High Points since last month Downtown Master Plan Catalyst Projects - Work is nearing completion at the Linda Mesa/Hartz Avenue intersection. All concrete work is complete, and brick work is expected to be completed by September 6. The ProspecVHartz intersection is next. Work in this location will begin at the northeast corner and work in a counter- clockwise direction around the four legs of the intersection. Construction of each corner is expected to take about two weeks, with the Prospect Plaza corner expected to require about one month to complete. This will require careful management and coordination, which our team is prepared for. There's a reason that we saved this corner for last. Our contractor continues to perform very well and the project budget is in good shape. New School Year - The start of the SRVUSD 2024125 school year got off to a smooth start thanks to the combined efforts of our staff. Maintenance Services made sure that our facilities were prepped and ready to go in all of our Town-maintained school/park locations as well as the locations where we have schools adjacent to parks. Maintenance teamed with Transportation to re-do the crosswalks in front of John Baldwin Elementary School and Diablo Vista Middle School prior to the start of school. DMP Catalyst Project work along HartzAvenue was paused to ensure no disruption of traffic flow to San Ramon Valley HS. o o 1 Finalry, we had Police and Transportation staff out in the field for the first week of school to ensure the safety of students and parents and work with school site staff to help parents develop good habits to start the year. Great job by all of our staff to get the year off to a good start! a DEPARTMENT UPDATES General Government a AN tmprovements Project - Construction will be complete in time for the September 3 Town Council meeting. User training took place on Augusl29- Thanks to our LT. team for shepherding this project through to completion, along with a big assist from Building Maintenance. We should be ready to go! Annuat Tri-Vatley Mayof s Summit - Mayor Stepper represented Danville at the annual event that wãs held on August 22. Our Danville Area Chamber of Commerce did a nice job of organizing and hosting the event. SRyUSD - Our first liaison meeting of the 2024125 was hosted by the Town on August 29. Afew highlights: o The new school year is off to a good start. o Enrollment is down - +l- 28,600 students; they expect to add +/- 100 more. o The district has a Measure (O) on the November ballot. This would allow for continuation of the currenl$144 parceltax. lt's the same as Measure E from the May special election, minus the annual escalator o The diðtrict has a budget problem. They're facing a $16.5 million shortfall from a g406 million budget. The shortfall increases to $23.5 million if their Measure Q doesn't pass in November. Veterans Memorial Buitding - Two things - good news/bad news'.. o I am working with a veteian's committee on a lighting project for the historical portion of ñe building. The project will install LED uplighting to illuminate änd accent the buildlng exterior. This exciting project is privately funded. The goal is to completion installation prior to the holidays. Feel free to stop in to my office to view Plans.o The máin water line that supplies the fire suppression system to the building is leaking. The leak is under the concrete driveway along the south side of the building. This will be challenging and expensive to repair. Staff is working to line up a contractor to make the repairs. Senafe District 7 Pitot Program -l'm continuing to work with Senator Steve Glazerto roll out a new "ADU Accelerator Program" in what is the current District 7. I described this program in last month's memo. Danville will be acting as fiscal agent for the program which will be rolled out at the September 5 Mayor's Cónference in Walnut Creek. Danville will receive $130k for the program plus $25k for program administration. 2 o o a Town Council Election - On August 19, staff conducted a candidate orientation to prepare candidates running to fill three seats on the Danville Town Council on November 5. Police Chief Recruitment - I am gearing up to recruit our next police chief in anticipation of Chief Shields departure (retirement). Tai Williams will be working with me on this process. The Sheriff's Office will post the job opening on September 30 and candidates will have through October 11 to apply. We will conduct an assessment center for all candidates the week of October 14. Two finalists will be interviewed early during the week of October 21. The finalist interviews will provide councilmembers an opportunity to meet and speak with the candidates and provide feedback prior to the final selection. One caveat - the process depends upon how many candidates express. Given what the Town has to offer, I am hopeful that the position will generate several candidates. Should that not be the case, I will re-evaluate the process. Chief Shields is leading the recruitment charge in helping to generate interest as he wants to make sure that his department remains in good hands. Economic Development o In August, Marcia Harmon of the Cottage Jewel initiated a "Shop, Dine (and see a) Play" promotion Downtown, and the Town supported it with marketing. More than 10 Downtown businesses along HartzAvenue committed to staying open until 7:30 p.m. Fridays in