PROCLAMATION
RECOGNIZING JUNETEENTH
JUNE 19, 2024
WHEREAS, President Abraham Lincoln signed the Emancipation Proclamation on January 1, 1863, declaring
slaves in Confederate territory free, paving the way for passing of the 13th Amendment which formally abolished
slavery in the United States of America, and
WHEREAS, on June 19, 1865, over two years after President Lincoln declared all enslaved persons free, Major
General Gordon Granger and Union Army troops marched to Galveston, Texas, to enforce the Emancipation
Proclamation and free the last enslaved Black Americans in Texas, and
WHEREAS, the first Juneteenth celebration was held in Texas in 1866, and continues to be celebrated each year
in communities across the United States, providing an opportunity to mark the emancipation of enslaved people,
and
WHEREAS, President Biden signed legislation in 2021 that made Juneteenth, which falls on June 19, the 11t11
federal holiday, the first new holiday to be added to the list of federal holidays since the recognition of Rev. Dr.
Martin Luther King, Jr's birthday in 1983; and
WHEREAS, on this day, people of all races, nationalities and religions join hands to acknowledge and understand
the stories of Black American history and the centuries of hope and courage amidst struggle and inequality, to
honor and reflect on the significant role that Black Americans have played in the history of the United States, and
celebrate the contributions Black Americans make to enrich our society; therefore, be it
RESOLVED, that the Danville Town Council does hereby recognize June 19, 2024, as Juneteenth, and
encourages all citizens to explore this important celebration of African American culture, history and pride.
