ADMINISTRATIVE STAFF REPORT 5el TO: Design Review Board Members June 13, 2024 SUBJECT: Design review for Development Plan request DEV24-0008 0008 and a condominium map to allow for the development of a 99-unit age restricted senior condominium development located at 425 El Pintado Road, known as Darby Plaza. The applicant is requesting a density bonus pursuant to the State Density Bonus Law (Gov. Code Section 65915) and related development standard waivers and concessions. BACKGROUND The subject 3.17-acre site was redesignated to Residential - Multifamily, allowing 30-35 units per acre as part of the Towri s 2023-2031 Housing Element adoption process, in January 2023. DISCUSSION While a density bonus is requested, at 31.2 units per acre, the proposed development falls within the required density range. The applicant is requesting the following concessions: Height - 529" (43' average allowed) Floor Area Ratio-128.7% (120% allowed) Parking -198 (212 required). Since this is a senior development, the Town believes that the proposed parking is adequate. The main area of non-conformance with Town requirements is the height of the buildings. However, under the State Density Law, the Town must waive the otherwise applicable height requirements. EVALUATION The Towri s review of this project's architectural design has focused on the building's four-story massing as well as the general architectural style. Massing As a result of massing concerns, the fourth floor has been stepped back from the lower floors on the south and east elevations, abutting El Cerro and the freeway onramp. Addition architectural features were also added to help break up these walls. Architectural Style The Town has expressed concerns regarding the generally modern design of the project and its consistence with the neighborhood and general character of the Town. While the architect has added features to add more detail to the plans, such as extended balconies, varying setbacks, natural wood and green wall elements, staff requests that the DRB specifically discuss and provide feedback regarding the general architectural style. Several color elevations are provided in the pack for DRB consideration.
