SUBJECT: Review Townwide Bicycle Master Plan
BACKGROUND
On July 6, 2021, the Town Council adopted the Town of Danville Bicycle Master Plan,
CIP C-609. The Bicycle Master Plan (BMP) provides a roadmap for the prioritization and
construction of future bicycle improvements and sets policy on how to further encourage
and promote bicycling as a safe and viable form of transportation.
DISCUSSION
During the September 23, 2024, Bicycle Advisory Commission (BAC) meeting, the
Commission requested staff to host a workshop to discuss goals and objectives for the
upcoming year. The primary objective of the BAC is to advise Town Council and Town
Staff on the BMP which is a master document and action plan covering current bicycle
conditions, operations and safety of existing bicycle facilities, recommended policies and
programs, projects, plans and funding; coordination with the public including bicycle -
related organizations, the business community, and other local agencies to promote and
encourage cycling projects and programs and disseminate bicycle awareness and
education materials to the community. The BMP action plan is comprised of two specific
areas;
1. Infrastructure Recommendations (Chapter 4) - the BMP proposed bicycle network
focuses on providing connectivity and safety. The complete proposed bikeway
network includes a set of recommended infrastructure improvements including
new facilities and upgrades to existing network. These proposed network
improvements are broken up into corridor improvements and spot improvements.
These projects are primarily funded by the Capital Improvement Program (CIP).
The approach to enhancing and expanding Danville’s bicycle network
infrastructure is dependent on historic and anticipated capital improvement
funding while providing for flexibility. Cost estimates for infrastructure
improvements range from $40-52 million. The prioritization of projects helps
shape a strategic list to guide implementation. Prioritization results are flexible
concepts that serve as guidelines.

2. Programs and Policy Recommendations (Chapter 5) – the BMP Recommended
Policies and Support Programs create a bicycle-friendly community within the
Town. This chapter includes a description of existing and proposed
recommendations by programmatic categories including Engineering,
Encouragement, Education, Enforcement and Evaluation.
RECOMMENDATION
Using the BMP action plan, staff recommends the BAC continue to focus on bicycle
infrastructure corridor and spot improvements currently funded in the CIP. Continue to
expand and define outreach programs through the Outreach and Education
Subcommittee and the E-bike and E-Scooter Outreach Subcomittee and develop the
Wayfinding Strategy over the next 12 months.
