Town Council – Regular Meeting SUMMARY OF ACTIONS December 19, 2023 - DRAFT 1. CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Stepper at 5:00 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Karen Stepper, Mayor Dave Fong, Vice Mayor Newell Arnerich, Councilmember Renee Morgan, Councilmember Robert Storer, Councilmember 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Heather Transue. 3. CHANGES TO THE ORDER OF THE AGENDA Town Manager Joe Calabrigo stated that item 9.11 will be removed from the agenda as the Tri Valley Affordable Housing Committee has been dissolved; and, he recommended adding an urgency item 9.16 to the agenda because the need to approve out-of-state travel arose after the posting of the agenda. MOTION BY COUNCILMEMBER MORGAN, SECOND BY COUNCILMEMBER ARNERICH, TO ADD URGENCY ITEM 9.16 TO THE AGENDA TO APPROVE OUT- OF-STATE TRAVEL TO ATTEND THE 2024 U.S. CONFERENCE OF MAYORS' ANNUAL WINTER MEETING AND ANNUAL TRI-VALLEY MAYORS' LEGISLATIVE BRIEFINGS IN WASHINGTON, D.C., JANUARY 16-19, 2024, BECAUSE THE NEED AROSE AFTER THE POSTING OF THE AGENDA MOTION CARRIED 5-0 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS DECEMBER 19, 2023 4. FOR THE GOOD OF THE TOWN Michael Jolley expressed concern regarding the approval process for the construction of a metal structure on La Questa Drive. 5. Bravo) ADDED AS URGENCY ITEM MOTION BY COUNCILMEMBER ARNERICH, SECOND BY COUNCILMEMBER MORGAN, TO APPROVE THE CONSENT CALENDAR; INCLUDING ITEM 5.16 AS AN URGENCY ITEM; AND REMOVING ITEM 5.6 FOR DISCUSSION MOTION CARRIED 5-0 ITEM 5.6 - CONSIDER ADOPTION OF RESOLUTION NO. 86-2023, OPPOSING THE “TAXPAYER PROTECTION AND GOVERNMENT ACCOUNTABILITY ACT” (STATE INITIATIVE #1935) REMOVED FOR DISCUSSION Mayor Stepper provided comments as to why she is supporting the resolution: she favors a two-thirds vote to approve ballot initiatives; and, this initiative is retroactive and takes money that cities have already spent. MOTION BY COUNCILMEMBER ARNERICH, SECOND BY COUNCILMEMBER MORGAN, TO ADOPT RESOLUTION NO. 86-2023, OPPOSING THE “TAXPAYER PROTECTION AND GOVERNMENT ACCOUNTABILITY ACT” (STATE INITIATIVE #1935) MOTION CARRIED 5-0 6. TOWN MANAGER’S REPORT 6.1 Monthly Town Manager’s report by Joe Calabrigo Town Manager Joe Calabrigo provided highlights from his monthly report provided to the Town Council under separate cover. 7. COMMUNICATIONS 7.1City Clerk announce continuing recruitment for one Danville representative on the County Connection for a two-year term; one licensed architect to serve on the Heritage Resource Commission for a four-year term City Clerk Marie Sunseri announced the recruitment. 7.2Police Department Report by Danville Police Chief Allan Shields Danville Police Lieutenant Heather Transue provided the report. 8. ADMINISTRATIVE STAFF REPORTS 8.1Consider proposed Solid Waste and Recycling rates for 2024 (Rate Year 10) and forward a recommendation for a 6.8% rate increase to the RecycleSmart Joint Powers Authority Management Analyst Cat Bravo provided the report. 4 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS DECEMBER 19, 2023 Mayor Stepper opened the item to public comment. MOTION BY COUNCILMEMBER ARNERICH, SECOND BY COUNCILMEMBER MORGAN, TO APPROVE PROPOSED SOLID WASTE AND RECYCLING RATES AND FORWARD A RECOMMENDATION FOR A 6.8% RATE INCREASE TO THE RECYCLESMART JOINT POWERS AUTHORITY MOTION CARRIED 5-0 9. ADJOURN TO DANVILLE DISASTER COUNCIL The regular meeting of the Danville Town Council was adjourned at 5:59 p.m. to a meeting of the Danville Disaster Council. 11.
