HomeMy WebLinkAbout110723-08.2 MAINTENANCE SERVICES Town Council Report Presented November 7, 2023 2 MAINTENANCE SERVICES OUR MISSION Maintenance Services ensures that Town‐owned faciliƟes—buildings, parks, roadsides, streets and street lights —are maintained in a manner that enhances the quality of life for Danville residents. The Town’s Maintenance Services Department consists of five primary divisions: Buildings, Streets, Street Lights, Parks and Roadsides. These divisions work together to ensure that Danville conƟnues to be a great place to live and visit. The Buildings Division maintains approximately 105,000 square feet of buildings, including the Town Offices, Town Service Center, Veterans Memorial Building, Village Theatre, Town MeeƟng Hall, Town Library, Community Center, Sycamore Day Care, Magee House, Swain House, CoƩage at Hap Magee Ranch Park, and the Teen Centers at Los Cerros, CharloƩe Wood and Diablo Vista schools. These buildings are maintained by three full‐Ɵme staff members, who also respond to and complete several hundred service requests each year. Over 250 acres of parks, roadsides and medians throughout the Town are maintained by the Parks and Roadsides divisions. Staff conƟnues to manage the UgMO system and a central irrigaƟon system that are helping combat rising water costs and changing weather condiƟons while maintaining landscaping in the condiƟon our residents have grown to love. AddiƟonally, the Parks Division maintains 30 sports fields, two water features, seven playgrounds and a large and small dog park, helping to provide great recreaƟonal experiences for our residents and their pets. The Streets Division conƟnues to do a phenomenal job of keeping our roadways safe. Street and curb markings are repainted as needed, traffic and street name signs are monitored daily, being repaired or replaced when necessary, potholes are filled, sidewalks are repaired and all efforts are made to keep Danville’s streets as safe as possible. In addiƟon to these duƟes, Maintenance Services maintains Town creeks and drainage systems while complying with permit requirements from the Department of Fish and Wildlife. While striving to exceed service level expectaƟons in the areas described above, the Maintenance Services Department also facilitates special events, responds to traffic accidents, removes graffiƟ, completes extensive safety and specializaƟon trainings, manages 23 Capital Improvement Projects, assists with the Town’s Clean Water Program, coordinates volunteer projects with various organizaƟons and works directly with all sports user groups in Town. 3 MAINTENANCE SERVICES DEPARTMENT HIGHLIGHTS The Maintenance Services Department maintains 60 acres of arterial roadside and median landscaping. A variety of volunteer projects are coordinated each year, including park fence painƟng, refinishing benches and rose bush pruning. Maintenance staff completes extensive safety and specializaƟon trainings each year. MAINTENANCE SERVICES 4 MAINTENANCE SERVICES MAINTENANCE SERVICES DEPARTMENT HIGHLIGHTS The Town maintains and repairs 145 lineal miles of streets and roadways and 6.1 miles of roadside ditches. 30 sports fields are maintained by the Town, facilitaƟng extensive use by sports groups and recreaƟonal users. Special events are a major part of the Danville community and the Maintenance Services Department helps facilitate them by posƟng signs, assisƟng with road closures, delivering equipment and cleaning up aŌer the events. 5 MAINTENANCE SERVICES CAPITAL IMPROVEMENT PROJECTS Sycamore Valley Park Turf Replacement: The turf replacement project was completed on a very Ɵght schedule, and even opened a weekend early. The new turf is a fantasƟc improvement and is already geƫng extensive use every day. Court Resurfacing: The Sycamore Valley Park basketball courts and two of the Town‐ maintained tennis courts at Monte Vista High School were patched and resurfaced, having them looking and playing like new. Oak Hill Park Playground: The Oak Hill Park Playground Replacement Project was completed this summer and is already a huge success! AcƟvity at the playground has increased significantly with the great new equipment and we look forward to many years of fun and excitement. 6 MAINTENANCE SERVICES PARKS Reduced water consumpƟon by over 14 million gallons (19.3%) compared to last fiscal year Completed significant tree pruning around the Sycamore Valley Park bocce ball courts to enhance safety and improve playing condiƟons Aerated and ferƟlized all Town‐maintained sports fields using organic ferƟlizer Performed monthly grooming of the syntheƟc turf fields at Sycamore Valley Park and Diablo Vista Park Replaced a vandalized drinking fountain at Diablo Vista Park By the Numbers (2023) Performed regular irrigaƟon system inspecƟons and completed 155 repairs Removed over 9,100 bags of garbage from park sites Pruned 446 trees and shrubs Completed 312 hardscape repairs Provided more than 140,000 dog waste bags Planted 19 