Of these units, 46 units are proposed as for -rent apartment units, and 124 units are proposed as for -sale townhouse units. The site is located at 3020 Fostoria Way (the Borel Property) (Project Planner: David Crompton). PROTECT DESCRIPTION/BACKGROUND Trumark Homes has submitted a revised subdivision and development plan application for the seven -acre Borel property located at 3020 Fostoria Way. The project includes 170 residential units. A total of 46 units would be for -rent apartments, and 124 units would be for -sale townhomes. All 46 units would be restricted to rent to qualifying low-income households. All the buildings would be three stories, with a maximum height of 40 feet. The project was reviewed by the Design Review Board (DRB) on October 26, 2023. At that meeting, the DRB generally supported architecture and landscape design but requested modification in several areas. EVALUATION The applicant has made the following modification in response to DRB's previous comments: 1. Additional screen trees have been added along the northern property line between the project and existing single family homes to the northwest. 2. Four landscape fingers have been added to break-up the apartment parking lot area (removed four parking spaces). 3. Add back two new parking spaces at the end of Street F. 4. Revised the balcony rail detail for the apartment building facing Camino Ramon to have a solid bottom. 5. Revised the street facing and visible from Camino Ramon side elevations to add enhanced boxed -out elements to the upper levels. 6. Added two additional color schemes to the project (now three total). RECOMMENDATION Review and recommend the Planning Commission approve the architectural, landscape, and site design related to the Development Plan request (DEV22-0009) to subdivide a seven -acre site to allow for 170 multifamily units.
