SUBJECT: Resolution No. 66-2024, awarding a professional services agreement and
transferring funds from CIP No. B-628 Town Green and Arts District to
CIP No. B-629 Arts District Maker Space (Studio)
BACKGROUND
In 2017, the Parks, Recreation & Arts Strategic Plan (Strategic Plan) outlined various
measures for implementation, including the development of a Master Plan for a Town
Green and Arts District. This initiative, prioritized by the Parks, Recreation and Art s
Commission (the Commission), aimed to enhance the Town Green and Front Street area
from the Community Center north to the Village Theatre. To accomplish this, the Town
engaged Callander Associates (Consultant) as consultants to collaborate with staff and
the Commission.
Throughout 2019, the Commission collaborated with the Consultant to establish project
goals tailored to Danville's unique character. Community input was gathered through
outreach events and an online survey, informing the draft Master Plan. Emphasizing
consistency with the Strategic Plan, the Consultant's initial design proposed achievable
improvements supporting an arts district vision and reinforcing the Town Green's role
as Danville's "living room."
Drafts of the Master Plan, along with conceptual project estimates, were reviewed by the
Commission in August and September 2019, leading to a recommendation for Town
Council approval. Following the Town Council review, the Master Plan was adopted in
November 2019. Subsequently, the Town Council included Projects B-628 (Town Green
and Arts District) and B-629 (Arts District Maker Space) in the Capital Improvement
Program, allocating funds for design and construction aligned with the Master Plan.
At its February 15, 2024 meeting the Design Review Board reviewed and approved the
new building design for the proposed Arts District Maker Space, CIP B-629, now known
as the Town Studio. Their architectural review ensured that the design met Downtown
Business District Area 3’s development requirements. Additionally, at the March 13,
2024, joint Commission and Arts Advisory Board meeting, the Town Green and Town
Studio conceptual designs were reviewed, and feedback was provided.

During that meeting, the question was posed as to whether there are sufficient funds
available to complete both the Town Green and the Studio. The existing appropriation
for both CIP’s is approximately $4,000,000. The estimated project costs are $3,000,000 for
the Town Green and $2,800,000 for the Town Studio. Given this and the uncertainty
about the possibility and timing of additional future funding, staff sought feedback and
direction from the Commission and Board on the following options to move forward:
1.Continue with the current direction of design and construction of the Town Green
and the design of the Town Studio. This option would be within the current
appropriation.
2.Refocus the project to include the design and construction of the Town Studio and
Pavilion on the Town Green. This option could require additional funding.
3.Refocus the project to include the design and construction of the Town Studio
only. This option would be within the current appropriation.
The Commission and Board recommended option 2, to refocus the project to include the
design and construction of the Town Studio and Pavilion on the Town Green, with the
caveat that there was currently no additional funding.
DISCUSSION
The lead consultant on the Town Green Master Plan since its inception has been Callander
Associates. Callander, with the Town’s consent, had retained DTA, Dreiling Terrones
Architecture, Inc. of Burlingame, CA, as a subconsultant for the Town Studio and
Pavilion design portions of the project.
With the proposed refocus to move forward at this time with the Studio and Pavilion,
Town staff, Callander and DTA all agree that it is best to now have the Town contract
directly with DTA for design and preparation of plans for those improvements. The
design work is scheduled to begin in late fall 2024 and be completed in late 2025.

FISCAL IMPACT
The amount for the design contract is $345,000. An additional 10% design contingency
in the amount of $34,500 will be reserved for a total design budget of $379,500. A transfer
from CIP B-628 Town Green and Arts District in the amount of $379,500 is needed to fully

fund the project.
RECOMMENDATION
Adopt Resolution No. 66-2024, awarding a professional services agreement and
transferring funds from CIP No. B-628 Town Green and Arts District to CIP No. B-629
Arts District Maker Space (Studio).
