Danville Planning Commission – Regular Meeting Summary of Actions – Draft December 10, 2024 1. CALL TO ORDER The regular meeting of the Danville Planning Commission was called to order by Chair Graham at 5:00 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Mark Graham, Chair Lou Palandrani, Vice Chair Archie Bowles, Commissioner Robert Combs, Commissioner Mary Grace Houlihan, Commissioner Paul Radich, Commissioner Chris Trujillo, Commissioner 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 3. FOR THE GOOD OF THE TOWN There were no public comments. 4. PLANNING COMMISSION BUSINESS 4.1 Appointment of one Planning Commission Representative to the Design Review Board MOTION BY COMMISSIONER BOWLES, SECOND BY COMMISSIONER RADICH TO REAPPOINT COMMISSIONER COMBS AS THE PLANNING COMISSION REPRESENTATIVE TO THE DESIGN REVIEW BOARD. MOTION CARRIED 7-0-0-0 PLANNING COMMISSION – REGULAR MEETING SUMMARY OF ACTIONS - DRAFT DECEMBER 10, 2024 2 5. CONSENT CALENDAR 5.1 Consider approval of the Summary of Actions from the regular Planning Commission meeting of November 12, 2024 MOTION BY COMMISSIONER TRUJILLO, SECOND BY COMMISSIONER HOULIHAN TO APPROVE THE CONSENT CALENDAR. 6. PUBLIC HEARING 6.1 Land Use Permit request LUP24-0024 to allow a personal service hair salon business use at a location within Downtown Business District 1; Old Town Retail, which limits ground floor land uses to retail or restaurant. The site is located at 495 Hartz Avenue, Suite C (Project Planner: David Crompton). Chief of Planning David Crompton presented the staff report and answered the Commissioner’s questions. Applicant Jennifer Hatcher presented an appeal of the denial of the land use permit for 495 Hartz Avenue and answered commissioner questions. Chair Graham opened the item to public comment. Two (2) speaker cards were received in support with request to speak: Angelina Leeds Wendy Schulte One speaker card was received in opposition to not wishing to speak. Anonymous Resident Chair Graham closed the public comments. MOTION BY COMMISSIONER RADICH, SECOND BY COMMISSIONER HOULIHAN TO DENY THE APPEAL FOR LAND USE PERMIT REQUEST LUP24-0024 TO ALLOW A PERSONAL SERVICE HAIR SALON BUSINESS USE AT A LOCATION WITHIN DOWNTOWN PLANNING COMMISSION – REGULAR MEETING SUMMARY OF ACTIONS - DRAFT DECEMBER 10, 2024 3 BUSINESS DISTRICT 1; OLD TOWN RETAIL, WHICH LIMITS GROUND FLOOR LAND USES TO RETAIL OR RESTAURANT. MOTION CARRIED 5-1-1-0; COMMISSIONER TRUJILLO OPPOSED; COMMISSIONER BOWLES ABSTAINED 7. COMMUNICATIONS 7.1 Planning update by Chief of Planning David Crompton Chief of Planning David Crompton provided an update on approved Planning Commission project 425 El Pintado Road that was appealed to Town Council. 8. COMMISSIONER REPORTS 8.1 Commissioner updates There were no commissioner updates. 9.
