Danville Heritage Resource Commission – Regular Meeting Summary of Actions October 9, 2023 1. CALL TO ORDER The regular meeting of the Danville Heritage Resource Commission was called to order by Chair Powers at 6:00 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Jim Powers, Chair Mark Belotz, Commissioner Kathryn Benvenuto, Commissioner Lee Halverson, Commissioner Mary Grace Houlihan, Commissioner Jerry Warren, Commissioner 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 3. FOR THE GOOD OF THE TOWN There were no public comments. 4. CONSENT CALENDAR 4.1 Consider approval of the Summary of Actions from August 14, 2023, Heritage Resources Commission regular meeting. ADMINISTRATIVE STAFF REPORTS 5.1 Consider approval of Resolution No. 2023-01, approving the Heritage Resource Commission Regular Meeting time and location. Chief of Planning David Crompton presented the staff report and discussed the proposed change in the meeting start time from 6:00 p.m. to 5:00 p.m. The meeting location will remain at the Town Meeting Hall. MOTION BY COMMISSIONER BELOTZ, SECOND BY COMMISSIONER WARREN TO APPROVE RESOLUTION NO. 2023-01 APPROVING THE HERITAGE RESOURCE COMMISSION REGULAR MEETING TIME AND LOCATION MOTION CARRIED 6-0-0-0 5.2 Consider recommendation to the Town Council to appoint a Heritage Resource Commission representative to the Historic Design Review Committee Mr. Crompton presented the staff report and discussed the need of two appointments to the Historic Design Review Committee. PUBLIC HEARINGS DocuSign Envelope ID: B4A07D60-BF6F-4827-88C0-9F43A5EBFE6A DANVILLE HERITAGE RESOURCE COMMISSION SUMMARY OF ACTIONS OCTOBER 9, 2023 3 6.1 Consider adoption of Resolution No. 2023-02, approving Development Plan request DEV23-0012 allowing a second story addition, the infill of an existing porch, and other minor modifications to the Podva Farm House, a Designated Danville Heritage Resource located at 809 Podva Road (APN 208-462-013) Project Planner, Riley Anderson-Barrett presented the staff report. Ms. Anderson-Barrett and Mr. Crompton answered the Commissioners questions. Dave Ruffin architect and Joel Malakoff owner presented information on the proposed development plan. The need to create natural light within the addition was expressed. Chair Powers opened the item to public comment. Stephen Lin and Shelley Wu, neighbors of 809 Podva Rd., expressed concern over the lack of privacy that would occur if the second story addition was built. They are concerned that PG&E in the past, has removed trees without notice which created privacy issues and requested limitations be given to PG&E over tree removals. Chair Powers closed the item to public comment and brought it back to the commission to address the speakers question and for final comments. Mr. Crompton addressed the tree issue and informed the speaker that the Town is unable to put limitations on PG&E if trees are within a PG&E easement and are deemed a public safety issue. MOTION BY COMMISSIONER WARREN SECOND BY COMMISSIONER BENVENUTO TO APPROVE DEVELOPMENT PLAN REQUEST DEV23- 0012 ALLOWING A SECOND STORY ADDITION, THE INFILL OF AN EXISTING PORCH, AND OTHER MINOR MODIFICATIONS TO THE PODVA FARM HOUSE, A DESIGNATED DANVILLE HERITAGE RESOURCE LOCATED AT 809 PODVA ROAD WITH THE FOLLOWING MODIFICATION: • AMMEND CONDITION OF APPROVAL TO ALLOW FOR THE ADDITION OF SKYLIGHTS TO THE ATTIC ROOF ON THE DocuSign Envelope ID: B4A07D60-BF6F-4827-88C0-9F43A5EBFE6A DANVILLE HERITAGE RESOURCE COMMISSION SUMMARY OF ACTIONS OCTOBER 9, 2023 4 HISTORIC PORTION OF THE STRUCTURE BUT NOT TO ALLOW THE INCLUSION OF STAINED GLASS WINDOWS ON THE FRONT OR REAR OF THE ATTIC GABLE MOTION CARRIED 6-0-0-0 7. COMMISSIONER REPORTS 7.1 Progress report from the Commissions Historic Survey Subcommittee There was no report. 7.2 Progress report from the Commissions Outreach/Education Subcommittee There was no report. 8. COMMUNICATIONS 8.1 Recruitment for the Heritage Resource Commission – four year terms beginning January 1, 2024 Mr. Crompton reviewed the requirements for the open Commission positions. The possibility of changing the requirements for some of the hard to recruit positions were discussed. 8.2 Staff Updates There were no staff updates.
