Danville Planning Commission – Regular Meeting Summary of Actions - Draft September 10, 2024 1. CALL TO ORDER The regular meeting of the Danville Planning Commission was called to order by Acting Chair Radich at 5:00 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Archie Bowles, Commissioner Mary Grace Houlihan, Commissioner Paul Radich, Acting Chair Chris Trujillo, Commissioner Excused: Mark Graham, Chair Lou Palandrani, Vice Chair Robert Combs, Commissioner 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 3. FOR THE GOOD OF THE TOWN There were no public comments. 4. CONSENT CALENDAR 4.1 Consider approval of the Summary of Actions from the regular Planning Commission meeting of March 12, 2024 MOTION BY COMMISSIONER HOULIHAN, SECOND BY COMMISSIONER TRUJILLO TO APPROVE THE SUMMARY OF ACTIONS FROM THE REGULAR PLANNING COMMISSION MEETING OF MARCH 12, 2024 Danville Planning Commission – Regular Meeting Summary of Actions - Draft September 10, 2024 2 MOTION CARRIED 4-0-0-3; CHAIR GRAHAM, VICE CHAIR PALANDRANI AND COMMISSIONER COMBS EXCUSED 4.2 Consider approval of the Planning Commission meeting dates for 2025 MOTION BY COMMISSIONER TRUJILLO, SECOND BY COMMISSIONER BOWLES TO APPROVE THE PLANNING COMMISSION MEETING DATES FOR 2025 MOTION CARRIED 4-0-0-3; CHAIR GRAHAM, VICE CHAIR PALANDRANI AND COMMISSIONER COMBS EXCUSED 5. PUBLIC HEARINGS 5.1 Consider approval of Resolution No. 2024-04, adopting a Mitigated Negative Declaration of environmental significance, and approving Major Subdivision request SD 9264 allowing for the subdivision of a combined 8.49-acre site into seven single-family residential lots. The sites are located at 2449 and 2451 Tassajara Lane APN: 207-061-008 & 207-061-009 (Project Planner: Fred Korbmacher). Project Planner Fred Korbmacher presented the staff report and answered the Commissioner’s questions. Frances Garcia, architect, Mike Milani, design team, and Jacob White, technical consultant, answered the Commissioner’s questions. Acting Chair Radich opened the item to public comment. The following speakers spoke in concern for approving Major Subdivision request SD 9264 allowing for the subdivision of a combined 8.49-acre site into seven single family residential lots: • Vic DeMelo • Diane Braga Acting Chair Radich brought it back to the Applicant to respond to the comments from the public. Othmar Van Dam, applicant, part owner of the property spoke on behalf of the purchase of the property and the intent to build. MOTION BY COMMISSIONER RADICH, SECOND BY COMMISISONER BOWLES TO APPROVE ITEM 5.1 RESOLUTION NO. 2024-04, ADOPTING A MITIGATED NEGATIVE DECLARATION OF ENVIRONMENTAL SIGNIFICANCE, AND APPROVING MAJOR SUBDIVISION REQUEST SD 9264 ALLOWING FOR THE SUBDIVISION OF A COMBINED 8.49-ACRE SITE INTO SEVEN SINGLE-FAMILY RESIDENTAL LOTS. THE SITES ARE LOCATED AT 2449 AND 2451 TASSAJARA LANE APN: 207-061-008 & 207- 061-009 WITH ADDITIONAL CONDITIONS: • UPON THE LOTS BEING RECORDED, THE PROPERTY OWNERS BECOME PART OF HOA TO PARTICIPATE IN MAINTENANCE OF ROAD • STRUCTIONAL ACCESSMENT OF BRIDGE PRIOR TO AND AFTER CONSTRUCTION • AMENDMENT TO THE GRADING SCHEME SHALL MAKE EVERY ATTEMPT THAT BALANCES THE DIRT ON SIGHT SUBJECT TO APPROVAL OF THE TOWN OF DANVILLE MOTION CARRIED 4-0-0-3; CHAIR GRAHAM, VICE CHAIR PALANDRANI AND COMMISSIONER COMBS EXCUSED 5.2 Public Scoping Session to provide input and allow public testimony related to the preparation of an Environmental Impact Report for Major Subdivision application request SD 9666. The application proposes to subdivide a 19.44 site into 18 single family residential lots. The project site is located at 45 Sherburne Hills Road (APN: 217-010-018) and 2570 Camino Tassajara (APN: 217-010-003) (Project Planner: Riley Anderson-Barrett). Project Planner Riley Anderson-Barrett presented a PowerPoint presentation and introduced Rachel Cruzenowski, First Carbon Solutions Environmental Consultant, to present an overview of the project for public input. Acting Chair Radich opened the item for commissioner’s questions. Allan Moore, the applicant’s Land Use Attorney, introduced himself and the consultant team, and were available to answer questions. Three speakers spoke of their concern for the project: • Richard Wang • Ling Hsin • Brigette Pryor One speaker card was received in opposition of the project: • Leslie Forlenza Acting Chair Radich closed the item for public comment and brought the item back for staff comments. 6. COMMUNICATIONS 6.1 Planning update by Chief of Planning David Crompton Chief of Planning David Crompton updated the Commission on current projects and applications in process. Mr. Compton also informed the Commission staff are working on the Housing Element implementations and offering more housing information accessible through the website to help residents. 7. COMMISSIONER REPORTS 7.1 Commissioner updates There were no commissioner updates. 8.
