SUMMARY OF ACTIONS
June 4, 2024 - DRAFT
1. CALL TO ORDER
The regular meeting of the Danville Town Council was called to order by Mayor
Stepper at 5:00 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA.
Present: Karen Stepper, Mayor
Dave Fong, Vice Mayor
Newell Arnerich, Councilmember
Renee Morgan, Councilmember
Robert Storer, Councilmember
2. PLEDGE OF ALLEGIANCE TO THE FLAG
The pledge of allegiance was led by Scout Packs 803 and 804, Josh Roden, leader,
and Troop 36, Chris Chen, leader.
3. CHANGES TO THE ORDER OF THE AGENDA
Town Manager Joe Calabrigo stated that item 5.3 will be deferred to a later date;
and, there was a revision to item 6.1.
4. FOR THE GOOD OF THE TOWN
Chuck Preas expressed the desire to continue to be engaged with the Town on the
subject of pickleball and provided information on location of courts; sound
blankets; and costs for the proposed pickleball courts.
Francie Roberts, member of San Ramon Valley Tennis Club, expressed concern
regarding the proposed sound blankets, condensation, and ventilation on the
pickleball courts and suggested that new courts be located at Sycamore Valley
Park.

5. PRESENTATIONS AND PROCLAMATIONS
5.1 Presentation of a proclamation to Krista Glaser, PFLAG Danville-San
Ramon Valley, proclaiming June 2024 as LGBTQ+ Pride Month
Mayor Stepper presented the proclamation.
5.2 Presentation by Pacific Gas and Electric: Jake Zigelman, Bay Area Vice
President; Sarah Yoell, Local Government Affairs Manager; and, Claudia
Luna, Sr. Local Government Affairs Representative
Jake Zigelman, Sarah Yoell, and Claudia Luna provided an update and
responded to questions and comments by the Town Council and the
audience.
5.3 Introduction of new Police Department personnel by Danville Police Chief
Allan Shields – DEFERRED TO A LATER DATE
6. CONSENT CALENDAR
6.1 Consider approval of the Summary of Actions from the regular Town
Council meeting of May 21, 2024 REVISED
6.2 Consider approval of the Register of Demands
6.3 Consider adoption of Resolution No. 35-2024, approving the Fiscal Year
2024/25 project list funded by Senate Bill 1: the Road Repair and
Accountability Act of 2017

7. TOWN MANAGER’S REPORT
7.1 Monthly Town Manager’s report by Joe Calabrigo
Joe Calabrigo provided the report.
8. PUBLIC HEARINGS
8.1 Consider adoption of Resolution No. 30-2024, approving the 2024/25
Operating Budget and setting the 2024/25 Appropriation Limit; Resolution
No. 31-2024SA, approving the 2024/25 Operating Budget for the Successor
Agency to the former Community Development Agency of the Town of
Danville; and, Resolution No. 32-2024, approving the 2024/25 Master Fee
Schedule for User and Cost Recovery Fees
Town Manager Joe Calabrigo and Finance Director/Treasurer Lani Ha
presented the staff report and 2024/25 Operating Budget and stated that
the Town Council reviewed the documents during three public study
sessions.
Mayor Stepper opened the item to public comment.
Scout speaker questioned the CDA and why it was shut down.
Town Manager Joe Calabrigo provided a background on the former
Community Development Agency.
Mayor Stepper closed the item to public comment.
Mayor Stepper stated that the Brown Act requires that, before changes in
salary or compensation can become effective for the Town Manager, City
Attorney or department heads, the Town Council shall verbally summarize
those changes. As part of the Town Council’s adoption of the 2024/25
Operating Budget, the Town Council will be approving changes to
Employee Salary Ranges for all employee classifications. Changes to the
following classifications are required to be summarized, prior to taking
action: the salary range for the Assistant Town Manager is set at $13,697 to
$18,750 per month; the salary range for all Department Heads is set at
$12,191 to $16,702 per month. There are no fringe benefits for any
employees, and there are no changes in compensation of any kind for the

Town Manager or City Attorney. For the positions listed, only the salary
ranges were changed. Any actual increase in compensation will be
determined under the Town’s Pay for Performance system; there are no
automatic increases or cost of living adjustments.

RESOLUTION NO. 31-2024SA, APPROVING THE 2024/25 OPERATING BUDGET FOR
THE SUCCESSOR AGENCY TO THE FORMER COMMUNITY DEVELOPMENT
AGENCY OF THE TOWN OF DANVILLE; AND, RESOLUTION NO. 32-2024,
APPROVING THE 2024/25 MASTER FEE SCHEDULE FOR USER AND COST
RECOVERY FEES

8.2 Consider adoption of Resolution No. 33-2024, approving the 2024/25
through 2028/29 Capital Improvement Program and appropriating funds
for 2024/25 Capital projects
Assistant Town Manager Tai Williams and City Engineer Steven Jones
presented the staff report and Capital Improvement Program and stated
that the Town Council reviewed the document during three public study
sessions. They responded to questions and comments from the Town
Council.

The Town Council provided updates on events and activities in Danville.
