SUBJECT: Resolution No. 84-2023, authorizing the installation of traffic calming
measures consisting of three (3) speed lumps, two (2) advanced warning
signs, two (2) no parking signs and one (1) midblock crosswalk sign on
Orange Blossom Way between El Capitan Drive and Brookside Drive
Orange Blossom Way is a two-lane local street located north of El Capitan Drive and east of
Camino Ramon. The road segment is approximately one-third of a mile long with a posted
speed limit of 25 mph and varies in width between 35 feet (northern portion) and 30 feet
(southern portion). The street provides connections to John Baldwin Elementary School,
Charlotte Wood Middle School, and Osage Station Park.
Orange Blossom Way is classified as a local street in the Town of Danville 2030 General Plan,
and the traffic volumes are considered acceptable (less than 1,500 vehicles per day) for its
classification. However, in consideration of the proximity to Osage Station Park, the Iron
Horse Trail and Charolotte Wood Middle School, neighborhood residents have continued
to express concerns with traffic conditions based on reported observations.
Dating back to 2007, the Town has periodically received concerns from residents regarding
vehicular speeds and cut -through traffic along Orange Blossom Way between El Capitan
Drive and Brookside Drive. To this point in time, traffic data collected by staff has shown
acceptable prevailing vehicle speed and volume conditions with periodic incidences of
speeding during the morning and afternoon school peak periods.
Through previous NTMP efforts, there had also been a lack of consensus from the
neighborhood for the implementation of traffic calming measures, although the Town
proceeded to install various traffic signage and periodically deploy radar speed display
devices to help mitigate the residents' traffic concerns. In September 2022, the Town
received an NTMP application from Orange Blossom Way residents concerned with the
previously described traffic conditions.
DISCUSSION
In October 2022, Town staff proceeded to conduct a traffic survey on Orange Blossom Way
between Brookside Drive and El Capitan Drive. On the northern segment of Orange
Blossom Way, the survey showed an 85th percentile speed of 29.2 mph and an average daily
traffic volume of 1,037 vehicles per day. On the southern segment of the roadway, the survey
showed an 85th percentile speed of 23.0 mph and an average daily traffic volume of 959
vehicles per day. As prescribed in the NTMP guidelines, the data confirms that Orange
Blossom Way experiences acceptable prevailing vehicular speeds for a 25 -mph local road
(<32 mph). As with previously conducted traffic surveys, there were recorded incidences
of unacceptable vehicular speeds during morning and afternoon peak periods.
On February 13, 2023, Town staff proceeded to host a neighborhood meeting with Orange
Blossom Way residents to share results of the traffic surveys and present traffic calming plan
options. Ultimately, residents in attendance elected to proceed with a neighborhood
petition to gain approval for a proposed traffic calming plan consisting of the installation of
three (3) speed lumps, two (2) advanced warning signs, two (2) no parking signs and one
(1) midblock crosswalk sign (Attachment B).
In September 2023, the Town received a completed neighborhood petition in support of the
proposed traffic calming plan with the required percentage of signatures per the NTMP
guidelines (Attachment C). In summary, the petition received 87% approval from residents
of Orange Blossom Way within the petition boundary (a minimum approval of 70% is
required per the NTMP Guidelines) and 60% approval from residents of the connecting
adjacent streets (a minimum approval of 50% is required).
PUBLIC CONTACT
Posting of the meeting agenda serves as notice to the general public. Property owners along
Orange Blossom Way and the immediate adjacent streets that were included in the petition
area have been notified (Attachment D).
The costs associated with the installation of the recommended traffic calming measures are
approximately $35,000. Pending Town Council approval of the traffic calming plan, staff
will proceed to issue a call for bids for the installation of the speed lumps and traffic signage.

AUTHORIZING THE INSTALLATION OF TRAFFIC CALMING MEASURES
CONSISTING OF THREE (3) SPEED LUMPS, TWO (2) ADVANCED WARNING
SIGNS, TWO (2) NO PARKING SIGNS AND ONE (1) MIDBLOCK CROSSWALK

WHEREAS, Orange Blossom Way is a public street maintained by the Town of Danville:
and
WHEREAS, Goal 12 of the Town of Danville General Plan directs the Town to "Provide
for safe and efficient travel on Town of Danville streets"; and
WHEREAS, Policy 14.01 of the Town of Danville General Plan directs the Town to
"Implement neighborhood traffic management measures, which increase neighborhood
livability, discourage speeding, and ensure vehicle, pedestrian, and bicycle safety"; and
WHEREAS, as part of 2023/24 Capital Improvement Program Project No. C-305, the
Town Council has appropriated funding for installation of traffic calming measures; and
WHEREAS, the resident petition and consent of adjacent property owners have secured
the required support for installation of traffic calming measures that include three (3)
speed lumps, two (2) advanced warning signs, two (2) no parking signs and one (1)
midblock crosswalk sign on Orange Blossom Way to enhance traffic safety and reduce
vehicular speeds; and
WHEREAS, the purpose of the traffic calming measures is to lower prevailing speeds to
within acceptable standards to enhance neighborhood livability; and
WHEREAS, 87% of residents on Orange Blossom Way and 60% of residents of the
connecting adjacent streets support this action; now, therefore be it
RESOLVED, that the Danville Town Council hereby authorizes the installation of traffic
calming measures consisting of three (3) speed lumps, two (2) advanced warning signs,
two (2) no parking signs and one (1) midblock crosswalk sign on Orange Blossom Way
between El Capitan Drive and Brookside Drive.

