SUBJECT: Downtown Master Plan Catalyst Project Construction Schedule Options
BACKGROUND
On September 6, 2022, the Danville Town Council adopted the updated Danville
Downtown Master Plan (DMP). This plan continues three decades of thoughtful planning
and aims to reimagine how downtown spaces can be enhanced to provide greater
connection, interaction, and engagement.
Funding for the initial phase of the DMP, known as the "Catalyst Project," was secured
through the one-time Local Fiscal Recovery Funds from the American Rescue Plan Act
(ARPA). The Catalyst Project was selected for its alignment with the community's top
priorities, which were identified from nearly 1,500 survey responses during the planning
stage:
1. Improving pedestrian safety by slowing down traffic, which will be addressed by
constructing raised intersections and extending sidewalk bulb-outs.
2. Creating more spaces for public gatherings, which will be accomplished by
expanding Prospect Park Plaza and establishing Theatre Plaza as a versatile space for
gatherings and performances.
3. Enhancing ambient lighting, which will involve installing artistic lighting in the
plazas and additional streetlights.
Town Council provided direction on the project design and construction schedule in
recognition of the timing requirements of the ARPA funds:
Fall 2022: Adopt the 2022 DMP and appropriate funding for the Catalyst Project.
Winter 2023: Schematic design with input from Town Council (February 14, March
14, March 21, and April 11).
Spring-Fall 2023: Complete design development and construction documents.
Winter 2024: Project bid process and award of construction contract.
Spring 2024: Construction is anticipated to begin approximately May 2024.

Construction Schedule Options
DISCUSSION
The project is now in the final stage of the engineering design process. The construction
documents include design details, specifications, and materials chosen based on current
supply chain conditions, budget limitations, and considerations for ease of future
maintenance and replacement. These documents are on track to be completed in time for
the bidding process in winter 2024, positioning the project to commence construction in
May 2024.
Construction Timeline Options
Based on the details from the engineering design process, the project is expected to last
six to 9 months. Considering the busy summer season filled with community events, two
potential construction schedules have been proposed for the Town Council to consider:
Option 1 - Phased Construction with Mid-Project Break
• May 2024: Begin construction.
• By July 3: Finish construction at Hartz/School and Hartz/Church
• July 4 to Early August: Complete the Village Theatre Plaza.
• September to October: Pause construction to accommodate community events.
• Fall 2024: Resume and complete construction of the remaining intersections,
weather permitting.
Option 2 - Postponed Construction Start
• Fall 2024: Initiate construction after the summer's community events.
• 2025: Aim to complete the project, with the timeline dependent on weather
conditions.
Both project schedule scenarios would comply with the ARPA funding requirement.

direction to Town staff.
