HomeMy WebLinkAbout111924-07.3 MAINTENANCE SERVICES Town Council Report Presented November 19, 2024 2 MAINTENANCE SERVICES OUR MISSION Maintenance Services ensures that Town‐owned faciliƟes—buildings, parks, roadsides, streets and street lights —are maintained in a manner that enhances the quality of life for Danville residents. The Town’s Maintenance Services Department consists of five primary divisions: Buildings, Streets, Street Lights, Parks and Roadsides. These divisions work together to ensure that Danville conƟnues to be a great place to live and visit. The Buildings Division maintains approximately 140,000 square feet of buildings, including the Town Offices, Town Service Center, Veterans Memorial Building, Village Theatre, Town MeeƟng Hall, Town Library, Community Center, Sycamore Day School, the Magee House, Swain House, and CoƩage at Hap Magee Ranch Park, and the Teen Centers at Los Cerros, CharloƩe Wood and Diablo Vista schools. These buildings are maintained by three full‐Ɵme staff members, who also complete several hundred service requests each year. Over 250 acres of parks, roadsides and medians throughout the Town are maintained by the Parks and Roadsides divisions. Staff conƟnues to manage the UgMO system and a central irrigaƟon system that are helping combat rising water costs and changing weather condiƟons while maintaining landscaping in the condiƟon our residents have grown to love. AddiƟonally, the Parks Division maintains 30 sports fields, two water features, seven playgrounds and a large and small dog park, helping to provide great recreaƟonal experiences for our residents and their pets. The Streets Division conƟnues to do a phenomenal job of keeping our roadways safe. Street and curb markings are repainted as needed, traffic and street name signs are monitored daily, being repaired or replaced when necessary, potholes are filled, sidewalks are repaired and all efforts are made to keep Danville’s streets as safe as possible. In addiƟon to these duƟes, Maintenance Services maintains Town creeks and drainage systems while complying with permit requirements from the Department of Fish and Wildlife. While striving to exceed service level expectaƟons in the areas described above, the Maintenance Services Department also facilitates special events, responds to traffic accidents, removes graffiƟ, completes extensive safety and specializaƟon trainings, manages 23 Capital Improvement Projects, assists with the Town’s Clean Water Program, coordinates volunteer projects with various organizaƟons and works directly with all sports user groups in Town. 3 MAINTENANCE SERVICES DEPARTMENT HIGHLIGHTS The Maintenance Services Department maintains 60 acres of arterial roadside and median landscaping. A variety of volunteer projects are coordinated each year, including park fence painƟng, refinishing benches and rose bush pruning. Maintenance staff completes extensive safety and specializaƟon trainings each year. MAINTENANCE SERVICES 4 MAINTENANCE SERVICES MAINTENANCE SERVICES DEPARTMENT HIGHLIGHTS The Town maintains and repairs 145 lineal miles of streets and roadways and 6.1 miles of roadside ditches. 30 sports fields are maintained by the Town, facilitaƟng extensive use by sports groups and recreaƟonal users. Special events are a major part of the Danville community and the Maintenance Services Department helps facilitate them by posƟng signs, assisƟng with road closures, delivering equipment and cleaning up aŌer the events. 5 MAINTENANCE SERVICES CAPITAL IMPROVEMENT PROJECTS Parkhaven Trail Repair: The heavily used trail segment was quickly replaced and forƟfied, re‐opening just in Ɵme for the new school year. Diablo Vista Park Basketball and Tennis Court Resurfacing: The basketball court and tennis courts were completely resurfaced, extending their lifespan and making them look brand new. Kiwanis Benches: UƟlizing a generous donaƟon from the Kiwanis Club of San Ramon Valley, four benches were installed along the Camino Tassajara corridor walking paths. 6 MAINTENANCE SERVICES PARKS The garbage enclosure at Diablo Vista Park was restored, including replacing the swinging doors and repainƟng the structure Several secƟons of the Osage StaƟon Park path were replaced to ensure an even, safe surface Aerated, ferƟlized and applied grub treatments to all park grass Replaced the restroom sink faucets at Oak Hill Park to promote water conservaƟon Completed vegetaƟon abatement projects in open space areas, in compliance with Fire District requirements Completed annual grooming and GMAX tesƟng of syntheƟc turf fields By the Numbers (2024) Performed irrigaƟon system inspecƟons and completed over 280 repairs Removed nearly 10,000 bags of garbage from parks Pruned 402 trees and shrubs Completed 493 hardscape repairs Provided more than 140,000 dog waste bags Planted eight new trees at various park sites Treated park sites 12 Ɵmes each for weeds and rodents Maintained 