HomeMy WebLinkAbout061824-06.10 ADMINISTRATIVE STAFF REPORT 6.10 TO: Mayor and Town Council June 18, 2024 SUBJECT: Resolution No. 42-2024, awarding a professional services agreement for inspection, and laboratory and field testing services during construction of San Ramon Valley Boulevard Improvements, CIP Project C-600 and Pavement Management, CIP Project C-610 BACKGROUND The Town’s Capital Improvement Program includes San Ramon Valley Boulevard Improvements, CIP No. C-600 and Pavement Management, CIP No. 610. These projects are expected to begin construction this summer and will provide roadway paving improvements, ADA curb ramp upgrades, pedestrian crossing improvements, high- visibility bike lane and crosswalk striping marking upgrades, and traffic signal video detection and pedestrian signal upgrades. DISCUSSION The Town has previously established a Quality Assurance Program (QAP), a sampling and testing program that will provide assurance that the materials and workmanship incorporated into each construction project are in conformance with the contract specifications. Some of the testing includes hot mix asphalt (HMA) materials, soils, and aggregate base compaction. Field testing will be performed in accordance with AASHTO (American Association of State Highway and Transportation Officials), ASTM (American Society of Testing and Measurement), or Caltrans (CT) standards. In accordance with the Town’s QAP, a materials laboratory is required to perform acceptance testing on Federal-aid and other designated projects. The materials laboratory shall be under the responsible management of a California registered Engineer with experience in sampling, inspection, and testing of construction materials. The Engineer shall certify the results of all tests performed by laboratory personnel under the Engineer’s supervision. The materials laboratory shall contain certified test equipment capable of performing the tests conforming to the provisions of this QAP. At this time, there is a need for inspection, and laboratory and field testing services during the construction phase for San Ramon Valley Boulevard Improvements, CIP No. C-600 and Pavement Management, CIP No. 610. Pavement Engineering Inc. submitted proposals for both projects with a not-to-exceed budget of $230,000 to provide the desired Services During Construction 2 June 18, 2024 Paving Improvements Projects CIP No. C-600 & C-610 laboratory and field testing services. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. FISCAL IMPACT The amount for the professional services agreement for laboratory and field testing services during construction is $230,000. An additional 5% contingency in the amount of $11,500 will be reserved for a laboratory and field testing services budget of $241,500. Sufficient funds to cover the inspection, laboratory, and field testing services contract and contingency are contained in San Ramon Valley Boulevard Improvements, CIP No. C- 600, and Pavement Management, CIP No. C-610 (Attachments B & C, respectively). RECOMMENDATION Adopt Resolution No. 42-2024, awarding a professional services agreement for inspection, and laboratory and field testing services during construction of San Ramon Valley Boulevard Improvements, CIP Project C-600 and Pavement Management, CIP Project C-610. RATIONALE FOR PROPOSED PROJECT: The pavement conditions index for this reach of San Ramon Valley Boulevard is below average at 66. EXPECTED IMPACT ON OPERATING BUDGET: Additional worker hours required to maintain per year:0 Additional Town direct operating costs per year:$0 PROJECT COST ESTIMATE This project has been modified from the previous year. PROJECT APPROPRIATION AND FUNDING This project scope consists of slurry seal and restriping the segment of San Ramon Valley Boulevard between the southern Town limits to Sycamore Valley Road and pavement overlay from Sycamore Valley Road to Hartz Avenue. Lane configuration for both segments remain unchanged. The slurry seal segment retains single northbound and southbound travel lanes, a continuous center left turn lane, northbound and southbound bicycle lanes including bicycle buffer zone treatments, and residential on street parking along the west side of the roadway. PROJECT APPROPRIATION AND FUNDING The pavement management program is an annual effort approved by the Town Council to maintain the Town's street system at a high level of service. A proactive approach to pavement maintenance prevents more costly pavement repairs in the future. The program consists of two approaches: a proactive approach that utilizes preventative maintenance methods such as Crack Seal, Slurry Seal and Rubberized Cape Seal; and rehabilitation which includes overlays and reconstruction that replace the pavement wearing surface. The planned level of expenditures is aimed at sustaining an overall pavement condition index (PCI) of 70 for Town streets.
