SUMMARY OF ACTIONS
February 20, 2024 - DRAFT
1. CALL TO ORDER
The regular meeting of the Danville Town Council was called to order by Mayor
Stepper at 5:00 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA.
Present: Karen Stepper, Mayor
Dave Fong, Vice Mayor
Newell Arnerich, Councilmember
Renee Morgan, Councilmember
Robert Storer, Councilmember
2. PLEDGE OF ALLEGIANCE TO THE FLAG
The pledge of allegiance to the flag was led by Jonas Aguiar.
3. CHANGES TO THE ORDER OF THE AGENDA
Town Manager Joe Calabrigo stated that there was a minor edit to agenda item 6.1
which was distributed to the Town Council; item 6.4 will be removed from the
consent calendar for a separate vote to address potential conflicts of interest;
renderings for the artwork for item 6.8 were distributed to the Town Council; item
6.9 will be moved to follow item 9.1; and, there will be no report for item 7.1.
4. FOR THE GOOD OF THE TOWN
Harriet Neely expressed opposition to the pickleball courts proposed for Osage
Station Park.
Chuck Preas expressed opposition to the pickleball courts proposed for Osage
Station Park.

Julie Philbert expressed opposition to the pickleball courts proposed for Osage
Station Park.
Ross Smith, San Ramon Valley Kiwanis Foundation, presented the Town a check
in the amount of $8,299.42 for purchase, installation, and maintenance of four to
five benches, including plaques, along the Camino Tassajara parkway.
5. PRESENTATIONS AND PROCLAMATIONS
5.1Presentation of a proclamation to Kay Wang, Bay Valley Chinese School, in
recognition of celebrations of the Lunar New Year
Mayor Stepper presented the proclamation.
5.2Presentation of a proclamation to Deputy Chief Jonas Aguiar, San Ramon
Valley Fire Protection District, proclaiming February 2024 as American
Heart Month
Mayor Stepper presented the proclamation.
6. CONSENT CALENDAR
A revision was made to item 6.1; item 6.4 was removed for a separate vote; and,
item 6.9 was removed to follow item 9.1.

6.3Consider acceptance of the December 2023 Month End Treasurer’s Report

Rezoning RZ 2024-0001 (Danville 2023-2031 General Plan Housing

ITEM 6.4 - ORDINANCE NO. 2024-01, APPROVING ZONING TEXT AMENDMENT
ZTA 24-0001; AND ORDINANCE NO. 2024-02, APPROVING REZONING RZ 2024-
0001 (DANVILLE 2023-2031 GENERAL PLAN HOUSING ELEMENT) REMOVED FOR
SEPARATE VOTE
Mayor Stepper stated that three separate votes are necessary for Ordinance No. 2024-01
to address conflicts of interest.
City Attorney Rob Ewing stated that Councilmember Arnerich has a conflict of interest
because his residence is located within 1,000 feet of the following three sites in DBD 13:
R1 (the Wells Fargo Bank at the corner of San Ramon Valley Blvd and Town and Country
Drive), R2 (the Town and Country Shopping Center) and S (the Village Shopping Center).
The ordinance would amend DBD 13 to 1) increase FAR and 2) allow for emergency
shelters.

MOTION CARRIED 4-0-1-0; COUNCILMEMBER ARNERICH ABSTAINED
Mr. Ewing stated that Councilmember Storer has a conflict of interest because he has an
ownership interest in the apartment building at 1011 Hartz Way, which is within 500 feet
of Site N (the Crossroads Shopping Center, 480 and 486 San Ramon Valley Blvd.) The
ordinance would amend DBD 13 to increase FAR and would amend DBD 9 and 13 to
allow for emergency shelters.