30 sports fields 7 MAINTENANCE SERVICES ROADSIDES Renovated the roadside landscaping and medians along Sycamore Valley Road between Camino Ramon and Brookside Drive Renovated the medians on San Ramon Valley Boulevard near Fountain Springs Drive and Ridgeland Drive Completed tree pruning throughout the Downtown in advance of new street lights being installed Commenced the second phase of a planƟng project on El Capitan Drive Renovated the plant material in front of the Village Theatre and Art Gallery Quickly removed potenƟally dangerous tree limbs over roadways By the Numbers (2024) Performed irrigaƟon system inspecƟons and completed over 600 repairs Removed over 4,050 bags of garbage from roadsides Pruned 436 trees and shrubs Completed seven hardscape repairs Provided more than 45,000 dog waste bags Planted 15 trees and shrubs FerƟlized and aerated all roadside turf areas twice 8 MAINTENANCE SERVICES BUILDINGS Repainted Village Theatre exterior, as well as the interior of the Art Gallery Quickly responded to and completed an emergency repair of the Veterans Memorial Building fire service water line Coordinated the repair of the Veterans Memorial Building elevator following water damage from the fire service line break ProacƟvely cleaned all Town‐owned building roofs and guƩers in advance of the winter Assisted with the Town MeeƟng Hall A/V upgrade, including raising the ceiling to accommodate the new screen By the Numbers (2024) Maintain approximately 105,000 square feet of faciliƟes On pace for over 650 service requests this year Maintain 16 faciliƟes and bathroom buildings at five parks 32 total safety inspecƟons of buildings and faciliƟes Nearly 100 fire exƟnguishers inspected monthly 16 building roofs cleared of leaves and debris 9 STREETS & STREET LIGHTING By the Numbers (2024) Performed 32 sidewalk inspecƟons and completed 243 repairs Inspected 522 drain inlets and cleaned as needed Responded to 25 instances of illegal dumping Four Town‐maintained, 58 PG&E‐maintained and two County‐maintained street lights were repaired Filled 142 potholes Responded to 188 Danville Connect requests Installed or replaced 93 traffic signs Replaced the yellow crosswalks adjacent to Baldwin Elementary and Diablo Vista Middle Schools Repainted all red curb throughout Town (60,000 linear feet) Supported the Downtown Master Plan by repainƟng signal and crosswalk posts Repainted yellow median “noses” in several locaƟons to enhance safety Completed street repair projects by replacing damaged asphalt, maintaining safe streets and extending their life Added “Senior Center” to Prospect Avenue Wayfinding Sign MAINTENANCE SERVICES 10 MAINTENANCE SERVICES MISCELLANEOUS The Maintenance Department is on pace to receive approximately 1,250 requests through Danville Connect this fiscal year. Resident feedback conƟnues to be very posiƟve, with an 87% saƟsfacƟon raƟng. Improving our reservaƟon posƟng system, we completed the transiƟon from paper posƟngs at sports fields, picnic areas and tennis courts to a QR code that links to updated reservaƟons. This has saved a significant amount of Ɵme, resources, and paper! Provided considerable support to the Downtown Master Plan project, helping to minimize delays. Completed annual tesƟng of the fire alarm system at the Town Offices. Performed all storm preparaƟon acƟviƟes in advance of winter, including inspecƟng private drainage faciliƟes and noƟfying appropriate parƟes of obstrucƟons. Installed and maintained ballot box signage to facilitate voƟng during the elecƟon. Infrastructure damaged by vehicular accidents was repaired, replaced or removed in a Ɵmely manner, including a street light in the median of Camino Tassajara. Maintenance conƟnues to administer the Work AlternaƟve Program, which helps keep Danville’s parks, roadsides and trails free of liƩer and debris. 11 LOOKING AHEAD Efforts will conƟnue with the ProposiƟon 218 process to update the Town’s LighƟng and Landscape Assessment District for the first Ɵme in more than 20 years. Drainage improvements are planned at Hap Magee Ranch Park, including the water play feature, dog park, and meadow pathway. The annual dog park renovaƟon project is set to begin the first week of December. Maintenance will conƟnue providing support for the Town Studio and Pavilion project . As part of our ongoing commitment to Go Green, a water boƩle filling staƟon will soon be installed at Oak Hill Park—uƟlizing grant funding. The Diablo Vista Park mulƟ‐use skate park and playground replacement project remains on the radar, and Maintenance staff will conƟnue to provide support to the CIP team. AddiƟonal landscape replacement projects will conƟnue to be completed, with a focus on replacing aging plant material and maximizing water efficiency. Special events like the LighƟng of the Old Oak Tree are right around the corner and Maintenance will be hard at work planning for and facilitaƟng these great happenings.