Petition for Traffic Calming Measures
On Orange Blossom Way
in October 2022, the residents of the Orange Blossom Way neighborhood Voiced concerns
about excessive vehicle speeds and cut through traffic along Orange Blossom Way between El
Capitan Drive and Brookside Drive, The neighborhood applied to participate in the Town of
Danville's Neighborhood Traffic Management Program (NTMP) to mitigate their traffic safety
concerns. The Town collected traffic data to measure the speed and volume of vehicles on
Orange Blossom Way. The Town then hosted a publicly noticed neighborhood meeting on
February 13, 2023 to share the traffic data summary and collect feedback from residents. The
residents were informed the traffic data does not indicate the street segment warrants speed
lumps for traffic calming, however the residents requested to advance the traffic calming plan
to include speed lumps. The next step of the NTMP process consists of petitioning the residents
of Orange Blossom Way for their approval of the attached traffic calming plan.

NOTICE OF PROPOSED TRAFFIC CALMING DEVICES
The purpose of this notification is to inform you of the Town Council agenda item to
consider the approval of a traffic calming plan along Orange Blossom Way between El
Capitan Drive and Brookside Drive.
Residents in the Orange Blossom Way area are participating in the Town's
Neighborhood Traffic Management Program ("NTMP") process to address traffic safety
concerns. In September 2022 an application was received by the Town from residents
requesting to participate in the NTMP process stating concerns about speeding, cut -
through traffic, and parking along Orange Blossom Way.
The Town proceeded to collect traffic data to measure vehicular speeds and volume on
Orange Blossom Way. The Town invited Orange Blossom Way area residents to a
neighborhood meeting on February 13, 2023 to share the speed and volume data and
discuss traffic calming plan options. At the February 13th meeting, residents chose to
move forward with the NTMP petition process to gather approval from neighbors on a
proposed traffic calming plan.
In September 2023 the Town received a completed neighborhood petition with the
required percentage of signatures, per the program guidelines, that were in support of
the proposed traffic calming plan.
Traffic Calming Plan
The traffic calming plan consists of the installation of three (3) speed lumps, two (2)
advanced warning signs, two (2) no parking signs, and one (1) midblock crosswalk sign
(provided as Attachment A).
With the NTMP petition requirements met, the Town Council will be considering the
Orange Blossom Way traffic calming plan at its regular meeting on November 21, 2023,
at 5:00 p.m. at the Town Meeting Hail, 201 Front Street.
You are welcome to attend this meeting and provide your comments to the Town

Hi Adam,
I live on the corner of OBW and Canary Court, where "Lump #1" is planned. Since
acquiescing to sign the petition for lumps, lumps have been installed on Paraiso Drive. Now
we have experience driving over them. They are annoying even to folks following the speed
limit of 25 MPH. You note the recommended speed of 15 MPH on your diagram; if the legal
limit is 25, why do you try to slow traffic to 15? We should be able to go 25 without the
punishment of going over the lumps. Can't lumps be less harsh?
FWIW, inside Crow Canyon Country Club there are mounds of some sort, not the same as our
lumps, but they don't impeded flow as much as lumps.
It just seems contradictory to have a rational speed limit of 25 and then require that we slow to
15 to lessen the pain of going over the lumps.
When I signed the petition I asked if we (the neighborhood) could try just the crosswalk sign. I
was told those are ineffective. Then why have them?
There are no lumps anywhere else in the areas surrounding Charlotte Wood School, Baldwin
School, etc. Is OBW really such an outsider as a speed highway?
This whole plan seems like overkill and a waste of Town resources. I go along because I don't
want to be the lone dissenter.
I would love to hear your thoughts.

Good Morning Mr. Cleary,
I live on Rhett Place and drive on south Orange Blossom often.
Please take a drive from El Capitan Dr down Orange Blossom at 2:30 pm
or when school lets out or
When cars are parked on both sides of Orange Blossom in the curve part
between #864 and 851 you can not see a car coming from either direction
and only one car can make it past safely through.
A fire engine may not possibly make it at all.
My suggestion would be to have parking on one side of the street in the
curve area only, the street is very narrow there.
I hope you will take a look and consider this option.
