Town Council – Regular Meeting SUMMARY OF ACTIONS November 21, 2023 - DRAFT 1. CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Storer at 5:00 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Robert Storer, Mayor Karen Stepper, Vice Mayor Newell Arnerich, Councilmember Dave Fong, Councilmember Renee Morgan, Councilmember 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Rob Ewing. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 4. FOR THE GOOD OF THE TOWN Christopher Cross expressed concern regarding Green Valley Creek on Diablo Road and the potential for flooding. He distributed photos of the creek and encouraged the Town to take action to get the creek cleaned out. Chuck Preas expressed interest in the agenda item that will take place at the Parks, Recreation and Arts Commission meeting on December 13, 2023 regarding pickleball. He expressed concern regarding the pickleball courts proposed for Osage Station Park. DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS NOVEMBER 21, 2023 5. CONSENT CALENDAR 5.1Consider approval of the Summary of Actions from the regular Town Council meeting of November 7, 2023 5.2Consider approval of the Register of Demands 5.3Consider acceptance of the September 2023 Month End Treasurer’s Report 5.4Consider adoption of Ordinance No. 2023-09, amending Section 32-94.5 of the Danville Municipal Code relating to retail delivery of medical cannabis 5.5Consider adoption of Ordinance No. 2023-10, amending Section 2-1.3b of the Danville Municipal Code relating to Town Council compensation 5.6Consider adoption of Resolution No. 82-2023, authorizing the posting of a 15 mph speed limit on Holbrook Drive within the Town of Danville MOTION BY COUNCILMEMBER MORGAN, SECOND BY COUNCILMEMBER ARNERICH, TO APPROVE THE CONSENT CALENDAR MOTION CARRIED 5-0 6. COMMUNICATIONS 6.1Legislative Update by Management Analyst Cat Bravo Cat Bravo provided the report. 7. ADMINISTRATIVE STAFF REPORTS 7.1Consider adoption of Resolution No. 83-2023, approving the Fiscal Year 2022/23 Audited Annual Comprehensive Financial Report for the Town of Danville Finance Director/Treasurer Lani Ha and Coley Delaney, Pun Group, presented the staff report and provided highlights of the Fiscal Year 2022/23 Audited Annual Comprehensive Financial Report for the Town of Danville. 2 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS NOVEMBER 21, 2023 Mayor Storer opened the item to public comment. There were no speakers. Mayor Storer closed the item to public comment. MOTION BY COUNCILMEMBER ARNERICH, SECOND BY COUNCILMEMBER MORGAN, TO ADOPT RESOLUTION NO. 83-2023, APPROVING THE FISCAL YEAR 2022/23 AUDITED ANNUAL COMPREHENSIVE FINANCIAL REPORT FOR THE TOWN OF DANVILLE MOTION CARRIED 5-0 7.2Consider adoption of Resolution No. 84-2023, authorizing the installation of traffic calming measures consisting of three (3) speed lumps, two (2) advanced warning signs, two (2) no parking signs and one (1) midblock crosswalk sign on Orange Blossom Way between El Capitan Drive and Brookside Drive Transportation Program Specialist Adam Cleary presented the staff report. Mayor Storer opened the item to public comment. Chuck Preas expressed concern that the speed lump locations may be expanded to more and more streets. Emily Romanelli expressed support for the traffic calming measures and thanked the Town for providing safer routes for children walking to and from school. Mayor Storer closed the item to public comment. MOTION BY COUNCILMEMBER MORGAN, SECOND BY COUNCILMEMBER ARNERICH, TO ADOPT RESOLUTION NO. 84-2023, AUTHORIZING THE INSTALLATION OF TRAFFIC CALMING MEASURES CONSISTING OF THREE (3) SPEED LUMPS, TWO (2) ADVANCED WARNING SIGNS, TWO (2) NO PARKING SIGNS AND ONE (1) MIDBLOCK CROSSWALK SIGN ON ORANGE BLOSSOM WAY BETWEEN EL CAPITAN DRIVE AND BROOKSIDE DRIVE MOTION CARRIED 5-0 3 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS NOVEMBER 21, 2023 7.3Consider adoption of Resolution No. 85-2023, extending and amending an Employment Agreement with the Town Manager City Attorney Rob Ewing presented the staff report and stated the changes in salary and compensation for the Town Manager. Mayor Storer opened the item to public comment. There were no speakers. Mayor Storer closed the item to public comment. MOTION BY COUNCILMEMBER ARNERICH, SECOND BY COUNCILMEMBER MORGAN, TO ADOPT RESOLUTION NO. 85-2023, EXTENDING AND AMENDING AN EMPLOYMENT AGREEMENT WITH THE TOWN MANAGER MOTION CARRIED 5-0 8. TOWN COUNCIL REPORTS 8.1San Ramon Valley Unified School District liaison report by Mayor Storer and Vice Mayor Stepper Mayor Storer and Vice Mayor Stepper provided the report. 8.2Town Council updates Councilmembers provided updates on events and activities in Danville. 9.
