SUBJECT: Resolution No. 82-2023, authorizing the posting of a 15 mph speed limit
on Holbrook Drive within the Town of Danville

In keeping with the requirements outlined within the California Vehicle Code, every
street section where prima facie speed limits are enforced must have a traffic and
engineering survey conducted every five or seven years to justify the posted speed limits.
The California Vehicle Code prescribes the manner in which local jurisdictions may post
reduced prima facie speed limits upon their roadways. "Prima facie" speed limits are
those other than the maximum speed limits set by the State legislature that are "on the
face of it" reasonable and prudent under normal driving conditions. Prima facie speed
limits are established upon the basis of a traffic and engineering survey to determine if
the speed limit of 65 mph is more than reasonable or safe upon any local roadway, and
where local authority may, by ordinance, determine and declare a local speed limit that
is appropriate to facilitate the safe and orderly movement of traffic.
DISCUSSION
In spring 2023, as a result of observed and reported traffic congestion and circulation
concerns in the vicinity of Sycamore Valley Elementary School, Town staff conducted
multiple field assessments and met with Danville Police Department and San Ramon
Valley Unified School District staff to collaborate on ways to improve traffic circulation
along Camino Tassajara and Holbrook Drive. As background, Holbrook Drive serves as
the primary connection to Sycamore Valley Elementary School, Sycamore Valley Park
and the shared parking lot facility. As a result of field assessments and agency staff
collaboration, Town staff proceeded to implement signing and striping modifications
along Holbrook Drive and traffic signal timing modifications at the intersection of
Holbrook Drive and Camino Tassajara in advance of the start of the 2023-24 school year.
Since the implementation of the described measures, there have been noticeable
improvements to the alleviation of traffic congestion at the aforementioned intersection
and along Holbrook Drive during the school peak morning and afternoon periods.
However, based on staff observations, to further enhance the safe and orderly movement
of vehicles, bicycles and pedestrians within the school zone it is recommended to reduce
the existing speed limit of 25 mph to 15 mph on Holbrook Drive, as allowable per Section
22358.4(b) of the California Vehicle Code.

Posting of the meeting agenda serves as notice to the general public.
FISCAL IMPACT
Installation of two (2) speed limit signs is approximately $400 and is covered in the 2023-
24 Operating budget.
RECOMMENDATION
Adopt Resolution No. 82-2023, authorizing the posting of a 15 mph speed limit on
Holbrook Drive within the Town of Danville.

RESOLUTION NO. 82-2023
AUTHORIZING THE POSTING OF A 15 MPH SPEED LIMIT
ON HOLBROOK DRIVE WITHIN THE TOWN OF DANVILLE
WHEREAS, the street section listed below is maintained by the Town of Danville; and
WHEREAS, Section 22358.4(b)(1)(A) of the California Vehicle Code, allows for the prima
facia speed limit to be set at 15 mph within 500 feet of school grounds without doing and
engineering and traffic survey, so long as specified criteria listed in Section 22358.4(b)(2)
are met; and
WHEREAS, the criteria specified in Section 22358.4(b)(2) have been met; now, therefore,
be it
RESOLVED by the Danville Town Council that pursuant to Section 22358.4 of the
California Vehicle Code, the following prima facie speed limit is established:

Holbrook Drive - Camino Tassajara to Sycamore Valley Elementary School
APPROVED by the Danville Town Council at a regular meeting on November 21, 2023,
