HomeMy WebLinkAbout081324-03.2STUDY SESSION MEMORANDUM 3.Z TO: Mayor and Town Council August 13, 2024 SUBJECT: San Ramon Valley Boulevard Improvements Update BACKGROUND The Town Council recently awarded construction contracts for two paving projects, San Ramon Valley Boulevard Improvements, and the 2023/24 Pavement Rehabilitation project, CIP's C-600 and C-610 respectively. The Town's Capital Improvement Program (CIP) also includes the Fiber Optic Cable Interconnect Project, CIP A-620. Project A-620 will provide a fiber optic infrastructure for various Town facilities and traffic signals. The completed network was planned to combine the use of existing traffic signal conduit and new conduit to be installed with the project. Completion of the fiber optic improvements must precede the repaving of San Ramon Valley Boulevard. As the design process progressed, staff determined that the existing interconnect system does not meet fiber optic design standards required to support the project. This involves both the size of the conduit and the sweeps necessary to make lateral connections. As a result, the project will require the installation of additional new conduit and infrastructure in locations on San Ramon Valley Boulevard. These improvements were not included in the scope of the paving improvements project. DISCUSSION San Ramon Valley Boulevard Improvements (CIP C-600): To accommodate the construction of a more extensive Fiber Optic Cable Interconnect project, it will be necessary to delay the San Ramon Valley Boulevard improvements. This delay is necessary to ensure that the installation of the fiber optic infrastructure is completed prior to the paving work, preventing the need for trenching newly installed asphalt and ensuring compliance with the fiber optic design standards. The revised project timeline anticipates the start of construction in spring 2025. 2023/24 Pavement Rehabilitation Project (CIP C-610): The 2023/24 Pavement Rehabilitation Project includes the paving of Front Street, which is also impacted by the Fiber Optic Cable Interconnect project. To ensure proper coordination and prevent unnecessary rework, the contractor will begin paving activities with residential streets located outside of the downtown area, rather than initiating work on Front Street. Downtown Master Plan Catalyst Project Paving (CIP A-362): MCK Services Inc. awarded the construction contract for CIP C-600 and CIP C-610, is in discussions with Grade Tech, the contractor for CIP A-362, to coordinate the paving work for the downtown area. This coordination aims to streamline operations and reduce the impact on the downtown area. Project Coordination Efforts: Construction of the 2023/24 Pavement Rehabilitation Project is scheduled to commence in fall 2024. Initial paving operations will focus on residential streets outside the downtown area to ensure minimal disruption to the ongoing Fiber Optic Cable Interconnect project. Upon completion of the curb, gutter, and pedestrian improvements for the Downtown Master Plan Catalyst project, the contractor will proceed with paving the downtown streets as part of CIP A-362. This phase is contingent upon a formal agreement between Grade Tech and MCK Services Inc. Following the completion of downtown street paving, the contractor will resume the 2023/24 Pavement Rehabilitation Project. After the installation of the fiber optic infrastructure, the contractor will begin paving of Front Street, followed by the completion of the San Ramon Valley Boulevard Improvements. The comprehensive paving activities are projected to be finalized by summer 2025. RECOMMENDATION Staff recommends continuing with the coordinated approach, closely monitoring the progress of all involved projects, and maintaining clear communication with all stakeholders to ensure minimal impact and successful completion.