August. The idea was to promote strolling while visiting to see the Twelfth Night performance at the VTAG. The Town supported these efforts by designing and distributing fliers and promoting the effort through social media.o This month, a new email to businesses will launch, called "Business Focus". lt will include promotional opportunities, construction updates, code compliance tips, and ideas on marketing for local businesses. The email newsletter builds on an existing newsletter that is sent to Downtown businesses, focusing onconstruction updates. Businesses can subscribe at www.danville e2 ov/businessfocus Community Events o We are in the home stretch of working with organizers to coordinate the Hot Summer Sundays Car Show coming on September 15. This year's show was moved to Front Street, to avoid construction on Hartz Avenue (DMP Catalyst Project and 600 Hartz). Show cars will stage along Front Street, East Prospect, and the Village Theatre and Front Street municipal parking lots. We appreciate the collaboration the show organizers have shown in working with the alternate location. aJ Community Outreach o ln August, the Town celebrated the birthday of Auggie the Acorn with the launch of "Mini Auggie". Promotion included three themed videos, based on social media trends. Mini Auggie is on sale at the community center, theatre and senior center. Mini Auggie has been a big hit with my grandson and our French Buttdog Q. Admi n istrative Services Finance . Finance staff is working on the FY 23-24 year end financials and preparing for the independent auditors who will be perform the year end ACFR audit in mid September. The ACFR will be presented to the Town Council in November. o 2024Q1 Sales Tax Update - The Town Council received an update on the most recent sales tax data received by the Town for 2024 Q1 (January - March). The data indicates a continuation of the post-pandemic trend that has seen a decline in county pool revenues along with a decline in revenue from one of the Town's major sãles tax generators. While revenues are significantly down from the2022hþhs, they are tracking with the pre-pandemic trajectory and continue to outperform the forecasts used in the 2024125 budget. I nform ation Tech nology o The big effort in August has been the TMH AV Upgrades project. programing and tuning of the new system is wrapping up and we are on track for the September 3 Council meeting. Human Resources o We currently have ongoing recruitments for 3 positions: 1 Transportation Manager, 1 Transportation Analyst and I Maintenance Worker. . H.R. staff worked with the Municipal Pooling Authority (MPA) to conduct our Annual Employee Health Fair on August 22. We had a total of 37 participants' Police & Emergency Services . Chief Shields is scheduled to provide his quarterly update to the Town Council on September 3. . Augusl 14 - On the first day of school, officers from the DPD brought donated coffee from Starbucks to the administrative office of the local public schools' They also positioned themselves at the front of the school to greet and welcome students back for the new academic year. 4 a The DPD is planning a community open house for Saturday, September 28, from 10 - 2 at the PD. This will provide an opportunity to engage with the community and showcase some of what the department does to keep us all safe. Emergency Preparedness will also be participating. Community members are invited to join the fall Citizens' Police Academy, starting on October 9. This program offers an in-depth look at various law enforcement topics over seven weeks, including two Saturday sessions. For the month ended July 31 , the DPD handled 2,276 calls for service and made 28 arrests. Efforts are continuing to inform and educate the community regarding the proper operation of e-bikes and scooters. Focus has now shifted to enforcement as well. Nate McCormack attended a meeting of the County Emergency Managers on August L We will be hosting the meeting in Danville in October. FEMA is continuing to review the Town's draft Local Hazard Mitigation Plan. We anticipate receiving their sign-off by early September, at which point the Plan will be brought forward for Town Council review. Still no determination from FEMA regarding payment of the Town's $2 millÍon claim for the Front Street Creek Stabilization Repair. Development Services Current Planning Activity (fhts is largely carried over from August) Projects under Construction : o o o o o o a 600 Hañz Avenue - The Address company: - This mixed use 37-unit condominium and commercial development is well undennray and expected to be completed during the first half of 2025. 375 West El Pintado (the Nova) - Diamond Construction: This 50 unit senior condominium project is currently under construction. Construction is expected to be ongoing for the next year. 3020 Fostoria Way/Borel - Trumark Homes and The Pacific Company: This 167 multifamily home development includesl23 townhomes to be built by Trumark and 44 affordable apartments to be built by the Pacific Company. Construction is now undeÌway; tree removal has been completed and site grading is expected to begin shortly. Camino Tassajara/Ponderosa Homes - This 9 lot single family subdivision is currently under construction a Several additional applications are at various stages of the review and/or pre- application stages. 5 . 