Meeting Summary
November 30, 2023 - DRAFT
1. CALL TO ORDER
The regular meeting of the Danville Design Review Board was called to order at 5:00
p.m., at the Town Offices, 500 La Gonda Way, Danville, CA
Board Attendance: Mark Belotz Alt, Afshan Hamid, Lou Palandrani, Chris
Trujillo, Kevin Wong
Absent: Robert Combs
Staff Attendance: Riley Anderson -Barrett, David Crompton, Yajaira Duran
2. CHANGES TO THE ORDER OF THE AGENDA - None
3. FOR THE GOOD OF THE TOWN - None
4. ACTION ITEMS
4.1 Consider approval of the October 26, 2023, Meeting Notes - Approved
Chair Hamid made a motion to approve the meeting summary which was
seconded by Board Member Palandrani.
Motion carried 4-0-1-1
5. DESIGN REVIEW ITEMS
5.1 Review and approve Development Plan request DEV23-0015 to allow for the
removal of planters and the modification of awning colors for Maison Benoit
located at 402 Railroad Ave (Project Planner: Riley Anderson -Barrett) -
Riley Anderson Barrett, Associate Planner, introduced the project and presented
the staff report.
Benoit Vialle, Applicant, answered questions from Design Review Board

Board Members discussed overall approval and excitement for the future
bakery. Board Members also spoke of focus when removing the planters to make
the concrete look consistent and not patched up.
Decision: Board Member Trujillo made a motion to approve the project, which
was seconded by Board Member Belotz.
Motion carried 5-0-0-1
5.2 Review and recommend the Planning Commission approve the architectural,
landscape and site design related to Development Plan request (DEV22-0009) to
subdivide a seven -acre site to allow for 170 multifamily units. Of these units, 46
units are proposed as for -rent apartment units, and 124 units are proposed as
for -sale townhouse units. The site is located at 3020 Fostoria Way (the Borel
Property) (Project Planner: David Crompton).
David Crompton, Chief of Planning, introduced the project and presented the
staff report.
Garrett Hinds, Architect, answered questions from Design Review Board
Members.
Board Members discussed how the previous comments have been addressed
regarding potential clutter on balconies, adding landscaping fingers in the
parking lot, and altering articulation to the end of the apartment buildings to add
articulation. Board Member Trujillo verified if Fire and Republic Services have
reviewed the project. Chair Hamid requested the addition of crosswalks on street

Decision: Board Member Palandrani made a motion to recommend approval of
the project, which was seconded by Board Member Trujillo.

5.3 Review of Sign Review request SR23-0030 to allow a new wall sign which would
require an exception to the Master Sign Program for Senior Helpers located at
3470 Camino Tassajara (Tassajara Crossings Shopping Center) (Project Planner:
Yajaira Duran).
Yajaira Duran, Planning Technician, introduced the project and presented the
staff report.

Michelle Morgan, Applicant, answered questions from Design Review Board
Members.
Board Members discussed how the current MSP is old and outdated and
requested that staff reach out to the property owner to encourage them to apply
for a new MSP. Board Members also discussed how other signs within the
shopping center have colors not included in the MSP and that national branding
should be permitted.
Decision: Chair Hamid made a motion to approve the sign with the condition
that the applicant may work with staff to alter the sign to look like the sign
originally presented by the applicant as opposed to the later rendition, which
was brought before the Board, which was seconded by Board Member
Palandrani.
Motion carried 5-0-0-1
6. REPORTS AND COMMUNICATIONS
David Crompton, Chief of Planning, provided an update on the Housing Element.
