November 19, 2024 - DRAFT
1. CALL TO ORDER
The regular meeting of the Danville Town Council was called to order by Mayor
Stepper at 5:00 p.m. at the Town Meeting Hall, 201 Front Street, Danville, CA.
Present: Karen Stepper, Mayor
Dave Fong, Vice Mayor
Newell Arnerich, Councilmember
Renee Morgan, Councilmember
Robert Storer, Councilmember
2. PLEDGE OF ALLEGIANCE TO THE FLAG
The pledge of allegiance was led by Dave Fong.
3. CHANGES TO THE ORDER OF THE AGENDA
Mayor Stepper stated that Contra Costa County District 3 Supervisor Candace
Andersen will be making a presentation prior to item 5.1. The remainder of the
speakers For the Good of the Town will be heard following item 5.1.
4. FOR THE GOOD OF THE TOWN
Contra Costa County District 3 Supervisor Candace Andersen presented a
certificate to Vice Mayor Dave Fong for his service on the Danville Town Council
and Mayor Karen Stepper for her year as Mayor and her many years of service to
the Danville community.

5. ADMINISTRATIVE STAFF REPORTS
5.1Consider adoption of Resolution No. 75-2024, accepting the Fiscal Year
2023/24 Audited Annual Comprehensive Financial Report for the Town of
Danville
Finance Director/Treasurer Lani Ha and Coley Delaney, Pun Group,
presented the staff report and provided highlights of the Fiscal Year
2023/24 Audited Annual Comprehensive Financial Report for the Town of
Danville.
Mayor Storer opened the item to public comment.
There were no speakers.

6. CONSENT CALENDAR
6.1Consider approval of the Summary of Actions from the regular Town
Council meeting of November 6, 2024
6.2Consider approval of the Register of Demands
6.3Consider acceptance of the September 2024 Month End Treasurer’s Report
6.4Consider adoption of Ordinance No. 2024-09, extending the expiration date
of Ordinance No. 2022-05 allowing expanded outdoor restaurant seating,
establishing development standards, design guidelines and fee schedule
related to the establishment of parklets, allowing specific street closures and
allowing the consumption of alcohol within those street closures pursuant
to Danville Municipal Code Section 4-14.2b
6.5Consider adoption of Ordinance No. 2024-10, repealing the existing
Chapter 13 of the Danville Municipal Code and adding a new Chapter 13
regarding Parks and Community Facilities
6.6Consider adoption of Resolution No. 76-2024, awarding a contract for
conducting the Proposition 218 process associated with updating the
Danville Street Lighting and Landscape Assessment District No. 1983-1
rates

Nicole Gemmer and Bob Sanguedolce provided the report.
7.2Danville Certified Farmers’ Market Update by Melysa Vander Mel,
Economic Development Specialist, and Etai Wolins, Danville Market
Manager and Operations Coordinator, Pacific Coast Farmers’ Market
Association (PCFMA)
Melysa Vander Mel and Etai Wolins provided the update and received
Town Council feedback on continuation of the Merchant at the Market
program, the PCFMA annual report, and marketing efforts.
7.3Maintenance Department Report by Dave Casteel, Maintenance Services
Director
Dave Casteel provided the report.
