Town Council – Regular Meeting SUMMARY OF ACTIONS October 17, 2023 – DRAFT 1. CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Vice Mayor Stepper at 5:00 p.m. in the Town Meeting Hall, 201 Front Street, Danville, CA. Present: Karen Stepper, Vice Mayor Dave Fong, Councilmember Newell Arnerich, Councilmember Renee Morgan, Councilmember Excused: Robert Storer, Mayor 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Nate McCormack. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. Town Manager Joe Calabrigo stated that the agenda wording for item 9.2 was revised and redistributed. 4. FOR THE GOOD OF THE TOWN There were no speakers. DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS OCTOBER 17, 2023 5. PRESENTATIONS AND PROCLAMATIONS 5.1Presentation of a proclamation to Julie Cavallero, Contra Costa County Sheriff’s Office Community Warning System, proclaiming November 1, 2023, Shelter-in-Place Education Day Vice Mayor Stepper presented the proclamation. 5.2Presentation by David Krueger, Executive Director, RecycleSmart and Anthony Mann, Area Vice President, Republic Services David Krueger provided an update on services provided to the Danville community, addressed concerns and issues related to Republic Services, the process to secure a new 10-year franchise, and responded to questions and comments from the Town Council. Anthony Mann, area Vice President, interim General Manager of Republic Services, addressed the need for Republic Services to improve service, detailed the changes being made within the operation to improve service, and responded to questions and comments from the Town Council. Vice Mayor Stepper opened the item to public comment. Dennis Schriber questioned when the streets will be repaired from the damage caused by Republic Services’ trucks. Mary Traverso stated that the remedies that are currently being promised by Republic Services are the same remedies that she has heard for the past five to eight years and suggested that the Town survey residents and customers. Vice Mayor Stepper closed the item to public comment. Town Manager Joe Calabrigo responded to public comments and provided information regarding the Town’s pavement management program and the maintenance of Town streets. 2 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS OCTOBER 17, 2023 Mr. Krueger further discussed the contract renewal process, the standards that Republic Services must meet, and the recourses available to RecycleSmart. The Town Council requested that RecycleSmart and Republic Services return to the Town Council for periodic updates. 6. CONSENT CALENDAR 6.1Consider approval of the Summary of Actions from the regular Town Council meeting of October 3, 2023 6.2Consider approval of the Register of Demands 6.3Consider acceptance of the August 2023 Month End Treasurer’s Report (L. Ha) 6.4Consider adoption of Resolution No. 76-2023, approving changes to the Town of Danville Investment Policy MOTION BY COUNCILMEMBER ARNERICH, SECOND BY COUNCILMEMBER FONG, TO APPROVE THE CONSENT CALENDAR MOTION CARRIED 4-0-0-1; MAYOR STORER ABSENT 7. COMMUNICATIONS 7.1Legislative Update by Management Analyst Cat Bravo Cat Bravo provided the report. 7.2Economic Development Update by Assistant Town Manager Tai Williams Tai Williams provided the report. 3 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS OCTOBER 17, 2023 8. INFORMATIONAL STAFF REPORTS 8.1 Quarterly Investment Report (Chandler Asset Management) Genny Lynkiewicz, Chandler Asset Management, presented the report. 9. TOWN COUNCIL REPORTS 9.1Appoint Heritage Resource Commission representative to the Historic Design Review Committee for a four-year term MOTION BY VICE MAYOR STEPPER TO APPOINT HERITAGE RESOURCE COMMISSION MEMBER MARK BELOTZ TO THE HISTORIC DESIGN REVIEW COMMITTEE FOR A FOUR-YEAR TERM MOTION CARRIED 4-0-0-1; MAYOR STORER ABSENT 9.2Appoint Planning Commission representative to the Historic Design Review Committee for a four-year term MOTION BY COUNCILMEMBER FONG TO APPOINT PLANNING COMMISSION MEMBER MARY GRACE HOULIHAN TO THE HISTORIC DESIGN REVIEW COMMITTEE FOR A FOUR-YEAR TERM MOTION CARRIED 4-0-0-1; MAYOR STORER ABSENT 9.3Town Council updates Councilmembers provided updates on events and activities in Danville. 10.
