Town Council – Regular Meeting and Closed Session SUMMARY OF ACTIONS January 16, 2024 - DRAFT 1. CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Vice Mayor Fong at 5:00 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Dave Fong, Vice Mayor Newell Arnerich, Councilmember Renee Morgan, Councilmember Robert Storer, Councilmember Excused: Karen Stepper, Mayor 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Kristin Connelly. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes. 4. FOR THE GOOD OF THE TOWN Eric Ardell presented the Town Council with a certificate of recognition for preparing a pancake breakfast at the Veterans Memorial Building last November. PRESENTATIONS 5.1Presentation by Kristin Connelly, Contra Costa County Clerk-Recorder- Registrar Kristin Connelly provided updates regarding the upcoming presidential primary, mailing of ballots, and partnering with cities to support California High School Voter Education Week and the student poll worker program. 6. CONSENT CALENDAR 6.1Consider approval of the Summary of Actions from the regular Town Council meeting of December 19, 2023 6.2Consider approval of the Register of Demands 6.3Consider acceptance of the November 2023 Month End Treasurer’s Report 6.4Consider adoption of Resolution No. 1-2024, authorizing the submittal of a request to the Metropolitan Transportation Commission for the Allocation of Fiscal Year 2024/25 Transportation Development Act Article 3 Pedestrian/Bicycle Project Funds 6.5Consider adoption of Resolution No. 2-2024, authorizing the Town Manager to execute a Funding Agreement with the Contra Costa Transportation Authority for cost sharing commitments to design and construct the Townwide Traffic Signal Modernization Project, and approving an allocation to cover the matching funds requirement for the Community Project Funding/Congressionally Directed Spending Program grant award MOTION BY COUNCILMEMBER MORGAN, SECOND BY COUNCILMEMBER STORER, TO APPROVE THE CONSENT CALENDAR MOTION CARRIED 4-0-0-1; MAYOR STEPPER ABSENT 2 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS JANUARY 16, 2024 7. COMMUNICATIONS 8.1Recreation, Arts and Community Services Department Report by Director Henry Perezalonso Director Henry Perezalonso provided the report. 9. ADMINISTRATIVE STAFF REPORTS (Public comment invited) 9.1Consider adoption of Resolution No. 3-2024, adopting the Town of Danville’s Local Roadway Safety Plan Transportation Manager Andrew Dillard presented the report. Vice Mayor Fong opened the item to public comment. There were no speakers. Vice Mayor Fong closed the item to public comment. MOTION BY COUNCILMEMBER ARNERICH, SECOND BY COUNCILMEMBER STORER, TO ADOPT RESOLUTION NO. 3-2024, ADOPTING THE TOWN OF DANVILLE’S LOCAL ROADWAY SAFETY PLAN MOTION CARRIED 4-0-0-1; MAYOR STEPPER ABSENT 10. INFORMATIONAL STAFF REPORTS (Public comment invited) 10.1 Quarterly Investment Report (Chandler Asset Management) Genny Lynkiewicz, Chandler Asset Management, provided the report. 3 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS JANUARY 16, 2024 11. TOWN COUNCIL REPORTS 11.1Town Council updates Councilmembers provided updates on events and activities in Danville. 12.
