HomeMy WebLinkAbout110624-05.3 ADMINISTRATIVE STAFF REPORT 5.3 TO: Mayor and Town Council November 6, 2024 SUBJECT: Resolution No. 74-2024, awarding a construction contract for the Camino Tassajara Pkwy/Sycamore Valley Road Sound Wall Maintenance Project, CIP No. A-513F BACKGROUND The masonry sound walls along Camino Tassajara Pkwy and Sycamore Valley Road were originally built when the area developed about 35 years ago, and now require maintenance to address problems reported by adjacent residents. Project No. A-513F was included in the Capital Improvement Program (CIP) to provide ongoing maintenance for these masonry walls. The work consists of 13 project sites along Camino Tassajara Pkwy and Sycamore Valley Road between Brookside Drive and Liverpool Street. DISCUSSION Three (3) bids were received and opened on October 22, 2024. The lowest responsive bidder was Cowan & Thompson Construction Inc. of Martinez, California at $230,662.00. Bid results are summarized in Attachment C. The work is scheduled to begin this winter, assuming the weather is favorable. This project is considered maintenance and repair work, and is therefore categorically exempt from the requirements of the California Environmental Quality Act (CEQA) according to Guidelines Section 15301 (Class 1). PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. Adjacent property owners will be notified in advance of the construction schedule. FISCAL IMPACT The low bid amount is $230,662, plus a 20% contingency of $47,000, results in a total construction budget of $277,662. Sufficient funds to cover the construction and contingency are contained in Camino Tassajara Pkwy/Sycamore Valley Road Sound Award of Contract 2 November 6, 2024 Soundwall Maintenance CIP No. A-513F Wall Maintenance Project, CIP No. A-513, (Attachment B). A-513F WHEREAS, the Danville Town Council has appropriated funding in the Capital Improvement Program for the Camino Tassajara Pkwy/Sycamore Valley Road Sound Wall Maintenance Project, CIP No. A-513F in the 2024/25 Capital Improvement Program; and WHEREAS, additional sound wall repairs were added to the project, increasing the costs above the CIP estimate; and WHEREAS, the plans and specifications for the subject project have been reviewed and approved by the City Engineer; and WHEREAS, this project is categorically exempt from the requirements of the California Environmental Quality Act, Section 15301, Class 1; and WHEREAS, the City Clerk of this Town did, in open session on the 22nd day of October, 2024, publicly open and read aloud the sealed bids received as required by law; and WHEREAS, the lowest responsive bidder is Cowan & Thompson Construction Inc. of Martinez, California, and the City Engineer has recommended awarding a contract for the project to said contractor; now, therefore, be it RESOLVED, by the Danville Town Council, that the Town award the construction contract for the Camino Tassajara Pkwy/Sycamore Valley Road Sound Wall Maintenance Project, CIP No. A-513F to Cowan & Thompson Construction Inc. of Martinez, California; and, be it further RESOLVED, by the Danville Town Council, that the Town Manager be and hereby is authorized to execute, on behalf of the Town, a written contract with Cowan & Thompson Construction Inc. of Martinez for $230,662 and authorize use of a 20% construction contingency of $47,000 for a total construction budget of $277,662 for work in connection therewith, and the City Clerk is hereby directed to attest same and affix thereto the official seal of the Town.
