HomeMy WebLinkAboutSummaryDRB20240815 Design Review Board Special Meeting Summary August 15, 2024 1.CALL TO ORDER The special meeting of the Danville Design Review Board was called to order at 5:00 p.m., at the Town Offices, 500 La Gonda Way, Danville, CA Board Attendance: Mark Belotz Alt., Robert Combs, Afshan Hamid, Lou Palandrani, Kevin Wong Absent: Chris Trujillo Staff Attendance: Riley Anderson-Barrett, David Crompton 2.CHANGES TO THE ORDER OF THE AGENDA – None 3.FOR THE GOOD OF THE TOWN - None 4.ITEMS FOR CONSIDERATION/ACTION 4.1 Consider approval of the Meeting Summary from the Design Review Board regular meeting of June 24, 2024 Board Member Palandrani made a motion to approve the meeting summary which was seconded by Board Member Combs. Motion carried 5-0-0-1 4.2 Consider approval of the Design Review Board meeting dates for 2025 Board Member Belotz made a motion to approve the meeting dates which was seconded by Board Member Combs. Motion carried 5-0-0-1 5.DESIGN REVIEW ITEMS Design Review Board Special Meeting Summary August 15, 2024 Page 2 2 5.1 Review and approve the revised colors and materials for Development Plan request DEV23-0005 for a five-unit motor court located at 144 El Dorado Avenue (Project Planner: Riley Anderson-Barrett) Riley Anderson-Barrett, Associate Planner, introduced the project and presented the staff report. Mason Wodhams, Architect, answered questions about the proposed colors and materials. Board Members asked questions about the staining of the wood beams. Board Members discussed the desire for fewer materials, deciding that each building should have no more than three materials. The final colors and materials may receive approval via staff communications. Decision: Board Member Combs made a motion to approve the project with the caveat that the colors and materials be modified, which was seconded by Board Member Hamid. Motion carried 5-0-0-1 5.2 Design review of a proposed four-story 99-unit senior condominium development on a 3.17-acre site. The site is located at 425 El Pintado (Project Planner: David Crompton) David Crompton, Chief of Planning, introduced the project and presented the staff report. Brain Griggs from the applicant team, and Frank Goetz, architect, presented the project. Board Members asked questions about planters, mechanical car lifts in the garages, grading, materials, and garage wall treatments. Board Member Hamid commented that the project is going in a good direction and complimented the materials and change in massing and setbacks. Board Member Palandrani also complimented the materials and the direction of the project. Board Member Belotz voiced the importance of the development team to work with the surrounding neighbors and their desires. Board Member Combs complimented the building and the attention to addressing public comments and concerns. Chair Wong complimented the change in massing. Design Review Board Special Meeting Summary August 15, 2024 Page 3 3 Kevin Weber, member of the public, commented that the building is too close and brutal, desires compensation for the impacts to his property values, and wants larger trees to be planted on his property. Dan Egbert, member of the public, seconded Kevin Weber’s comments and stated that he appreciates the mitigations and desires to have the property lines staked. Other members of the crowd called out their desires for traffic studies and speed bumps. Decision: Board Member Combs made a motion to recommend approval of the project, which was seconded by Board Member Palandrani. Motion carried 5-0-0-1 5.3 Review and approve the architecture, site plan, landscape design, and colors and materials for Development Plan request DEV24-0004 for a four lot development located at 910 Podva Lane (Project Planner: Riley Anderson-Barrett) Riley Anderson-Barrett, Associate Planner, introduced the project and presented the staff report. Steven Kubitschek, Architect, presented the project. Board Members asked questions about landscaping. They voiced compliments to the simple architecture. The project will return to the DRB prior to issuance of final building permits. Board Members requested the plans that return for approval show light fixtures, add landscaping to soften the courtyard, and supply a color and material board. Decision: Board Member Belotz made a motion to approve the project, which was seconded by Board Member Hamid. Motion carried 5-0-0-1 6.
