CALL TO ORDER The regular meeting of the Senior Advisory Commission was called to order by Chair Freshman at 4:00 pm. Present: Jim Donnelly, Commissioner Candace Hendra, Commissioner Sandra Moody, Commissioner Steven Freshman, Chair Roxanne Foster, Vice Chair 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 3. "FOR THE GOOD OF THE TOWN" There were no speakers. 4. ITEMS FOR CONSIDERATION/ACTION 4.1 Consider approval of the Summary of Actions from the April 26, 2023 Senior Advisory Commission Special Meeting. MOTION BY COMMISSIONER DONNELLY, SECOND BY VICE CHAIR FOSTER, TO APPROVE THE SUMMARY OF ACTIONS OF THE APRIL 26, 2023 SENIOR ADVISORY COMMISION MEETING. MOTION CARRIED 5-0-0 DocuSign Envelope ID: 2A41140B-D972-40CB-8868-42C61 E5FFF7C REPORTS AND PRESENTATIONS 4.2 Selection of Senior Advisory Commission Chair Ms. Martinez discussed the roles and responsibilities of the Chair position. The Commission appointed Vice Chair Foster to the Chair position of the Senior Advisory Commission. MOTION BY COMMISSIONER MOODY, SECOND BY COMMISSION HENDRA, TO APPOINT VICE CHAIR FOSTER TO THE CHAIR POSITION OF THE SENIOR ADVISORY COMMISSION. 4.3 Selection of Senior Advisory Commission Vice Chair Ms. Martinez discussed the roles and responsibilities of the Vice Chair position. The Commission appointed Commissioner Moody to the Vice Chair position of the Senior Advisory Commission. MOTION BY COMMISSIONER HENDRA, SECOND BY VICE CHAIR FOSTER, TO APPOINT COMMISSIONER MOODY TO THE VICE CHAIR POSITION OF THE SENIOR ADVISORY COMMISSION. 4.4 Consideration of the Senior Advisory Commission Meeting Dates for 2024 Leah Martinez presented Attachment A, outlining the dates for the Senior Advisory Meeting dates in 2024 as outlined. Ms. Martinez responded to questions regarding a request to change to the Senior Advisory Commission meeting schedule due to a potential schedule conflict. After discussion, the Commission requested a change to the Senior Advisory Commission time from the current 4:00-6:00 p.m. to an earlier time slot on Wednesdays, or possibly move to a different day on the 4th week of the month. Leah Martinez advised she would check the Town Meeting Hall schedule and will report at the next meeting. 4.5 Designation of Senior Advisory Commission Liaison Assignments Memo Ms. Martinez presented the liaison assignments and responsibilities. The Commissioners chose to remain in their current assignments as outlined in Exhibit 1, with the exception of the Event Participation assignment, in which 4 DocuSign Envelope ID: 2A41140B-D972-4008-8868-42C61E5FFF7C Commissioner Donnelly will serve as the primary and Commissioner Moody will serve as the alternate. The Commission continued their discussion regarding the Subcommittee assignments, and the Commissioners chose to remain in their current designated subcommittees as outlined in Exhibit 2. 5.0 REPORTS AND PRESENTATIONS 5.1 Jenn Stearns, Public Information Officer Chair Freshman introduced Jenn Stearns, the Town's Public Information Officer, who presented a comprehensive, detailed report regarding her focus and efforts to upgrade the Town's website, which include updates for disseminating Town of Danville information to the public, identifying needs, and consolidation of various media accounts, with the goal of establishing one single location for residents of Danville to get all their information on social media. Ms. Starnes responded to questions from the Commission. 5.2 Town and Senior Center Updates Leah Martinez provided updates regarding Town activities, current and upcoming programs, staff updates, and activities offered at the Senior Center, as well as around Town. The Commissioners welcomed Leah Martinez back from maternity leave and thanked Jessica Wallner for her leadership in Leah's absence. 5.3 Commissioner's Subcommittee Reports and Comments Ms. Martinez provided a handout of the draft survey from the Transportation Subcommittee workshop of July 11, 2023. Commissioner Donnelly provided comprehensive, detailed information regarding the results of the survey, which highlighted budget information, current existing services, and approaches to providing transportation services throughout Contra Costa County. He also provided updates to Danville's services through Mobility Matters. Transportation: Commissioner Foster requested input and feedback from the Commission regarding the survey with questions, comments, or additions it would like to share. 3 DocuSign Envelope ID: 2A41140B-D972-4008-8868-42C61 E5FFF7C Leah Martinez responded to questions and suggestions regarding providing information for the subjective comments on the survey. Commissioner Donnelly and Commissioner Foster responded to questions, suggestions and comments regarding the value of the workshop to provide an opportunity for the Commission to gather and come together to discuss the various options for transportation in Danville. The Commission also discussed the importance of having staff member, Andy Dillard, Transportation Manager, attend the workshop with the Commission to assist with any questions or specific information. Social Connections: Commissioner Moody shared that she and Commissioner Donnelly are establishing a faith -based program with nine various organizations to determine how the Commission can be of service to them and create partnerships to work together. Commissioner Donnelly provided information regarding the goals of the Subcommittee. Housing Options: Chair Freshman shared he and Commissioner Foster had no update to report at this time. Advocacy: Commissioner Hendra shared she and Commissioner Moody had no update to report at this time. Gathering Spaces: Chair Freshman shared he and Commissioner Hendra had no update to report at this time, with the exception of the success of the Morning Mingles that are occurring monthly in the courtyard at the Senior Center. 5.4 Commissioners' Reports and Comments Commissioner Foster thanked Chair Freshman for his leadership as Chair during the past year, and thanked Jessica Wallner and staff for their service in Leah's absence. She commented on the success of the talent show. She provided feedback received from the public about the placement of the Senior Advisory Commission at the Fourth of July parade. Commissioner Donnelly commented on the challenges and need for volunteers to apply for the Advisory Council on Aging. He reported on the establishment of a Senior Nutrition Advisory workgroup, and the Senior Mobility Advisory Council. Commissioner Hendra expressed appreciation to Chair Freshman for all his volunteer services and lead as Chair of the Senior Advisory Commission. She commented on the 41:h of July parade, and the need to distinguish the Senior Advisory Commission, and create awareness of its existence. She commented on 4 DocuSign Envelope ID: 2A41140B-D972-4008-8868-42C61 E5FFF7C her role as liaison to the Bicycle Advisory Commission, whose goal is pushing for safety in cycling in the community. She provided updates regarding e -bikes. She also provided feedback on the importance of having individuals with mobility issues call regarding availability for seating in the lower level of the theatre during the Senior Variety Show. Commissioner Moody commented on the Senior Variety Show and need for available access. She provided an update regarding the Morning Mingle, Breakfast with Friends, and the buzz session in which individuals shared stories. She suggested a possible e -bike club. As liaison to the Planning Commission, she provided an update on the Magee Preserve Project Two. She expressed her gratitude to Chair Freshman in his efforts to lead the Commission in the implementation of the Age Friendly Roadmap. Chair Freshman reported as liaison to the Parks, Recreation and Arts Commission. He provided information on the various renovations of Diablo Vista Park, the Bound for Books bench installations and art exhibit, as well as provided updates pm several other ongoing Town projects. Regarding his role as liaison to Town Council, he reported updates regarding local grant funds to help local businesses, new ordinances for zoning, Town budget updates, PG&E power outages, and emergency evacuation zones in Town as well as other ongoing project updates. 6.
