HomeMy WebLinkAbout121923-05.13 ADMINISTRATIVE STAFF REPORT 5.13 TO: Mayor and Town Council December 19, 2023 SUBJECT: Resolution No. 93-2023, authorizing the purchase of retractable security bollards for Downtown Master Plan Catalyst, CIP A-362 BACKGROUND Construction of the Downtown Master Plan Catalyst represents “the first phase” of the Downtown Improvement Project, CIP A-362 (Attachment B) included in the Fiscal Year 2023/24 Capital Improvement Program. The design phase of the Downtown Master Plan Catalyst (“project”) is nearing completion and is scheduled to be advertised for construction in early 2024. The project includes the installation of seven (7) retractable security bollards within the Village Theatre Municipal Parking Lot. The Village Theatre Municipal Parking Lot is one of six downtown locations that will be improved as part of the project. Improvements at this location include installation of amenities that will allow conversion of the westerly section of the parking lot to a public gathering space for special events and activities. Retractable security bollards will provide protection on each end of the subject parking lot segment during such events. DISCUSSION Retractable security bollards are devices that, when deployed, provide physical separation to protect property, assets, and people from vehicular traffic. Retractable security bollards provide the ability to temporarily close roadways and driveways that are typically accessible to vehicular traffic under normal operating conditions. Specifically, retractable security bollards are effective in providing protection for closures of streets and parking lots for special events and non-typical uses. Based on evaluation of the required features and specifications for the installation of retractable security bollards at the subject location, it is recommended that the devices manufactured by Gibraltar Perimeter Security of Burnet, Texas be procured for the project (Attachment C). Town staff and consultants determined that the Gibralter product is the most compatible with the specific needs of this project. The retractable security bollards are designed to be recessed into the ground during normal operating conditions and secured with locking mechanisms. Deployment of the devices is completed manually but is efficiently achieved via a lift-assist system. The devices are crash-rated to meet American Society for Testing and Materials (“ASTM”) standards and 2 tested to withstand impacts of vehicles weighing up to 5,000 pounds at 30 mph. Advanced procurement of the devices is recommended to meet the desired 2024 construction schedule and ensure that the items can be manufactured, delivered and on- hand in time for their respective installation phase. Installation of the devices will be included in the project construction documents and bid package. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. FISCAL IMPACT The cost of the retractable security bollards including freight, handling and applicable taxes is $87,551.36 (Attachment D). Sufficient funds to cover the purchase of the security bollards are available in the FY 2023/24 Capital Improvement Program and as appropriated in the Downtown Improvement Project, CIP A-362. RECOMMENDATION Adopt Resolution No. 93-2023, authorizing the purchase of retractable security bollards for Downtown Master Plan Catalyst, CIP A-362. The Downtown Master Plan was adopted by Town Council on September 6,2022.