trees and shrubs Treated park sites 12 Ɵmes each for weeds and rodents Maintained 30 sports fields 7 MAINTENANCE SERVICES ROADSIDES Renovated several landscaped medians in the downtown area Treated a large quanƟty of trees for aphids, which had a significantly greater presence than usual Replaced irrigaƟon backflow devices along Sycamore Valley Road and Edinburgh Drive Quickly completed several large irrigaƟon main line repairs to avoid plant loss Provided assistance with the Downtown Master Plan planning process Renovated the landscaping on the corner of El Cerro Blvd. and La Gonda Way (opposite the Town Offices) By the Numbers (2023) Performed regular irrigaƟon system inspecƟons and completed 112 repairs Removed over 1,900 bags of garbage from roadsides Pruned over 360 trees and shrubs Completed 12 hardscape repairs Provided more than 45,000 dog waste bags Planted three trees and shrubs FerƟlized and aerated all roadside turf areas twice 8 MAINTENANCE SERVICES BUILDINGS Replaced the HVAC unit at the CoƩage at Hap Magee Ranch Park Facilitated the Library children’s reading room renovaƟon, including new flooring, furniture and paint Completed a thorough servicing of the parƟƟon walls at the Veterans Memorial Building Converted lighƟng in the Library to LED and installed window shades above the entrance Assisted with the commissioning of the backup generator at the Town Offices Completed a roof repair above the staff area at the Library By the Numbers (2023) Maintain approximately 105,000 square feet of faciliƟes On pace for nearly 650 service requests this year Maintain 16 faciliƟes and bathroom buildings at five parks 32 total safety inspecƟons of buildings and faciliƟes Nearly 100 fire exƟnguishers inspected monthly 16 building roofs cleared of leaves and debris 9 STREETS & STREET LIGHTING By the Numbers (2023) Performed 33 sidewalk inspecƟons and completed 294 repairs Inspected over 700 drain inlets and cleaned as needed Responded to 25 instances of illegal dumping Four Town‐maintained, 57 PG&E‐maintained and two County‐maintained street lights were repaired Filled 528 potholes Responded to 237 Danville Connect requests Installed or replaced 83 traffic signs Completed significant school traffic safety projects in partnership with the TransportaƟon Division near Sycamore Valley, Montair and Greenbrook Elementary Schools Completed annual inspecƟons of creeks, this year including privately‐maintained channels to best prepare for winter Installed an overflow drain along Van PaƩen Drive to reduce flooding concerns Replaced missing and broken RPMs throughout the Magee Ranch subdivision MAINTENANCE SERVICES 10 MAINTENANCE SERVICES MISCELLANEOUS The Maintenance Department is on pace to receive approximately 1,300 requests through Danville Connect this year. Resident feedback conƟnues to be very posiƟve, with an 82% saƟsfacƟon raƟng. Worked with the Eugene O’Neill FoundaƟon to have banners fabricated and installed on the downtown streetlights to support their annual fesƟval. Provided support for the Bound for Books public art project. Completed vegetaƟon abatement in advance of the SRVFPD deadline. Danville Connect survey comment: “I love everything about the Town’s quickness to reacƟng to my requests. You all are the best.” Coordinated extensively with the Department of Fish and Wildlife to prepare our new Streambed AlteraƟon Agreement, which governs our creek maintenance acƟviƟes. Infrastructure damaged by vehicular accidents was repaired, replaced or removed in a Ɵmely manner, including a light post in the Village Theatre parking lot. Maintenance conƟnues to administer the Work AlternaƟve Program, which will soon restart following a break due to the pandemic. This program helps keep Danville’s parks, roadsides and trails free of liƩer and debris. 11 LOOKING AHEAD The planning process for the Diablo Vista Park playground and mulƟ‐use skate park is well underway, and Maintenance will conƟnue to offer support throughout the project. AB 1572 has been signed into law, prohibiƟng the use of potable water for the irrigaƟon of nonfuncƟonal turf by January 1, 2027. Staff will be working to develop plans and idenƟfy potenƟal resources to comply with these new requirements. Older landscaping and irrigaƟon along El Capitan Drive will be renovated, with a focus on water conservaƟon. PreparaƟons are underway for the annual dog park renovaƟon project, including new sod in the large dog park, seeding the small dog park, making irrigaƟon and fencing repairs, and more. The annual LighƟng of the Old Oak Tree event is right around the corner and Maintenance will be hard at work planning for and facilitaƟng this great tradiƟon. The storm season is upon us and Maintenance personnel will be prepared to respond at all hours of the day and night to protect life and property. The annual winter moratorium will begin on December 4, allowing sports fields to recover from extensive use while also allowing staff to prepare them for the upcoming year.
