DESIGN REVIEW BOARD STAFF REPORT 6.1 TO: Design Review Board Members February 15, 2024 SUBJECT: Review and recommend approval of the architecture, colors, and materials for CIP B-629 Arts District Maker's Space. PROJECT DESCRIPTION The project includes a request to review architectural elevations and color and materials for the new 2,212 +/- square foot Town CIP B-629 Arts District Maker's Space located on a Town -owned property at 282 Front Street. The Maker's Space is a component of the Town Green Master Plan, which was recommended by the Parks and Recreation and Arts Commission (PRAC) at their August and September 2019 meetings, prior to recommending that the Master Plan be forwarded to the Town Council for final approval. It was further reviewed for the proposed facility's program development at the PRAC meeting in August 2023. EVALUATION Architecture The subject site plan appears to be consistent with the approved Town Green Master Plan and the required items outlined for additional review: • The development criteria for the Maker's Space is consistent with Downtown Business District Area 3's development requirements. • The proposed project includes a 2,212-square-foot Maker's Space with Craftsman - style architecture. • The proposed project includes components and colors similar to the adjacent Library/ Community Center including a neutral yellow body color, dark green accents, and a muted green trim. The PRAC is satisfied with the proposed colors. • No exterior street lighting is proposed to be installed, and the proposed driveway/entry lighting for the Maker's Space provides a pleasant accent to the front of the proposed Maker's space. • The floor plan is an open, programable space that provides for multifunctional uses and classes. A front elevation treatment (Craftsman) is proposed. Landscape • All trees will be a minimum of 15-gallon container sizes, and the shrubs a minimum of 5-gallons in size. • The final design of the landscape treatment, path design and location, and fence design to separate creek open space areas from Maker's Space shall be reviewed at a later date. The project will include an open -view fence design and the landscape treatment will be consistent with the design of other approved landscape treatments in the area. RECOMMENDATION Review and recommend approval of the architecture, colors, and materials for CIP B-629 Arts District Maker's Space.
