Meeting Summary
October 26, 2023
1. CALL TO ORDER
The regular meeting of the Danville Design Review Board was called to order at 5:00
p.m., at the Town Offices, 500 La Gonda Way, Danville, CA
Board Attendance: Mark Belotz, Afshan Hamid, Chris Trujillo, Kevin Wong
Absence: Robert Combs, Lou Palandrani
Staff Attendance: Riley Anderson -Barrett
2. CHANGES TO THE ORDER OF THE AGENDA - None
3. FOR THE GOOD OF THE TOWN - None
4. ACTION ITEMS
4.1 Consider approval of the September 28, 2023, Meeting Summary
Board Member Belotz made a motion to approve the meeting summary which
was seconded by Board Member Trujillo. Chair Hamid abstained due to last
week's absence.
Motion carried 3-0-1-2
4.2 Consider recommendation to the Town Council to appoint a Design Review
Board Member representative to the Historic Design Review Committee
Chair Hamid made a motion to appoint Board Member Wong which was
seconded by Board Member Belotz.
Motion carried 4-0-0-2
5. DESIGN REVIEW ITEMS
5.1 Review and approve revised landscape plans for previously approved
Development Plan request DEV23-0014. Revisions included an expanded flat

rear yard area requiring additional fill, multiple retaining walls, and the
inclusion of accessory structures on a single family parcel located within a Town -
identified Scenic Hillside area located at 2460 Tassajara Lane (Project Planner:
Riley Anderson -Barrett) -
Riley Anderson Barrett, Associate Planner, introduced the project and presented
the staff report.
Susan Friedman, Applicant, presented the project and answered questions from
Design Review Board Members.
Board Members discussed concerns about the visibility of the retaining walls
within the scenic hillside and suggested adding larger and more trees, and
making sure the landscaping is easy to access and maintain.
Decision: Board Member Wong made a motion to approve the project with the
caveat that the applicant will work with staff to modify landscaping on the lower
retaining wall to add plants with an increased mature height, ensure the terraced
retaining walls are easy to access and are low maintenance, soften the bottom
retaining wall by adding groups of three to five native trees downslope, and
remove palm trees from the proposed landscaping, which was seconded by
Board Member Trujillo.
Motion carried 4-0-0-2
5.2 Review and provide preliminary feedback for a Major Subdivision and
Development Plan request (DEV22-0009) to subdivide the seven -acre site to
allow for 170 multifamily units. Of these units, 46 units are proposed as for -rent
apartment units, and 124 units are proposed as for -sale townhouse units. The
site is located at 3020 Fostoria Way (the Borel Property) (Project Planner: David
Crompton).
David Crompton, Chief of Planner, introduced the project and presented the
staff report.
Garrett Hinds, Applicant, presented the project and answered questions from
Design Review Board Members.
Board Members suggested adding tress along the neighbor's sound wall, adding
landscape fingers to the apartment parking stalls, adding elements to the second
story to help break up and ground the building, and add color to the typical

greys and browns proposed. The Board was generally very positive about the
project.
5.3 Review and provide comments on the proposed Design Award categories and
recommended nominees (Project Planner: Riley Anderson -Barrett) -
Riley Anderson Barrett, Associate Planner, introduced the proposed categories
and presented the staff report.
Board Members suggested nominating 1162 Lawrence Road, I Can Do That!
Performing Arts Center, Hazy BBQ, the Town Offices remodel, the rear building
at the Fazzio/Fischer House, and adding a category for outstanding
landscaping.
