Resolution No. 96-2023, approving out-of-state travel to attend the 2024 U.S.
Conference of Mayors' Annual Winter Meeting and Annual Tri -Valley
Mayors' Legislative Briefings in Washington, D.C., January 16-19, 2024
BACKGROUND
On February 21, 2006, the Town Council approved Resolution No. 17-2006, approving the
Town of Danville Expense Reimbursement Policy. This policy outlines the policies and
procedures pertaining to travel by the Town's elected and appointed officials. The policy
states that "international and out-of-state travel for any event or activity requires prior
approval by the Town Council."
DISCUSSION
For the past 18 years, as part of their mayoral duties, the mayor has participated in the Tri -
Valley Mayors' Legislative Briefings in Washington, D.C. in conjunction with the U.S.
Conference of Mayors' Winter Meeting or the National League of Cities' Congressional City
Conference. The Tri -Valley Mayors (Danville, Dublin, Livermore, Pleasanton, and San
Ramon) are expected to hold their legislative meetings in conjunction with the U.S.
Conference of Mayors' Winter Meeting, January 16-19, 2024. The U.S. Conference of Mayors
is the official non-partisan organization representing cities with populations of 30,000 or
greater. The Winter Meeting brings hundreds of mayors together to focus on policy issues
that are important to local governments.
In the legislative briefings, the Tri -Valley Mayors advocate for funding and policy matters
of interest to Danville and the region. Past meetings with the region's congressional
representatives and decision -makers from federal agencies such as the Federal Highway
Administration, Economic Development Administration and Department of Transportation
have led to successful federal funding of local projects.
The legislative advocacy this year will be led by Townsend Public Affairs, who represents
the Tri -Valley on regional, state and federal advocacy issues.

RECOMMENDATION
Adopt Resolution No. 96-2023, approving out-of-state travel to attend the 2024 U.S.
Conference of Mayors' Winter Meeting and Annual Tri -Valley Mayors' Legislative Briefings
in Washington, D.C., January 16-19, 2024.

APPROVING OUT-OF-STATE TRAVEL TO ATTEND
THE 2024 U.S. CONFERENCE OF MAYORS' WINTER MEETING AND ANNUAL
TRI -VALLEY MAYORS' LEGISLATIVE BRIEFINGS IN WASHINGTON, D.C.,
JANUARY 16-19, 2024
WHEREAS, on February 21, 2006, the Town Council approved Resolution No. 17-2006,
approving the Town of Danville Expense Reimbursement Policy, which outlines the
policies and procedures pertaining to travel by the Town's elected and appointed
officials, as well as Town employees; and
WHEREAS, the policy states that international and out-of-state travel for any event or
activity requires prior approval by the Town Council; and
WHEREAS, the U.S. Conference of Mayors, a nonpartisan organization representing
cities with populations of 30,000 or more from across the country, is holding their Annual
Winter Meeting in Washington, D.C.; and
WHEREAS, the Mayor of Danville annually attends the Tri -Valley Mayors' Legislative
Briefings, also held in Washington, D.C., to advocate for projects and legislation of
interest to Danville and the region; now, therefore, be it
RESOLVED, that the Danville Town Council does hereby approve out-of-state travel for
the Mayor to attend the 2024 U.S. Conference of Mayors' Annual Winter Meeting and Tri -
Valley Mayors' Legislative Briefings in Washington, D.C., January 16-19, 2024.
APPROVED by the Danville Town Council at a regular meeting on December 19, 2023,
by the following vote:
