable sign area. 4) Maximum height of the mounted sign shall not exceed 15’-0” above finished grade. Type B – CANOPY-MOUNTED METAL LETTERS – BLDGS 1 & 2 (See Exhibits SN-1, SN-3 and SN-4) These signs may be installed on the metal canopies as shown in the Master Sign Program and as approved by the Landlord and the Town of Danville for identification of tenant. Signage area on the stores shall reflect that required by the Town of Danville Sign Ordinance – 0.75 square feet of signage per one linear foot of building frontage up to a maximum of 75 square feet. 1) All building signs shall be individual directly-illuminated metal channel letters. (18” maximum height) 2) The wording of the signs shall be limited to the store name only and such name shall not include any items sold therein. 3) The use of corporate logos and trade style shall be permitted (subject to Landlord’s approval) provided such logos or trade style do not exceed the allowed height for the tenant signage and are within the allowable sign area. 4) Maximum height of the mounted sign shall not exceed 15’-0” above finished grade. Iron Horse Plaza Master Sign Program 6 of 27 September 2011 Type C – AWNING SIGNS – BLDG 5 (See Exhibits SN-1 and SN-7) These signs may be installed on store fascia as shown in the Master Sign Program and as approved by the Landlord and the Town of Danville for identification of tenant. Signage area on the stores shall reflect that required by the Town of Danville Sign Ordinance – 0.75 square feet of signage per one linear foot of awning length or 75% of the flat vertical plane of the awning where the sign is located, whichever is less, up to a maximum of 20 square feet per awning. 1) All building signs shall be painted letters. (18” maximum height). 2) Sign letters shall be located on a flat vertical plane of the awning. 3) Direct illumination is permitted for pedestrian walkways under the canopy of the awning, internally illuminated canopies are prohibited. 4) The wording of the signs shall be limited to the store name only and such name shall not include any items sold therein. 5) The use of corporate logos and trade style shall be permitted (subject to Landlord’s approval) provided such logos or trade style do not exceed the allowed height for the tenant signage and are within the allowable sign area. 6) Maximum height of the mounted sign shall not exceed 12’-0” above finished grade. Type D – BLADE SIGNS – BLDGS 1, 2, 3, 4, 5 & 6 (See Exhibit SN-9) These signs may be installed on store fascia as shown in the Master Sign Program and as approved by the Landlord and the Town of Danville for identification of tenant. Blade signs are predominately included for the pedestrian oriented traffic. These signs project away from storefronts, are double sided and non-illuminated. 1) All blade signs shall be mounted using the approved bracket design. 2) Sign lettering can be printed or digitally printed graphics. 3) The wording of the signs shall be limited to the store name only and such name shall not include any items sold therein. 4) The use of corporate logos and trade style shall be permitted (subject to Landlord’s approval) provided such logos or trade style do not exceed the allowed height for the tenant signage and are within the allowable sign area as shown for these sign types. Iron Horse Plaza Master Sign Program 7 of 27 September 2011 Type D – BLADE SIGNS – BLDGS 1, 2, 3, 4, 5 & 6 (See Exhibit SN-9) (Continued) 5) Minimum height of these signs above grade shall not be less than 7’-6” to avoid pedestrian entanglement. 6) These signs are to be located in close proximity to retailers’ entry doors. 7) Signs shall be of aluminum construction painted Duranodic Bronze with white lettering. Use of corporate colored logos is subject to Landlord and Town of Danville approval. B. LUNARDI’S (BLDG 6) – (See Exhibits SN-1 and SN-8) Type E – METAL CHANNEL LETTERS These signs may be installed on store fascia as shown in the Master Sign Program and as approved by the Landlord and the Town of Danville for identification of the supermarket tenant. No signage will be allowed on the West elevation. 1) All building signs shall be individual directly-illuminated channel letters. (24” maximum height). 2) Maximum height of the mounted sign shall not exceed 22’-0” above finished grade. 3) The wording of the signs shall be limited to the store name only and such name shall not include any items sold therein. 4) The use of corporate logos and trade style shall be permitted (subject to Landlord’s approval) provided such logos or trade style do not exceed the allowed height for the tenant signage and are within the allowable sign area. Type F – PORTICO SIGN – BLDG 6 (See Exhibit SN-10) This architectural feature has been designed to accentuate a primary entrance to Lunardi’s Market and is installed as shown in the Master Sign Program as approved by the Landlord and the Town of Danville for identification of the supermarket tenant. 1) Supermarket identification is allowed. 2) Raised internally illuminated letters as shown in sign program exhibits. Iron Horse Plaza Master Sign Program 8 of 27 September 2011 C. INCIDENTAL TENANT SIGNAGE 1) Tenant Window Signage (size to be limited to 25% of the contiguous window area) A. Tenant may display honored credit card decals on entry door only. Store hours may be included next to the door on the storefront. B. Tenant addresses are to be fabricated and installed above entrance door using 6” high Helvetica style numerals using Scotchcal vinyl or equal. Color shall be dark grey. C. The sign shall be compatible with the Architectural style of the building and shall be in proportion and scale with the space it is located. The sign shall be applied to the window in a professional manner and shall be of a permanent nature. D. TEMPORARY ADVERTISING AND PROMOTIONAL SIGNS It is intended that temporary advertising and promotional signage will advertise or promote a tenant’s “grand opening”, relocation, “going out of business” event, or a special event within the shopping center sponsored by the Landlord. All such signs shall be reviewed and approved by the Landlord and the Town of Danville. 