SUBJECT: Resolution No. 38-2024, authorizing the purchase of one GPS equipped
Total Station Surveying System for the use by the Police Department’s
Traffic Unit to document evidence and reconstruct serious injury and
fatal collision scenes
BACKGROUND
The Danville Police Department is dedicated to ensuring the safety and well-being of its
community by investigating all major injury and fatal collisions. The collection of accurate
data and evidence is crucial in reconstructing collision or crime scenes and providing a solid
foundation for traffic investigators' analysis. To maintain a high level of efficiency and
accuracy in these investigations, it is imperative that the department utilizes state-of-the-art
equipment. The Traffic Unit uses the Leica TCR407 Ultra Total Station to get accurate
measurements of traffic collision scenes. The unit was purchased in 2008, and upgraded in
2020 to extend its useful life. However, the equipment is currently non-functioning and is
beyond its useful life.
DISCUSSION
In 2021, the California Highway Patrol (CHP) Multidisciplinary Accident
Investigation Team (MAIT) conducted an analysis of several brands and models of
survey equipment to use for evidence collection at collision scenes. CHP MAIT
reviewed systems by Leica, Trimble, Sokkia, and Carlysle. Ultimately, they chose
the Leica GS-18 Total Station for its features, ease of use, and the company’s past
performance and reliability. CHP purchased the equipment through their preferred
vendor, Collision & Crime Forensic Solutions, due to the company’s reliability and
ability to provide lifetime, 24-hour customer support. Trimble was not selected due
to previous hardware failures on CHP owned systems, Sokkia and Carlysle were
not selected due to lack of features in the system and the companies’ relative size
compared to Leica. The Leica system purchased by Danville PD in 2008 lasted for
approximately 15 years before the software compatibility and lack of features made
it non-functioning, it was not due to a hardware failure in the Leica system.
The Leica GS-18 Total Station system is an advanced surveying tool that will

significantly enhance the Danville Police Department's capability to measure and
document large crash or crime scenes accurately. This comprehensive package
includes a GNSS RTK Rover, base station, and data storage devices; all equipment
necessary for the collection, storage, and transfer of data to the data analysis
software used by the traffic collision reconstruction experts on the Danville Police
Traffic Unit.
Acquiring the Leica GS-18 Total Station system is a strategic investment for the
Danville Police Department's Traffic Unit. Utilizing the same equipment as CHP's
MAIT team and partnering with a vendor of experienced retired law enforcement
officers provides invaluable support and expertise. This investment will enhance
investigation accuracy and efficiency, ultimately benefiting community safety and
well-being.

FISCAL IMPACT
Sufficient funds are available in the 2023/24 Police Department budget to fund
the $82,500 cost to purchase the new system.
RECOMMENDATION
Adopt Resolution No. 38-2024, authorizing the purchase of one GPS equipped Total
Station Surveying System for the use by the Police Department’s Traffic Unit to
document evidence and reconstruct serious injury and fatal collision scenes.

AUTHORIZING THE PURCHASE OF ONE GPS EQUIPPED TOTAL STATION
SURVEYING SYSTEM FOR THE USE BY THE POLICE DEPARTMENT’S TRAFFIC
UNIT TO DOCUMENT EVIDENCE AND RECONSTRUCT SERIOUS INJURY AND
FATAL COLLISION SCENES
WHEREAS, the Danville Police Department is committed to ensuring the safety and
well-being of the community by investigating all major injury and fatal collisions; and
WHEREAS, accurate data and evidence are crucial in reconstructing collision or crime
scenes and providing a solid foundation for traffic investigators' analysis; and
WHEREAS, the Traffic Unit uses the Leica TCR407 Ultra Total Station to get accurate
measurements of traffic collision scenes, which was purchased in 2008 and upgraded in
2020, but is currently non-functioning and beyond its useful life; and

WHEREAS, acquiring the Leica GS-18 Total Station system is a strategic investment for
the Danville Police Department's Traffic Unit, enhancing investigation accuracy and
efficiency, ultimately benefiting community safety and well-being; and
WHEREAS, sufficient funds are available in the 2023/24 Police Department budget to
fund the purchase of the system; now, therefore, be it
RESOLVED, the Town Manager is hereby authorized to execute the purchase of a Leica
GS-18 Total Station surveying system, including a GNSS RTK Rover, base station, and
data storage devices, from Collision & Crime Forensic Solutions at a cost not to exceed
$82,500, and take any other actions required to effectuate this Resolution.
