1. CALL TO ORDER
The regular meeting of the Danville Planning Commission was called to order by
Chair Graham at 5:00 p.m. in the Town Meeting Hall, 201 Front Street, Danville,
CA.
Present: Mark Graham, Chair
Lou Palandrani, Vice Chair
Archie Bowles, Commissioner
Robert Combs, Commissioner
Mary Grace Houlihan, Commissioner
Ken Mintz, Alternate Commissioner
Paul Radich, Commissioner
Chris Trujillo, Commissioner
2. CHANGES TO THE ORDER OF THE AGENDA
There were no changes to the order of the agenda.
3. FOR THE GOOD OF THE TOWN
There were no public comments.
4. PUBLIC HEARING
4.1 Consider approval of Resolution No. 2024-02, approving Major Subdivision
(SD 9594) Development Plan (DEV22-0009), and Tree Removal (TR24-0003)
requests to subdivide a seven acre parcel to allow for a 167-unit multifamily
development. The development would include 124 for-sale townhouse
units and 43 for-rent apartment units. The site is located at 3020 Fostoria
Way (also known as the Borel property). The property owner is East Bay
Regional Park District, and the applicant is Trumark Homes. The project is

Statutorily Exempt From the requirements of the California Environmental
Quality Act (CEQA)
Chief of Planning David Crompton presented the staff report and answered
the Commissioner's questions.
Garret Hines, Vice President of Trumark Homes, applicant, presented
information on the proposed development plan. Mr. Hines requested that
number nine of the Conditions of Approval be discussed and possibly
removed.
Lauren Alexander, Project Manager for Pacific West Companies presented
information on the affordable housing side of the project.
Mr. Hines and Ms. Alexander answered the Commissioner's questions.
Transportation Manager Andrew Dillard and David Crompton answered
the Commissioner’s questions regarding public transportation.
Chair Graham opened the item up for public comments.
Melanie Hobden, Danville resident, and granddaughter Lanie Garzon,
Danville youth resident addressed the Commission on what they would
like to see developed on the Borel property. A drawing by Laine Garzon,
was distributed to the Commissioners.
Ed Anderson, Danville resident, is concerned about parking, traffic and
pedestrian safety.
Mark Shah, Danville resident is concerned about the increase in traffic this
development will cause.
Mr. Crompton addressed the questions from the public and the
Commissioners. Mr. Dillard and Ms. Alexander addressed additional
questions on public transportation and traffic.

REMOVAL (TR24-0003) REQUESTS TO SUBDIVIDE A SEVEN ACRE
PARCEL TO ALLOW FOR A 167-UNIT MULTIFAMILY DEVELOPMENT.
THE DEVELOPMENT WOULD INCLUDE 124 FOR-SALE TOWNHOUSE
UNITS AND 43 FOR-RENT APARTMENT UNITS. THE SITE IS
LOCATED AT 3020 FOSTORIA WAY (ALSO KNOWN AS THE BOREL
PROPERTY). THE PROPERTY OWNER IS EAST BAY REGIONAL PARK
DISTRICT, AND THE APPLICANT IS TRUMARK HOMES. THE
PROJECT IS STATUTORILY EXEMPT FROM THE REQUIREMENTS OF
THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA), WITH
THE FOLLOWING AMENDMENT:
ADD LANGUAGE TO CONDITION OF APPROVAL H.14. TO BETTER
DEFINE THE NATURE OF THE TRANSIT SUBSITY.
MOTION CARRIED 6-1-0-0; COMMISSIONER HOULIHAN OPPOSED