1) Promotional signs may be either flags, banners, pennants or other similar devices that are professionally designed and fabricated from durable and weatherproof materials. 2) The copy shall announce only the tenant’s and/or the shopping center’s name and the special event. 3) The location of temporary signs shall be on building exteriors, secured to or suspended from a building wall or flag pole. They may not be affixed to a tree, roof or fence. 4) Each tenant is allowed one sign, and two “shopping center-wide” signs announcing Landlord-sponsored events are allowed. The signs may be on display for a maximum of fourteen consecutive days. 5) The signs may not be more than twelve feet in height above the ground level, and must be placed so as not to create safety hazards, block required pedestrian and/or vehicle access ways, and/or obstruct signs identifying adjoining establishments. GENERAL INFORMATION The following section outlines the acceptable scope of work, quality standards and materials for Iron Horse Plaza: A. ELECTRICAL AND ILLUMINATION 1) All fabrication and installation shall comply with all Underwriters Laboratories requirements and specific state and local codes. All components shall bear the U.L. label indicating approval and be manufactured and installed by a U.L. certified shop. 2) All conductors, transformers, ballasts and other equipment shall be concealed. 3) Primary electrical service to all tenant signs shall be placed on tenant’s electric service. Tenant will provide time clocks and photo cells for use in conjunction with the electric service. 4) The illumination of all sign components shall be uniform in intensity over all of the illuminated surfaces. No noticeable hot spots or shadows will be allowed. 5) Illumination and electric specifications must appear on all shop drawings. 6) All glass housings, electrodes, tube supports, glass tubing, high voltage cable and all miscellaneous components shall be of first quality industry standards and listed with Underwriters Laboratories. 7) Illumination of all tenant signs shall not exceed that as specified in the lighting description for each of the individual signs described in this document. B. CONSTRUCTION 1) All bolts, fastenings, clips, conduits, etc. shall be hot-dipped galvanized iron or equal. Where externally mounted, all items shall be painted to match the exterior color of the surfaces mounted thereon. 2) All manufacturers/installers are advised that prior to final acceptance, each unit may be inspected for conformance by an authorized representative of the Landlord. Any signs, before or after installation, found not to be in conformance will be rejected and removed immediately by the tenant or tenant’s contractor. 3) No substitutes will be accepted by the Landlord whatsoever unless so indicated in specifications and approved by both the Landlord and the Town of Danville. 4) Shop drawings are required prior to start of any work detailing all specifications and methods of construction and must be approved by the Landlord. INSTALLATION / REMOVAL 1) All penetrations of any building structure required for sign installation shall be neatly sealed and continuously maintained in watertight condition. 2) All contractors for installation, removal or service must be fully licensed and must provide the Landlord with certificates of insurance prior to commencing any work. 3) All methods of attachment to any structure must be detailed on shop drawings and be approved by the Landlord and the Town of Danville. 4) Sign removals shall include the patching and repairing of entire work area plus the repainting of any “ghosted” areas as directed by the Landlord. D. PROHIBITED SIGNS 1) Conformance to the guidelines for signs at the Town of Danville will be strictly enforced. Any nonconforming or unapproved signs are strictly forbidden. 2) Flashing, blinking, moving, animated or audible effects are prohibited. 3) Illuminated signs, including NEON on exterior walls are prohibited. 4) Tethered balloons and inflatable signs are prohibited. 5) Any sign on a parked vehicle parked for a duration of time which indicates its use for the purpose of advertising a particular tenant, service or product is prohibited. 6) Signs that are movable or transportable and are placed in vehicular or pedestrian traffic areas are prohibited. 7) Window signs are limited to the provisions found in the “Tenant Sign” section of this document. E. EXCEPTIONS 1) Any changes from the Master Sign Program must be submitted to the Landlord and the Town of Danville for review. 2) All applications for exceptions must be accompanied by four (4) sets of color renderings indicating location, size, color, layout, design, illumination, materials and method of installation. DESIGN / SUBMITTALS 1) It is expected that professional designers will prepare artwork for all tenants and that such artwork will include scaled schematic drawings, specifications and color renderings. 2) Four (4) sets of color renderings indicating location, size, color, layout, design, illumination, materials and method of installation shall be submitted to the Landlord and the Town of Danville for approval before any work begins. Work started without approval will be considered non-conforming and will be subject to immediate removal at the tenant’s expense.