425 Et Pintado/Darby - Diamond Construction'. This is a proposal to construct 9g luxury senior condominium units. The application is currently incomplete pending eompletion of stormwater & traffic studies. The application has been reviewed and approved by the DRB and is expected to be scheduled for review by the Planning Commission in late September or early October. o 2570 Camino Tassajara & 45 Sherburne Hills Road - Misson'. The Town is reviewing an applicaiion to develop 18 single family homes with 18 ADUs on a 19.5-acre site.o 828 Diablo Rd (S/oaf Gardens) - Oakmont Homes: Preliminary proposal is for a 103 unit assisted living facility, including an Alzheimer's unit' o V16ge Shopping Center - Blake Griggs. The applicant is preparing to submit an application for a 200-unit, 4 story apartment project. . Elworthy Easf propefty - Stringer Properties - The Town has received as applicaúon to develop 19 singlefamily homes on the 10O-acre Elworthy East property. The site is located at the terminus of Borica Drive and Como W"V Residences would be clustered on a small portion of the parcel with the remainder of the 100 acre site to be preserved as permanent open space. ¡ SB g Apptications - The Town is currently processing 4 more SB 9 lot splits located.at 556 El Pintado Road, 1 00 Rassai Court, 324 Merrilee Place and 161 0 Lawrence Road. These parcels range in size from .83 to 1.75 acres prior to the lot splits. The Town has now received a total of 41 SB I applications. Capital I mprovement Prog ram o Diablo Road Trail (C-055,): No update since last time - Town staff still working with Engeo to submit updated plans to S.F. Regional Water Quality Control Board. Remaining details to be addressed are being worked through with RWQCB staff.. San Ramon Vattey Btvd (C-600); Fiber Optic Interconnect (A 620) - Construction of a more extensive Fiber Optic Cable lnterconnect project will necessitate delaying the San Ramon Valley Blvd. improvements to ensure that the fiber optic installation is completed prior to the paving work. The revised project timeline anticipates the start of construction for San Ramon Valley Blvd. in spring 2025.o Diabto Vista PIay Area Renovation and Multi-Spott Skate Park, (8-560 & B- 616) - Design work and cost estimates will be updated to allow these two projects to be bid separately in December/January. o lron Horse Trail lmprovements at Love Lane, Linda Mesa and Del Amigo (C - 305) includes RRFB improvements, project is currently at the submission of E76 and Peer review Process. 6 Maintenance Services Here are some recent activities happening in Maintenance right now: o Dave Casteel continues to work with the LLAD District Engineer to identify the appropriate methodology in moving fonryard with presenting LLAD rate increase LLAD Update and Discussion at September 10 Study Session.. Projectso Staff is preparing to resurface the basketball court and tennis courts at Diablo Vista Park.o Staff recently worked with a contractor to repair/replace a segment of the Pack Trail on the north side of Parkhaven Drive.o Maintenance worked with Transportation staff to replace the thermoplastic crosswalks around Baldwin Elementary and Diablo Vista Middle Schools, prior to school starting.o Our field crews have been working with Code Enforcement to remove non- compliant political signs.o Staff is working with Eugene O'Neill Foundation to have street light pole banners installed again in September.o Roadside crews are undertaking extensive roadside landscaping cleanups and "refreshing" along San Ramon Valley Blvd. and Sycamore Valley Blvd.o Staff is coordinating a volunteer park fence painting project at Danville South Park and Baldwin Elementary on September 23o Staff is preparing to repaint the interior of the (Town-owned) Sycamore Day Schoolo Maintenance is preparing for the annual g/11 event at Oak Hill Park r Finally - it's getting to be that time of year... staff are beginning their annual creek and drainage area inspections to begin planning and preparations for the upcoming 2024125 winter rains. Recreation, Arts & Community Services . On August 2,the Village Theatre hosted a Student Film Festival. Five films were shown at the festival and participants can't wait to participate again next year!. On August 3, the Town held its last Music in the Park of the summer to a very packed Town Green. About 1,000 concert goers enjoyed the performances of the Unauthorized Rolling Stones.o On August 9, allthe world was a stage at the Village Theatre as SPARC Theater presented Twelfth Night on the stage. 78 theatre enthusiasts arrived at the Village Theatre for opening night and another 88 attended the Saturday performance. Taking into account SPARC's stated goal of 90 tickets per show 7 a a and their own requested limitation of seats to just the lower level orchestra, attendance for the entire series was 78%. Town facilities had 20 indoor rentals for the month of August. Middle School Teen Centers operations w¡ll resume on Tuesday, September 3 at Charlotte Wood, Los Cerros and Diablo Vista Middle Schools. Kids' Night Out, Kids' Day Out, Teen Night Out and Teen Day Out - Will all resume starting Friday, September 13. Temporary Staff - The Town is currently hiring staff for Teen Centers, Kids' Nighi Out and other special events during the school year. The minimum age to apply is 15 years old. A recap of our summer camps and aquatics programs was provided in last month's memo. That's all for now.
