ALLOWED ON IRON HORSE TRAIL
A "class i electric bicycle," or "low -speed pedal -assisted electric bicycle," is a
bicycle equipped with a motor that provides assistance only when the rider is
pedaling, and that ceases to provide assistance when the bicycle reaches the speed
of zo miles per hour.
A "class 2 electric bicycle," or "low -speed throttle -assisted electric bicycle," is a
bicycle equipped with a motor that may be used exclusively to propel the bicycle,
and that is not capable of providing assistance when the bicycle reaches the speed
of zo miles per hour.
• No vehicle registration or driver's license required
• Helmet required for those under i8
• Must follow the same rules of the road as a bicycle

ALLOWED ON ROAD
NOT ALLOWED ON IRON HORSE TRAIL
A "class 3 electric bicycle," or "speed pedal -assisted electric bicycle," is a bicycle
equipped with a motor that provides assistance only when the rider is pedaling,
and that ceases to provide assistance when the bicycle reaches the speed of 28
miles per hour, and equipped with a speedometer.
• Must be 16 years old to ride
• All ages must wear a bicycle helmet
• Must follow the same rules of the road as a bicycle
E -SCOOTER - CVC 407.5
ALLOWED ON THE ROAD WITH DRIVER'S LICENSE
NOT ALLOWED ON SIDEWALK OR IRON HORSE TRAIL
A "motorized scooter" is any two -wheeled device that has handlebars, has either a
floorboard that is designed to be stood upon when riding or a seat and footrests in
place of the floorboard, and is powered by an electric motor.
• Driver must have a driver's license or permit
• Only one rider per scooter
• Max speed of 15 mph

MOTORIZED BICYCLE - CVC 405
ALLOWED ON ROAD IF REGISTERED / DRIVER LICENSED
NOT ALLOWED ON THE IRON HORSE TRAIL
A "motorized bicycle" or "moped" is a two -wheeled or three -wheeled device
having fully operative pedals for propulsion by human power, or having no pedals
if powered solely by electrical energy, and an automatic transmission and a motor
that produces less than 4 gross brake horsepower and is capable of propelling the
device at a maximum speed of not more than 3o miles per hour on level ground.
• Driver must have a license with an Mi or M2 endorsement
• Driver / Passenger must wear a DOT -approved helmet
MOTOR DRIVEN CYCLES - CVC 406
ALLOWED ON ROAD IF REGISTERED AND DRIVER LICENSED
NOT ALLOWED ON THE IRON HORSE TRAIL
A "motor -driven cycle" is any motorcycle with a motor that displaces less than
150 cubic centimeters. A motor -driven cycle does not include a motorized bicycle,
as defined in Section 406.
• No pedals, throttle only
• Driver must have a license with an Mi or M2 endorsement
• Driver / Passenger must wear a DOT -approved helmet
OFF-HIGHWAY MOTORCYCLE - CVC 436
NOT ALLOWED ON THE ROAD
NOT ALLOWED ON THE IRON HORSE TRAIL
An "off-highway motorcycle" means a motorcycle or motor -driven cycle which is
subject to identification under this code [CA Vehicle Code].
Per CA DMV, Off -Highway Vehicles are motor vehicles that are used only off
public roads and highways, on lands that are open and accessible to the public.
OHVs such as all -terrain vehicles, trail bikes, racing motorcycles, dune buggies,
and snowmobiles do not require regular vehicle registration, but they must
display an ID plate or placard issued by DMV.

The Danville Police Department has delivered signs to local
middle schools and installed several at trail heads throughout
the town.
These signs are designed to inform and remind students and
trail users of the specific rules and safety guidelines for e -
scooters.
PAMPHLET DISTRIBUTION
Police Department staff have been stationed along pathways to
and from schools, downtown, and commercial areas to
distribute tri -fold pamphlets.
These pamphlets provide clear definitions and rules for e -bikes,
e -scooters, and electric dirt bikes (off-highway motorcycles),
ensuring everyone understands the regulations and safe
practices associated with each type of vehicle.
ENFORCEMENT
The Police Department is actively enforcing regulations about
E -bikes, E -Scooters, Mopeds, Motorized Bicycles, Motor
Driven Cycles, and Off -Highway Motorcycles.
Enforcement measures include issuing citations, impounding
vehicles, and contacting parents to retrieve their child's
vehicle or property.
The objective of these actions is to ensure compliance with law
through necessary enforcement measures. To date, no child
has received a citation for operating an E -scooter or similar
motorized vehicle.

Doing to Educate the Community
SOCIAL MEDIA CAMPAIGN
The Police Department actively shares information via social media, posting weekly to educate the public about
different vehicles and their rules. At the start of the 2023/2024 school year, Chief Allan Shields and Diablo
Vista Middle School Principal Jeff Osborn recorded a PSA on motor -driven vehicles and related laws.
To clarify distinctions and regulations, the differences between e -bikes, e -scooters, and off-highway
motorcycles are discussed on the Mayor's "Town Talks" and the Police Department's "10-8 In -Service" podcasts,
accessible to all residents.

COLLISIONS SO FAR THIS YEAR AND PRIMARY CAUSE
The total number of reported collisions has seen a slight increase from 124 in the period from January 1 to May 31, 2023, to
129 in the same period in 2024. The majority of these collisions have occurred along the Downtown corridor, in the Crow
Canyon / Camino Tassajara commercial area, and along the Camino Tassajara corridor, as illustrated in the graphics
above.
The prevalent primary collision factors for those collisions investigated by the Police Department were Unsafe Speed
(25%), Traffic Signs and Signals (13%), Right of Way violations (io%), and improper turning movement (8%).
" The Police Department only investigates those collisions where there are reported injuries, disputes over fault, or crimes (hit-and-run, DUI, etc).
Traffic Enforcement
Traffic enforcement is essential for maintaining public safety and order in Danville. It is strategically conducted based on
vehicle collision reports, resident complaints, and officer observations.
The following graphics show the distribution of traffic stops for moving violations, such as speeding, running red lights or
stop signs, failing to yield right of way, and making improper turns, between January 1, 2024, and May 31, 2024. During this
period, officers conducted over 2,300 traffic stops and issued more than 1,200 citations for vehicle code violations.

Speeding in Town
In May 2024, two teenagers were arrested for engaging in a speed contest along San Ramon Valley Blvd near Podva Road.
Both were released with misdemeanor citations. In June 2024, another motorist was arrested for reckless driving and
illegally passing other vehicles in the bike lane on Camino Tassajara. The driver's vehicle was impounded, and the driver
was released with a misdemeanor citation.
While the enforcement actions are not unusual, the police department has begun to publicly post details of these incidents
online. The intent is not to shame the drivers, but rather to raise community awareness about the consequences of reckless
driving, participating in speed contests, or engaging in exhibitions of speed.
As speeding is a primary factor in 25% of all investigated collisions in the Town, officers from both the Traffic Unit and
Patrol work collaboratively to enforce speed laws and reduce incidents of speeding in the area.

Attention Drivers: Slow Down!
A driver was recently arrested for reckless driving and passing
other vehicles in the bike lane on Camino Tassajara. Their vehicle
was impounded as a result.
This marks the fourth arrest for traffic violations in the past
couple of weeks.
Please adhere to speed limits and drive safely.
