SUBJECT: Resolution No. 56-2024, awarding a professional services agreement and
transferring funds from CIP No. C-593 Front Street Creek Bank
Stabilization to CIP No. A-330 Town -wide Storm Drain System
Management
BACKGROUND
In October 2022, the Town completed the first phase of the Storm Drainage Master Plan
which included inspections and condition assessments for approximately 15% of the
Town's stormwater network. This initial phase also identified six locations in need of
repair.
The 2024/25 Capital Improvement Program (CIP) includes a project to perform a second
phase of the Storm Drainage Master Plan to inventory, inspect, and perform condition
assessments of an additional 75% of the stormwater conveyance system (pipes and inlets)
throughout the Town. The project also proposes to complete the design of the six
locations in need of repair.
DISCUSSION
On May 31, 2024, Wood Rodgers of Oakland, CA submitted a proposal to complete the
second phase of the Storm Drainage Master Plan. Wood Rodgers served as the consultant
for the initial phase.
The work is scheduled to begin in late summer 2024 and be completed in mid -2025.

FISCAL IMPACT
The amount for the design contract is $368,910. An additional 10% design contingency
in the amount of $37,000 will be reserved for a total design budget of $405,910. A transfer
from CIP C-593 Front Street Creek Bank Stabilization in the amount of $552,459 is needed
to fully fund the project. A Notice of Completion for the Front Street Creek Bank
Stabilization project was approved on February 20, 2024.
RECOMMENDATION
Adopt Resolution No. 56-2024, awarding a professional services agreement and
transferring funds from CIP No. C-593 Front Street Creek Bank Stabilization to CIP No.
A-330 Town -wide Storm Drain System Management.

AWARDING A PROFESSIONAL SERVICES AGREEMENT AND TRANSFERRING
FUNDS FROM CIP NO. C-593 FRONT STREET CREEK BANK STABILIZATION
TO CIP NO. A-330 TOWN -WIDE STORM DRAIN SYSTEM MANAGEMENT
WHEREAS, the Town previously completed phase one of the Town -wide Storm
Drainage Master Plan, which included inspections and condition assessments covering
approximately fifteen percent of the Town's stormwater network; and
WHEREAS, the Danville Town Council previously appropriated funding for the Town -
wide Storm Drain System Management, CIP No. A-330, in the adopted 2024/25 Capital
Improvement Program that includes completing the second phase of the Town -wide
Storm Drainage Master Plan; and
WHEREAS, the Town desires to hire Wood Rodgers of Oakland, CA to continue with the
implementation of phase two of the Town -wide Storm Drainage Master Plan; now,
therefore, be it
RESOLVED, by the Danville Town Council, that funds in the amount of $552,459 be
transferred from Front Street Creek Bank Stabilization (CIP C-593) to Town -wide Storm
Drain System Management (CIP A-330) to fund the design phase of the project; and, be it
further
RESOLVED, by the Danville Town Council that the Town Manager be and hereby is
authorized to execute on behalf of the Town, the Professional Services Agreement with
Wood Rodgers of Oakland, CA with a not -to -exceed budget of $368,910, and that the
Town Manager be authorized to establish and utilize a 10% design contingency in the
amount of $37,000 for additional work that may be subsequently approved by contract
amendment.

PROJECT DESCRIPTION AND LOCATION:
Provide a feasibility study, design, and construction of a retaining wall on
Front Street north of Diablo Road. Work includes retaining walls, curb,
gutter, street work, and creek bank slope protection.
Construction for the slope repair was completed in 2023.
Ongoing monitoring as required for environmental permitting.
