Town Council – Regular Meeting SUMMARY OF ACTIONS September 3, 2024 - DRAFT 1. CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Stepper at 5:00 p.m. at the Danville Town Offices, 500 La Gonda Way, Danville, CA. Present: Karen Stepper, Mayor Dave Fong, Vice Mayor Newell Arnerich, Councilmember Renee Morgan, Councilmember Robert Storer, Councilmember 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance was led by Carol Mascali. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 4. CONSENT CALENDAR 5.1Consider approval of the Summary of Actions from the regular Town Council meeting of August 13, 2024 5.2Consider approval of the Register of Demands 5.3Consider adoption of Resolution No. 62-2024, changing the regular meeting date of the Danville Town Council from December 3 to December 4, 2024 5.4Consider adoption of Resolution No. 63-2024, amending the Town of Danville Conflict of Interest Code 5.5Consider adoption of Resolution No. 64-2024, re-allocating Coronavirus Local Fiscal Recovery Funds awarded to the Town of Danville under the American Rescue Plan Act of 2021 for specified Capital Improvement Projects 5.6Consider adoption of Resolution No. 65-2024, authorizing an amended professional services agreement with O’Dell Engineering for the Diablo Vista Park Play Area Renovation CIP B-560 and Multi-Sport Skate Park B- 616 projects 2 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS SEPTEMBER 3, 2024 5.7Consider adoption of Resolution No. 66-2024, awarding a professional services agreement and transferring funds from CIP No. B-628 Town Green and Arts District to CIP No. B-629 Arts District Maker Space (Studio) MOTION BY COUNCILMEMBER ARNERICH, SECOND BY COUNCILMEMBER MORGAN, TO APPROVE THE CONSENT CALENDAR MOTION CARRIED 5-0 6. TOWN MANAGER’S REPORT 6.1 Monthly Town Manager’s report by Joe Calabrigo Joe Calabrigo stated that he will forego presentation of his report. 7. COMMUNICATIONS 7.1Quarterly Police Department Report and introduction of new staff by Danville Police Chief Allan Shields Allan Shields introduced new Police Department personnel and presented the quarterly report. 7.2Iron Horse Corridor Management Program Advisory Committee report by Danville representative Charlie Neary Charlie Neary presented the report. 7.3City Clerk Marie Sunseri announced the recruitment for 11 positions open to Danville residents interested in volunteering with terms beginning January 1, 2025: a.Planning Commission: 4 regular members; 1 alternate member b.Design Review Board: 1 regular member c.Heritage Resource Commission: 3 regular members; 1 licensed architect d.Contra Costa Mosquito and Vector Control District: 1 member 3 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS SEPTEMBER 3, 2024 8. PUBLIC HEARINGS 8.1Consider introduction of Ordinance No. 2024-08, amending Section 2-3.1 of the Danville Municipal Code designating the Finance Director or Administrative Services Director as the Town Treasurer City Attorney Rob Ewing presented the staff report. Mayor Stepper opened the item to public comment. There were no speakers. Mayor Stepper closed the item to public comment. MOTION BY COUNCILMEMBER ARNERICH, SECOND BY COUNCILMEMBER MORGAN, TO INTRODUCE AND READ BY TITLE ONLY ORDINANCE NO. 2024-08, AMENDING SECTION 2-3.1 OF THE DANVILLE MUNICIPAL CODE DESIGNATING THE FINANCE DIRECTOR OR ADMINISTRATIVE SERVICES DIRECTOR AS THE TOWN TREASURER, AND RETURN FOR SECOND READING ON SEPTEMBER 17, 2024 MOTION CARRIED 5-0 9. TOWN COUNCIL REPORTS 9.1Appoint one Councilmember as Voting Delegate and one Councilmember as Alternate Voting Delegate for the League of California Cities Annual Conference and Expo in Long Beach, October 16-18, 2024 MOTION BY COUNCILMEMBER ARNERICH, SECOND BY COUNCILMEMBER STORER, TO APPOINT COUNCILMEMBER RENEE MORGAN AS VOTING DELEGATE MOTION CARRIED 5-0 9.2RecycleSmart Boardmember report by Councilmembers Arnerich and Morgan Councilmembers Arnerich and Morgan provided the report. 4 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS SEPTEMBER 3, 2024 9.3Chamber of Commerce liaison report by Mayor Stepper and Vice Mayor Fong Mayor Stepper and Vice Mayor Fong provided the report. 9.4Town Council updates Councilmembers provided updates on events and activities in Danville. 10.
