HomeMy WebLinkAbout4.1 PARKS, RECREATION AND ARTS COMMISSION STAFF REPORT 4.1 TO: Parks, Recreation and Arts Commission November 15, 2023 SUBJECT: Diablo Vista Play Area and Multi-Sport Skate Park Renovation, CIPs B- 616 & B-560 – Project Update and Budget Discussion BACKGROUND During their joint meeting on May 10, 2023, the Parks, Recreation and Arts Commission (Commission) and the Arts Advisory Board (AAB) endorsed the final conceptual design for the Diablo Vista Park Renovation project. The conceptual design includes new lighting for the multi-sport skatepark and is the result of feedback from both groups as well as members of the public. The revised design is detailed in Attachment (A), showcasing the updated play area (5,200 square feet), the multi-sport skate park (11,000 square feet), and a passive seating area (4,650 square feet). The project’s design reflects the community’s desire to preserve the park's iconic elements, such as the 'snake' feature; maintain the existing hill to reduce costs and enhance the southerly view; and efficiently utilize the space. The new multi-sport skate park has also been strategically placed to minimize impact on neighboring homes. DISCUSSION The design and review process for the project acknowledges budget constraints and rigid timelines associated with its federal funding source provided by the American Rescue Plan Act (ARPA). The project has now reached the 75% design phase, with enough specifications and detail to reveal that – as it currently stands – the project is approximately $752,600 over budget. Town staff has undertaken a review of project elements to identify ways to work within budget constraints and timelines. To bring the project in line with the available budget, the following elements have been proposed as optional bid items for cost-saving considerations: Project Element Cost Savings • Musco Lighting (underground infrastructure to remain) $356,875 • Utilize Fibar (alternative safety surfacing) $178,600 (Diablo Vista Play Area and Multi-Sport Skate Park Renovation, CIPs B-616 & B-560 – Project Update and Budget Discussion ) 2 November 15, 2023 • Shade Structure (eliminate) $ 99,120 • Fitness equipment area (eliminate) $ 67,842 • Decorative boulders (eliminate) $ 50,400 Total Estimated Cost Savings: $752,600 Adding these elements as alternate bid items will not affect the project's timeline, design costs, or overall scope. This approach offers the flexibility to include these components if the final construction bids are within budget. RECOMMENDATION Consider the project update provided and approve the list of alternate bid items to bring the project back into alignment with the approved budget.
