Friedmann SUBJECT: Recommendation regarding a representative to serve on the Iron Horse Corridor Management Program Advisory Committee The Iron Horse Corridor Management Program Advisory Committee assists Contra Costa County in improving and managing the 18.5 -mile Iron Horse Corridor, including the Iron Horse Trail. The Iron Horse Corridor formerly was part of the Southern Pacific Railroad's San Ramon Branch Line right-of-way. With assistance from a state grant, Contra Costa County acquired 18 miles of the right-of-way extending from Mayette Avenue in Concord to the Alameda County line. In 1977, The Board of Supervisors created the Iron Horse Corridor Management Program Advisory Committee to assist the County in improving and maintaining the corridor. The Committee meets at least quarterly, and more frequently when needed. The District 3 and District 4 Supervisors appoint the Committee members, because the corridor is located in those districts. The Board's 1997 action calls for the Committee to assist the County in the following activities: 1. Mapping of existing and committed uses within the former Southern Pacific Right of Way. 2. Inventory of all existing license agreements, easements, contracts and conditions for uses within the Southern Pacific Right of Way. 3. Establishment of criteria and standards to ensure the continued operation of the Southern Pacific Right of Way as a joint use facility. 4. Landscaping program consistent with existing and committed uses. 5. Public information program. 6. Funding mechanisms to cover program costs, including installation and maintenance of landscaping. During a Town Council meeting on August 15, 2023 the Town Council appointed Parks, Recreation and Arts Commissioner Charles Neary to a two-year term and agreed to have all future appointments come from the Bicycle Advisory Commission. The current two-year term on the Iron Horse Corridor Program Advisory Committee will expire January 31, 2025. The Iron Horse Corridor Program Advisory Committee meets at 4:30 p.m. at 255 Glacier Drive, Martinez. Meeting dates for 2025 are February 10, May 12, August 11 and November 10. At this time, it is necessary for the Commission to recommend appointment of a new representative to the Committee.
